Commissioners' Court holds regular meeting Monday, April 11th; burn ban still in effect

The San Saba Commissioners’ Court met for a regular meeting on Monday, April 11th, in the Commissioners’ Courtroom. In Judge Byron Theodosis' absence, Commissioner Rickey Lusty called the meeting to order at 9:00 a.m. Commissioner Lusty gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Audience for Concerned Citizens For Public Comment:

Deputy Shaw informed the Court that he and several others, including Sheriff Jenkins and Judge Theodosis, had a meeting with Hamilton last Tuesday. In their contribution to our communication project, Hamilton said they wanted to donate all of their radios (the ones they are currently upgrading), both handhelds and mobiles, to San Saba County. Deputy Shaw noted that their radios are compatible. The Court voiced appreciation in this announcement of the donation of the radios. Deputy Shaw stated this item will be on the agenda for the next meeting.

Mr. Lusty announced there will be a Dedication Ceremony on April 22, 2022, in memory of Stan Weik. It will be held at Mill Pond Park at 10:00 a.m.

Ms. Hardy stated that the Texas Forest Service is on its way with a crew from McGregor to assist in what is now being called the CR 309 fire, one side of which is basically very unstable.

Ms. Hardy also noted that the next Baylor Scott & White blood drive is on April 19th, from noon to 6 p.m. at San Saba’s First Baptist Church, 208 W. Wallace Street.

Decision: The Court voted unanimously to approve the Minutes of the Previous Commissioners’ Court Meeting(s).

County Official and Departmental Reports:*

2. County/District Clerk: Approve Subject to Audit or Reject Clerk's Report:

Ms. Wells stated her office is busy as elections are coming up.

Decision: The Court voted unanimously to approve the County/District Clerk’s Report Subject to Audit.

3. County Treasurer: Approve Subject to Audit or Reject Treasurer's Report:

Ms. VanBeck informed the Court about some changes in the format of her report she will be presenting to them each month.

Ms. VanBeck briefed the Court about the conference she just attended. She attended the Risk Management Pool meeting this last week, and San Saba received an award for zero lost time for 2021 related to Workers Compensation claims that have been filed. Three claims were filed, but they affected no time off for any of the claims.

Other seminar topics she attended at the conference included: the issue of cyber attacks, Workers Compensation legislation, first amendment audits, Family Medical Leave Act, and retiree supplemental insurance.

Decision: The Court voted unanimously to approve the County Treasurer’s Report Subject to Audit.

4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:

Ms. Blossman stated her office has been busy getting everything up to speed on the Damon Allen Act and updated the Court on her progress in that.

The following information was provided by Ms. Blossman:

Total: $18,051.80

Community Service/Jail Credit: $601.00

Total to the Community: $10,584.66

Small Claims and Civil: $625.00

Decision: The Court voted unanimously to approve the County JP Report Subject to Audit.

5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report:

The jail book total was 543 with an average of 18.1 days. The Sheriff reported they were down to 14 inmates on the date of the meeting.

Decision: The Court voted unanimously to approve the County Sheriff’s Jail Report.

Special Action Items (and Non-Action Items):

1. Discuss and Take Possible Action To Make Adjustment For Inflation For County Employees:

Decision: After some discussion, Mr. Lusty stated the Item dies for lack of motion.

2. Discuss and Take Possible Action To Increase Meal Allowance Per Day When Traveling On County Business:

Ms. VanBeck informed the Court that the current reimbursement per day of $36 ($8-breakfast, $12-lunch, $16-dinner) was set in place back in 2013.

Decision: After discussion, the Court unanimously approved changing the meal allowance per day when traveling on County business to $60 ($15-breakfast, $20-lunch, $25-dinner).

3. Approve Proclamation Observing Child Abuse Prevention For April 2022:

Decision: The Court unanimously approved the Proclamation Observing Child Abuse Prevention for April 2022.

4. Discuss and Approve CTCOG Executive Committee Rep resentatives For San Saba County:

Decision: This item was tabled.

5. Take Possible Action Concerning Burn Ban (Burn Ban IN EFFECT As of 02-14-2022) Expires 05-15-2022:

Decision: This item was tabled.

6. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. VanBeck presented one Line Item Transfer.

Decision: The Court voted unanimously to approve the one Line Item Transfer.

7. Approve or Reject Proposed Accounts Payable:

Decision: The Court voted unanimously to approve the Proposed Accounts Payable.

8. Discuss Next Commissioners’ Court Date & Time:

The next Commissioners’ Court will be held on Monday, April 25, 2022, at 9:00 a.m. in the Commissioner’s Courtroom.

9. Adjourn:

Commissioner Lusty adjourned the meeting at 9:45 a.m.
