Mayor Ken Jordan called the meeting to order at 6:00 p.m. and Alderman Michael Nelson gave the invocation and pledges.

PUBLIC COMMENTS:

PRESENTATIONS:

Chris Stewart, Parks Department Employee, was selected as the Employee of the Month for August. Eugene Bessent, Parks Department Supervisor and Alderman Michael Nelson presented Chris with a plaque with his name on it and a gift certificate to a local restaurant.

Rachel Hering, Director of Keep Texas Recycling, presented the Certificate of Recognition for Outstanding Recycling Efforts in 2020 to Juan Montoya.

Kathleen Hawkins, KSSB Chairperson, presented the 1st Place 2021 Governor’s Community Achievement Award and the GCAA Sustained Excellence Award for 2019 through 2021 to the City of San Saba/San Saba City Council.

CONSENT AGENDA:

On a motion by Alderman Shawn Oliver, seconded by Alderman Marcus Amthor, Council unanimously approved the following: Minutes from the July 13, 2021 Council Meeting and Budget Workshop, and the July 27, 2021 Special Called Meeting and Budget Workshop; Approved Payment of Bills; Resolution No. 2021-30 waiving noise ordinance for Diamond Smith on August 14, 2021 at Joe Ragsdale Pavilion; Approved Resolution No. 2021-31 waiving noise ordinance for Augustina Rodriguez on September 4, 2021 at Joe Ragsdale Pavilion; Approved Resolution No. 2021-32 waiving noise ordinance for St. Mary’s Catholic Church on September 17, 18, and 19, 2021 at Risien Park; Approved Resolution No. 2021-33 waiving noise ordinance for Ramiro Hernandez on September 18, 2021 at Mill Pond Park Gazebo.

DISCUSSION/ACTION ITEM:

The only action item was to Discuss and Consider Approval of Resolution No. 2021-34, a Resolution of the City of San Saba, Texas Authorizing the Creation of the Central Texas Regional 9-1-1 Emergency Communications District.

City Manager Scott Edmonson explained to the Council that currently there is a fifty-cent charge on every phone bill that goes directly to the State to pay for 911 services. This money is held at the State level until Legislature appropriates the funds whether it is all or just a portion, and CTCOG has no idea when they will receive the funds. They want to create the ECD so the funds will go directly to CTCOG and they will receive the total amount.

Mayor Pro Tem Robert Whitten made a motion to approve Resolution No. 2021-24, a Resolution of the City of San Saba, Texas Authorizing the Creation of the Central Texas Regional 9-1- 1 Emergency Communications District, seconded by Alderman Michael Nelson, and was unanimously approved by Council.

CITY MANAGER’S REPORT:

City Manager Scott Edmonson reported on the following activities in the City of San Saba:

• Working on the 2021-2022 Budget with Charlene;

• The New Police Chief will be sworn in this Thursday at 11:00 a.m. here in the Council Chambers and we would like to invite the Council to attend;

• We had to evaluate the vehicle situation with the new Chief coming on and Michael has been working on the white pickup;

• The Street Department has paved about thirteen (13) blocks with their new machine and it is working really well;

• Scott Glaze and the Street Department have been working on an estimated cost per mile for paving and they estimated it will cost $13,833.20 - so, they have rounded it off to about $15,000.00 per mile;

• The transducer went out at the wastewater plant and they have it temporarily fixed until the part comes in; • There were four visitors from

• There were four visitors from South Africa that visited the Visitor’s Center per Sarah; and

• Parks Department has been really busy mowing.

OTHER REPORTS:

Scott Glaze, Public Works Director, reported that the Golf Course had a great turnout at the Golf Tournament last weekend.

Michael Wadsworth, Code Enforcement Officer, reported that Family Dollar/Dollar Tree’s scheduled date to open is September 9th; the Electric Department installed the poles for the same store; Lowe’s Grocery will be opening some time after Labor Day, but it is coming along and the cash registers have been installed inside.

As there was no further discussion, the meeting adjourned at 6:28 p.m. to the Budget Workshop.

Council members took a brief recess before beginning the Budget Workshop. The Budget Workshop for the 2021-2022 fiscal year was discussed. This was the final Budget Workshop meeting and Debt Service (Revenue and Expenses), the Revenue portion of all department budgets, with the exception of Golf, were discussed. No final decisions were made regarding budgets at this meeting.

MINUTES OF SPECIAL CALLED MEETING OF THE CITY COUNCIL OF THE CITY OF SAN SABA

August 24, 2021 –

The City Council of the City of San Saba, Texas, convened into a Special Called meeting on Tuesday, August 24, 2021 at 5:45 p.m., in the City Hall Council Chambers located at 303 S. Clear Street.

Members in attendance were:

Michael Nelson – Alderman Scott Edmonson – City Man

At 5:45 p.m., Mayor Jordan called the Special Called Council meeting to order.

DISCUSSION/ACTION ITEM:

The first action item was to Discuss and Consider Approval of Resolution No. 2021-35, which updates the contract with the Central Appraisal District of San Saba County for tax years 2021-2022.

Alderman Shawn Oliver made a motion to approve Resolution No. 2021-35, seconded by Alderman Marcus Amthor, and was unanimously approved by all.

The second action item was to Discuss and Consider Approval of Resolution No. 2021-36, a Resolution to waive an ordinance defining noise nuisances for September 4, 2021, for a Corn Hole Tournament and Music on the west side of the Courthouse, a portion of Cherokee Street from E. Wallace Street to 122 S. Cherokee.

After a lengthy discussion, the Council agreed to pass the Noise Variance, but to change the exact location of the event to the front and back of the Burden Plaza, and behind the Pecan House Grill. Alderman Michael Nelson made a motion to approve Resolution No. 2021-36 with location changes, the front and back of the Burden Plaza, and behind the Pecan House Grill, seconded by Alderman Shawn Oliver, and was unanimously passed.

The third action item was to Approve Ordinance No. 2021- 07 temporarily closing Cherokee Street from E. Wallace Street to 122 S. Cherokee Street on September 4, 2021. No Action Taken on this Action Item. Being no further business,
