The San Saba Commissioners’ Court met for a regular meeting on Monday, April 26th, in the Commissioners’ Courtroom. Judge Byron Theodosis called the meeting to order at 9:06 a.m. Commissioner Kenley Kroll gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Special Action Items (and Non-Action Items):
1. Discuss and Take Possible Action On The Introduction of San Saba Fiber Community Feedback Presented by Jason Phillips:
Judge Theodosis stated Jason Phillips was here to represent EDC. He stated Mr. Phillips has also worked as an executive with a large firm in Austin, and we are glad to have him here in San Saba.
Mr. Phillips started his presentation of the San Saba Fiber Community to the Court by saying CTTC internet is world class, and we have better internet here than some larger cities. During his presentation, he noted he is involved in getting businesses to show their participation in the San Saba Fiber Community with “Fast and reliable WIFI” window stickers for their front windows to inform their customers that they are part of the San Saba Fiber Community. He stated this “Community” will assist the people of our community and affect how visitors view our town. The businesses who participate will be listed on EDC’s website as ‘Participants of the San Saba Fiber Community.’
During the discussion, Mr. Phillips stated they are in the process of getting a stronger signal at Mill Pond Park; they are waiting on some new equipment to come in. Currently, the signal reaches from the Civic Center to the Gazebo. There was also some discussion about possibly strengthening the signal of the library internet.
After Mr. Phillips’ presentation to the Court, Judge Theodosis asked him to create a statement of support for the Court to approve and sign at their next meeting. Mr. Phillips thanked the Court for their support for the project.
2. Acknowledge The Joint Purchase Of A 53 Foot Step Deck Trailer By Pct. 3 and Pct. 4:
Decision: The Court voted unanimously to acknowledge the Joint Purchase of a 535 Foot Step Deck Trailer by Pct. 3 & Pct. 4.
3. Accept or Reject Inter-Local Agreement Between Burnet County and San Saba County To Provide County Essential Services Program Grant For San Saba County Capital Murder Trial:
Decision: The Court voted unanimously to approve this Inter-Local Agreement.
4. Accept or Reject Memorandum of Understanding Between The Richland Springs ISD Police Department and San Saba County Sheriff's Office To Modify The Fee:
Decision: After some discussion, the Court voted unanimously to accept the Memorandum of Understanding between the Richland Springs ISD Police Department and San Saba County Sheriff’s Office to Modify the Fee to $12 annually which would come out to $1 per month.
5. Discuss and Take Possible Action on State Agency Lease Agreement - Health and Human Services and Dept. Of State Health Services:
The Judge stated this comes up for renewal every two years, and this will be up for renewal in August. Since there is plenty of time, the Judge asked the Commissioners to do some research to see if the rental amounts were still in line with other properties.
Decision: The item was tabled.
6. Discuss and Take Possible Action on COVID-19:
Ms. Hardy stated there have been 750 vaccinated by the County-held vaccine clinics, but that does not include those who received vaccines at other clinics, pharmacies, etc. Since we had people coming from other counties, there is no exact count at this time for our county of vaccinated people. Ms. Hardy guessed San Saba County has had approximately 1,000 to 1,200 citizens vaccinated.
Ms. Hardy informed the Court that the day after this meeting, there will be a Vaccine Clinic for those needing their 2nd shot.
She also noted there have been four to five people here who had such strong reactions to the first shot that their doctors told them not to get the second shot. She also noted there were underlying issues with those folks such as age and bronchitis.
7. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban LIFTED As of 01-04-2021):
Decision: This item was tabled.
8. Approve or Reject Proposed Amendments and/or Line Item Transfers:
Ms. VanBeck presented one Line Item Transfer.
Decision: The Court unanimously approved the one Line Item Transfer.
9. Approve or Reject Proposed Accounts Payable:
Decision: The Court unanimously approved the Proposed Accounts Payable.
10. Discuss Next Commissioners Court Date & Time: May 17th, 9 a.m., Commissioners’ Courtroom.
Decision: No change was made.
