County Commissioners’ Court holds regular meeting Monday, April 20th

The San Saba County Commissioners’ Court held a meeting on Monday, April 20th, via Zoom platform in the County Judge’s Chambers. Judge Byron Theodosis called the meeting to order at 9:00 a.m. and welcomed those joining by way of phone or computers.

Commissioner Rickey Lusty gave the invocation, followed by everyone joining for the pledges to the American and Texas flags.

County Official and Departmental Reports:

1. County Treasurer: Approve Subject to Audit or Reject Treasurer’s Report:

Decision: The Court approved the Treasurer’s Report, subject to audit.

The meeting was temporarily stopped to get better connection and was resumed after 10 minutes. However, the problem was not completely solved and the Judge connected speakers one at a time.

Special Action Items (and Non-Action Items):

1. Discuss and Take Possible Action On Available Funds for the County Transportation Infrastructure Funds Grant Program for Transportation Infrastructure Projects Located In Areas of the State Affected By Increased Oil and Gas Production:

Decision: After discussion, this item was tabled.

2. Discuss and Take Possible Action On County Road Repair Grants In Reference to Changes in the Transportation Infrastructure Fund Program For 2020:

Decision: After discussion, this item was tabled.

3. Discuss and Take Possible Action to Hire The Coffman Law Firm To Pursue National Opioids Litigation Pertaining to Purdue Pharma:

Decision: County Attorney Randy Robinson gave information regarding this and recommended approving it. After further discussion, the Court unanimously approved this item.

4. Approve Proclamation concerning Child Abuse Prevention for Month of May 2020:

Decision: The Court unanimously approved the Month of May 2020 will be Proclaimed Child Abuse Prevention Month in San Saba County.

5. Discuss and Take Possible Action on A Step by Step Plan In The Event Of COVID-19 in The Courthouse (if a County employee contracts the COVID-19 virus):

Decision: After discussion on some procedures and issues, the Court unanimously approved this important task to have A Step by Step Plan in the event of COVID-19 in The Courthouse.

6. Discuss and Take Possible Action on HR Guidance For San Saba County Employees Affected By COVID-19:

Decision: After discussion, the Court unanimously approved the regular sick leave policy with verification from a physician that an employee is affected by COVID-19.

7. Discuss and Authorize County Judge To Enter New EMS Contract With Hamilton Hospital:

Decision: Judge Theodosis discussed this Item with Hamilton EMS official, Patrick Cobb, and James Stefka, Life Guard official. Our present contract is location of health facility of their choice. Hamilton offers three trucks (two stationed here and one 20 minutes from here) but is unsure about patients choosing destination health facilities. No decision was made for this issue and tabled so that County and City officials can meet concerning this service for the entire County of San Saba.

8. Take Possible Action Concerning Burn Ban (Current Status: Enacted As Of 01-21-2020):

Decision: This item was tabled.

9. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Decision: The one Line Item submitted was approved.

10. Approve or Reject Proposed Accounts Payable:

Decision: The Court unanimously approved the payment of all accounts presented by County Treasurer, Lois Van Beck.

11. Discuss Next Commissioners’ Court Date & Time:

Decision: The Court will hold a Special Meeting, Monday, April 27th, at 9:00 a.m., expecting to report information about the COVID -19 virus from Governor Abbott.

Judge Theodosis declared the meeting closed, stating “God bless; stay healthy.”
