Commissioners’ Court holds regular meeting, Monday, March 8th

The San Saba County Commissioners’ Court met for a regular meeting on Monday, March 8th, in the District Courtroom. Judge Byron Theodosis called the meeting to order at 9:05 a.m. Commissioner Kenley Kroll gave the invocation and led everyone in pledges to the American flag and the Texas flag.

1. Approve or Correct and Approve Minutes of Previous Commissioners’ Court Meeting(s):

Decision: The Court unanimously approved the minutes from the two previous Commissioners’ Court Meetings.

County Official and Departmental Reports:

2. County/District Clerk: Approve Subject to Audit or Reject Clerk's Report:

Ms. Wells reported everything is going okay.

Decision: The Court unanimously approved the County Clerk’s Report Subject to Audit.

3. County Treasurer: Approve Subject to Audit or Reject Treasurer's Report (TWO MONTHS)

Decision: The Court unanimously approved the Treasurer’s Reports (two months) Subject to Audit.

4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:

Ms. Blossman presented the following January report to the Court: Total: $ 21,392.70

Community Service/Jail Credit: $300.00 Total to the County: $11,577.43

Small Claims and Civil: $281.00

Ms. Blossman presented the following February report to the Court:

Total: $ 16,139.30

Community Service/Jail Credit: $0.00

Total to the County: $9,170.75

Small Claims and Civil: $322.00

Decision: The Court unanimously approved the two JP Reports Subject to Audit.

5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report:

Chief Deputy Shaw relayed some information from a conference he attended as well as how the department successfully dealt with obstacles during the week of severe winter weather.

The Jail Book total for January was 648 with an average of 20.64.

The Jail Book total for February was 605 with an average of 21.6.

Decision: The Court unanimously approved the County Sheriff and Jail Report Subject to Audit.

1. Approve or Reject Annual Gravel Bicycle Ride Event Out Of Cherokee:

2. Discuss and Take Possible Action on The Introduction of San Saba Fiber Community Feedback Presented by Jason Phillips:

4. Accept or Reject Resolution To Adopt Regency Bridge Repairs:

Commissioner Pat Pool presented a bid for repair on Regency Bridge. He thanked Ms. Kokernot for getting all the information in to TxDOT as well as Jason Scantlin, TxDOT Regional Director who was available via Zoom for questions, for all his help getting all the paperwork approved.

Decision: The Court voted unanimously to accept the Resolution To Adopt Regency Bridge Repairs as presented.

5. Presentation F/Y 2019 2020 Audit Presented by Kevin Shahan:

Mr. Shahan presented a thorough presentation to the Court. He stated, “Internal controls are functioning very well.” He ended his presentation by stating the Court, Ms. Hardy, and Ms. VanBeck have all done a great job making sure everything was accounted for properly.

6. Accept Certificates of Course Completion of Open Meetings Act and Public Information Act Training Completed By James Lebow Pct. 1 Effective 13th day of January 2021:

The Court was informed that the above certificates have been completed by Commissioner Lebow.

7. Discuss and Take Possible Action on Installation of Access Control Locks and Door Repairs for San Saba County Jail:

The Sheriff presented a bid by Brady Locks for new access locks for the jail and answered questions from the Court.

Decision: The Court voted to approve the installation of Access Control Locks and Door Repairs for San Saba County Jail.

8. Discuss and Take Possible Action on 2020 Sheriff's Office Racial Profiling Report:

Judge Theodosis stated this is done every year.

Decision: The Court unanimously approved the 2020 Sheriff's Office Racial Profiling Report.

9. Approve or Reject Resolution of Opposition to SB234/ HB749 Efforts to Silence County Officials:

Decision: After discussion, the Court unanimously Approved the Resolution of Opposition to SB234/HB749 Efforts to Silence County Officials.

10. Approve or Reject Conservation Application From Peggy Tompkins For Maintenance Of Existing Roadway Pct. 2:

Decision: The Court unanimously approved the Conservation Application From Peggy Tompkins For Maintenance Of Existing Roadway Pct. 2.

11. Approve or Reject CHC Appointments:

Jerry Blankenship presented the San Saba County Historical Commission approved membership list for 2021-2023 for the Court’s approval.

Decision: The Court voted unanimously to Approve the CHC Appointments.

12. Approve or Reject Resolution In Opposition To Unfunded Mandates:

Decision: After a short discussion, the Court voted unanimously to Approve Resolution In Opposition To Unfunded Mandates.

13. Discuss and Take Possible Action on COVID-19 Vaccine Support:

Starting Saturday, March 27th, there will be 15 vaccine clinics in San Saba on Saturdays from 2-4 p.m. Teams for this are being built; volunteers are being recruited. Since this is not the mobile vaccine units with the National Guard, we have to provide the supplies. (ie: exam gloves, syringes, stickers for forms, etc.) There is a possibility Baylor Scott & White can provide some of these items.

Ms. Hardy asked if the County could provide funds if needed for the supplies. It was discussed that this quite possibly may be reimbursed under the COVID grant.

A motion was made to spend up to $1,000 for supplies needed for the vaccine clinics that would start in March.

Decision: The Court voted unanimously to approve the motion to spend $1,000 for supplies needed for the vaccine clinics that would start in March.

14. Discuss and Take Possible Action on COVID-19:

Ms. Hardy stated she received a phone call just before this meeting stating vaccines would be here tomorrow (the day following this meeting). She would call the people on the sign-up list with their appointment times.

Ms. Hardy noted there will only be COVID testing one day this week, Wednesday, and there will be no testing next week due to Spring Break.

15. Approve or Reject Capital Indigent Defense Interlocal Agreement with Lubbock County:

Decision: The Court unanimously Approved Capital Indigent Defense Interlocal Agreement with Lubbock County.

16. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban LIFTED As of 01-04-2021):

This item was tabled.

17. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. Van Beck presented two line item transfers.

Decision: The Court voted unanimously to approve the two Line Item Transfers.

18. Approve or Reject Proposed Accounts Payable:

Decision: The Court voted unanimously to approve the Proposed Accounts Payable.

19. Discuss Next Commissioners Court Date & Time:

The next Commissioners’ Court will be held Monday, March 22nd, at 9:00 a.m. in the District Court Room.
