San Saba County Commissioners’ Court holds meeting, Monday, April 6th

The San Saba County Commissioners’ Court held a meeting on Monday, April 6th, via Zoom platform in the County Judge's Chambers. Judge Byron Theodosis called the meeting to order at 9:04 a.m. and welcomed those joining by way of phones or computers.

Judge Theodosis reported they are complying to COVID-19 regulations and thankful there are no cases reported in San Saba County.

Commissioner Rickey Lusty gave the Invocation, followed by everyone joining for the pledges to the American and Texas flags.

Action Items:

1. Approve or Correct and Approve Minutes of Previous Commissioners’ Court Meeting:

Decision: The Court approved the Minutes of Previous Court meeting.

County Official and Departmental Reports:

2. County/District Clerk’s Report, subject to Audit or Reject Clerk's Report:

Decision: The Court approved the County/District Clerk’s Report, subject to Audit.

3. Approve County Treasurer Report, subject to Audit or Reject County Treasurer's Report:

Decision: Approved the Treasurer’s Report, subject to Audit.

4. Approve County Justice of Peace Report, subject to Audit or Reject JP report:

Decision: Justice of Peace, Sharon Blossman, came online and reported that everything is going fine. The Justice of Peace Report was approved, subject to Audit.

5. Approve County Sheriff and Jail Report, subject to Audit or Reject County Sheriff's Report:

Decision: Sheriff David Jenkins reported online that a Deputy has resigned; thus, he will be interviewing and hiring another one. A department vehicle was totaled and he is looking at a F150 PU to replace it. They are “keepin’ on” with holding prisoners, parolees, resisting arrest, threats to kill, transporting, paperwork and dealing with the virus situation.

Decision: The Court unanimously approved the Sheriff's report. Commissioner Kroll reported the jail log showing 416 days and an average of 13.42 for the month of March.

Special Action Items and Non-Action Items:

1. Discuss and Take Possible Action on Appointing Dr. Craig Whiting, D.O., as San Saba County Public Health Authority:

Decision: The Court unanimously approved the appointment of Dr. Craig Whiting as San Saba County Public Health Authority.

2. Discuss and Take Possible Action on Partnership of Equipment with the Precincts:

Decision: Commissioners are able to exchange or share equipment or inventory among Precincts. Commissioners then reported the information needed to Partnership Equipment. The Court unanimously approved the Partnership of Equipment within Precincts.

3. Discuss and Take Possible Action on Available Funds for the County Transportation Infrastructure Funds Grant Program For Transportation Infrastructure Projects Located In Areas of the State Affected By Increased Oil and Gas Production:

Decision: This item was tabled.

4. Accept $200 Donation for the Sheriff’s Department from Ferrell Sheen:

Decision: Ferrell Sheen’s son was helped by a Deputy and his father was grateful and gave this donation. The Court unanimously accepted the $200 donation for the Sheriff's Department.

5. Discuss and Take Possible Action on 2020 Soil and Water Stewardship Week Proclamation April 26th to May 3rd, 2020:

Decision: The Court unanimously approved the Proclamation April 26th to May 3rd, 2020 will be Soil and Water Stewardship Week.

6. Discuss and Take Possible Action on Families First Coronavirus Response Act:

Decision: Marsha Hardy, County Emergency Management Coordinator, reported she has filed for assistance for families in need and waiting to hear from FEMA. The Court unanimously approved the Families First Coronavirus Response Act.

7. Take Possible Action Concerning Burn Ban (Current Status: Lifted as of 01-21-2020):

Decision: This item was tabled.

8. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Decision: Three Line Item Transfers were unanimously approved. Two were reported by Commissioner Lusty and one by the Sheriff's Department.

9. Approve or Reject Proposed Accounts Payable:

Decision: The Court unanimously approved the Accounts Payables.

10. Discuss Next Commissioners’ Court Date & Time:

Decision: The next Commissioners’ Court will be held Monday, April 20th, at 9 a.m.

Before adjournment, Kaylee Gaines from the Children Advocacy Center, called and talked to the Court about April being Child Abuse Awareness Month.

11. Adjourn:

Judge Theodosis adjourned the Court meeting at 9:46 a.m.
