Mayor Ken Jordan called the November 15th meeting to order, announced a quorum, and led the Invocation and Pledges.There were no public comments.
Presentations:
City Manager Scott Edmonson introduced the City's new Police Officer, Raymond Sanchez.
Charlie Boyce, Police Sergeant, was selected as the Employee of the Month for November. Mayor Ken Jordan and City Manager Scott Edmonson presented Charlie with a plaque with his name on it and a gift certificate to a local restaurant.

Consent Agenda:
On a motion by Alderman Shawn Oliver, seconded by Alderman Marcus Amthor, Council unanimously approved the following: minutes from the October 11, 2022, council meeting; payment of bills; and Resolution No. 2022-35 a Resolution to waive an Ordinance defining noise nuisances for Ester Martinez on December 10, 2022, at Mill Pond Park Gazebo.
Discussion / Action Items:
The first item for discussion/ action was to Discuss and consider approval of Resolution No. 202236, approving the budget amendments for FY2021-2022.Alderman Michael Nelson made the motion to approve Resolution No. 2022-36 approving the budget amendments for FY2021-2022.Alderman Oleta Behrens seconded the motion, and it was unanimously passed.
The second action item was to Discuss and consider approval of Resolution No. 2022-37, approving the budget amendments for FY 2022-2023. Alderman Marcus Amthormadethemotiontoapprove Resolution No. 2022-37 approving the budget amendments for FY 2022-2023. Alderman Shawn Oliver seconded the motion, and it was unanimously passed.
The third action item was to Consider, Discuss, and take action to adopt Resolution No 2022-38, a Resolution of the City of San Saba, Texas awarding an Administration Contract for a 2023-2024TxCDBG Grant. Mayor, Ken Jordan pulled this item from the Agenda.
The fourth action item was to Discuss and Consider andApprove changing Council meeting dates in December, January, and February to second Monday; i.e. Monday, December 12th; Monday, January 9th; and Monday, February 13th.Alderman ShawnOlivermadeamotionto approve changing Council meeting dates in December, January, and February to second Monday; i.e. Monday, December 12th; Monday, January 9th; and Monday, February 13th. It was seconded by Alderman Marcus Amthor and was unanimously approved.
The fifth action item was to Discuss, Consider, and approve Resolution No. 2022-39, a resolution of the City of San Saba, Texas by and between the City of San Saba and Government Capital Corporation regarding a contract for the purpose of financing a “Generator and SCADA System.” Alderman Robert Whitten made a motion to approve Resolution No 2022-39. It wassecondedbyAldermanMichael Nelson and was unanimously approved on a 5 to 0 vote.
The sixth action item was to Discuss, Consider, and Approve Resolution No. 2022-40, a Resolution of the City of San Saba, Texas, by and between the City of San Saba and Government Capital Corporation regarding a Finance Contract for the purpose of financing “Golf Equipment.” Alderman Robert Whitten made a motion to approve Resolution No 2022-40. It was seconded byAldermanMarcusAmthor and was unanimously approved on a 5 to 0 vote.
City Manager’s Report:
Scott Edmonson, City Manager reported on the following activities in the City of San Saba:
• attended a Basic EDC Course since the last meeting
• held another Solar Eclipse meeting and not making it an event due to issues it can cause such as the population may triple that day, all hotels for that day are already booked, don't have the hotel availability, and traffic concerns; developing an informational flyer for business owners regarding the Solar Eclipse
• the Texas A&M Rural Medicine Program should work out for another student
• met with Jacob & Martin regarding the City's GIS System to clear up and work out the issues
• December 7th is the City's annual Christmas Party
• Keep San Saba Beautiful has been planting new flowers and they really look nice (see picture on front page)
• Need to repaint the fire zones downtown before Sip N Stroll
• Denver and the Electric Department are replacing lights in the downtown area (see picture on front page)
• there is a potential renter looking at space in the Health Services Center and the other potential renters are working this out and will be at the next meeting
• will be reviewing and changing the City's Nuisance Ordinance
• added signs at the Liveoak underpass
• the LCRASteps Forward program will be at the Golf Course on April 14th working on the Pavilion, picking up limbs, and painting
Other Reports:
Scott Glaze, Code Enforcement Officer reported:
• the guys have been reading meters and it is looking good
• the waterline project had some issues next to Agave and the Beer Barn due to having to dig really deep to get under the City's lines about 10'
• the ATMOS project has not started and looking at next year for startup.
Michael Wadsworth, Code Inspector reported: Having a lot of issues within the City regarding people living in their cars, sheds, and RVs in the backyard.
