Commissioners’ Court holds regular meeting Monday, July 13th

The San Saba County Commissioners’ Court met for a regular meeting on Monday, July 13th, in the District Courtroom. Judge Byron Theodosis called the meeting to order at 9:30 a.m. and welcomed everyone in attendance. He also introduced and welcomed newcomer, Jennifer Bordner, the new Superintendent of Cherokee ISD.

Commissioner Kenley Kroll gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Action Items:

1. Approve or Correct and Approve Minutes of Previous Commissioners’ Court Meeting:

Decision: The Court unanimously approved the minutes of the Previous Commissioners’ Court Meeting.

County Official and Departmental Reports:

2. County/District Clerk: Approve Subject to Audit or Reject Clerk's Report:

Ms. Wells reported early voting went well with a record turnout, and election day is tomorrow, July 14th. Judge Theodosis encouraged everyone there to vote, if they have not already done so.

Decision: The Court unanimously approved the District Clerk’s Report Subject to Audit.

3. County Treasurer: Approve Subject to Audit or Reject Treasurer's Report:

Decision: The Court unanimously approved the Treasurer’s Report Subject to Audit.

4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:

Ms. Blossman was not in attendance at today’s meeting. However, JP Blossman’s written report was made available for the Court, including the following account information for the month of June 2020:

Total: $14,225.70

Community Service/Jail credit: $252.00

Total to the County: $7,915.71

Small Claims and Civil: $320.00

Decision: The Court unanimously approved the JP Report Subject to Audit.

5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report:

Sheriff Jenkins reported the transport van arrived last week, and it is already being used. He also gave an update on the bid for radio equipment and stated they are searching for the best bid on the Motorola equipment. Sheriff Jenkins reported the Jail book total is 419 with an average of 14 jail population.

Decision: The Court unanimously approved the Sheriff and Jail Report Subject to Audit.

Special Action Items (and Non-Action Items):

1. Present Distinguished Service Award Certificate To CHC Appointees:

Judge Theodosis presented the Distinguished Service Award Certificate to CHC Appointees: Jerry Blankenship, Lynn Blankenship, Pat Johnson, Dorinda Crump, Dwight Harkey, Joe EIlis and David Williams.

2. Approve Resignations of Richard T. Miller and Wayne Hempeck From their CHC Appointments:

Decision: The Court unanimously approved the Resignation of Richard T. Miller and Wayne Hempeck from the CHC Appointments.

3. Approve or Reject Resolution Authorizing County Grant for HCCAA:

The following information was presented at the meeting in a letter from Tama Shaw, CEO of Hill County Community Action Association, Inc.: In order for HCCAA to be eligible to receive funds for 2021 for the Home Delivered Meal Grant, Texas Department of Agriculture requires that each participating County make a grant (same amount as last year, $414.00) to the HCCAA which is based on the 2010 Census data regarding the number of Senior Citizens in the County. An approved resolution from the Commissioners’ Court is required for this action.

Decision: The Court unanimously approved the Resolution Authorizing County Grant for HCCAA.

4. Approve Appointment of Judge Theodosis for Hill Country Transit District Board F/Y 2020- 2024:

The Judge explained this needs to be renewed every four years.

Decision: The Court unanimously approved the Appointment of Judge Theodosis for Hill Country Transit District Board F/Y 2020-2024.

5. Approve or Reject Joining Transit District Study:

Judge Theodosis reported the cost of this study to San Saba County would be approximately $1,500. It was asked if the transportation would pick up school children. The Judge said "Yes, it would be used for Head Start." He also stated it would be used for medical transport to Baylor Scott and White. It would cover our county and Mason County.

Decision: The Court unanimously approved Joining the Transit District Study.

6. Approve The Adopting of Private Road 5001 in Pct. 1 for 911 Addressing:

Ms. Hardy explained to the Court there is certain protocol to qualify for 911 addressing, and this private road does qualify.

7. Discuss and Take Possible Action On COVID-19 Issues:

Ms. Hardy reported that as of Friday, June 10th, there were 11 COVID-19 cases, and then another one was added on the weekend. She noted she is helping Dr. Whiting with tracking. That tracking has shown that eight cases are recovered, four cases are active (all in the city of San Saba), and one is hospitalized.

Decision: No further action was taken by the Court.

8. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban is in EFFECT AS OF 07-07-2020):

Decision: The Court voted unanimously to leave the current Burn Ban in place.

9. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. VanBeck presented three Line Item Transfers to the Court.

Decision: The Court voted unanimously to approve the three Line Item Transfers.

10. Approve or Reject Proposed Accounts Payable Report:

Decision: The Court voted unanimously to Approve the Accounts Payable Report.

11. Discuss Next Commissioners Court Date & Time:

The next Commissioners’ Court will be held Monday, July 27th, in the District Courtroom.

12. Adjourn:

Judge Theodosis adjourned the meeting at 2:17 p.m.
