Statement For The Public Record Regarding June 24, 2026, meetings on proposed amendments to C-1 and C-2 zoning ordinances concerning AC units 

To the Members of the Planning and Zoning Commission and the City Council of San Saba: 

I submit this statement for the public record regarding the proposed C-1 and C-2 zoning amendments scheduled for June 24, 2026.

My concerns involve both the substance of the amendments and the process used to consider them. The posted notices provide short notice and insufficient information for affected property owners.

The notices do not identify the proposed language, purpose, public health or safety basis, economic impact, grandfathering rules, or complaints, studies, reports, or evidence supporting the changes.

Without that information, citizens and property owners cannot provide meaningful comments.

As the owner of several historic downtown commercial buildings, I have invested substantial time and resources restoring and repurposing properties that might otherwise have remained vacant or deteriorated.

These buildings are often about 100 years old and require practical solutions that account for structural limits, existing utilities, preservation concerns, and economic realities.

The city can protect public safety while supporting responsible redevelopment, historic preservation, and local investment.

Before adopting any amendments, I request consideration of:

• Economic impact. • Historic building impacts. • Property values. • Variances or alternative compliance. • Reliance on existing ordinances. • Less restrictive alternatives. • Documented public-safety basis.

I also request that all supporting documents, complaints, correspondence, studies, staff recommendations, and related materials be released before any vote.

The public should know why these amendments are proposed, who requested them, what problems they address, and how they affect property owners.

I request that no action be taken until this information is provided and affected property owners have a meaningful opportunity to comment.
