Commissioners’ Court holds regular meeting, June 29th, and emergency meeting, July 1st

Monday, June 29th:

The San Saba County Commissioners’ Court met for a regular meeting on Monday, June 29, 2020, in the Judge’s chambers and via Zoom platform. Judge Byron Theodosis called the meeting to order at 9:32 a.m. and welcomed everyone in attendance. Commissioner Kenley Kroll gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Audience for Concerned Citizens For Public Comment:

None.

County Official and Departmental Reports:

1. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report:

The Jail book total is 446 with an average of 14.59 jail population.

Decision: The Court unanimously approved the County Sheriff and Jail Report Subject to Audit.

Special Action Items (and Non-Action Items):

Item 1. Discuss and Take Possible Action on San Saba Radio System Upgrade for Sheriff's Department:

Gene Aicher, representative from Bearcom Inc., an authorized Motorola Service Provider, gave a lengthy presentation on a Motorola radio/camera system for lease, answered questions, and passed out contract copies to the Commissioners for their review.

Decision: The item was tabled.

Item 2. Approve Donations From Law Enforcement Magnets Of $839.44 for Sheriff's Department to be Deposited into Non-Profit Account:

There was discussion on how to accept the money and where it would be added to the County. Ms. VanBeck recommended it should be listed under "other income."

Decision: The Court unanimously approved the Donations From Law Enforcement Magnets Of $839.44 for Sheriff's Department to be Deposited into Non-Profit Account.

Item 3. Discuss and Take Possible Action on COVID-19: The Judge read a letter he

The Judge read a letter he wrote regarding COVID-19 that he is sending to the San Saba News & Star for publication. In the letter, he strongly recommends that everyone wear a face mask. He strongly urged that everyone needs to use common sense so everything won’t be shut down again.

The Commissioners agreed that close contact is greatly discouraged, and distancing and wearing a facemask is strongly encouraged.

Ms. Hardy reported she was notified on Sunday, June 28th, by Dr. Craig Whiting, the Texas Department of State Health Services Local Health Authority, that San Saba County now has five cases of COVID-19. Regarding this most recent case, the infected person and their spouse are both under quarantine for 14 days as requested by the health authority. Ms. Hardy gave the current status of San Saba County: three cases in the county, and two cases in the city.

Decision: The Judge’s letter will be sent to San Saba News & Star for publication. No other action was taken.

Item 4. Approve or Reject the Contract with Hamilton Hospital For EMS Services for San Saba County:

The Judge explained that under the new contract, we will be working in cooperation with Mills County. Two ambulances will be stationed here in San Saba, and one will be stationed in Mills County. If the ambulance in Mills County is called out for an emergency call, one of the ambulances here in San Saba will immediately go to Mills County to cover that county until the other ambulance returns from the call. The Judge also explained that the ambulances will not be used for hospital to hospital transfers but only for emergency calls.

Decision: The Court unanimously approved the Contract with Hamilton Hospital For EMS Services for San Saba County.

Item 5. Take Possible Action Concerning Burn Ban (Current Status: LIFTED As Of 05-28- 2020):

Decision: After a short disussion, the item was tabled.

Item 6. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. VanBeck presented two Line-Item Transfers.

Decision: The Court unanimously approved the two proposed Line-Item Transfers.

Item 7. Approve or Reject Proposed Accounts Payable:

Decision: The Court unanimously approved the Proposed Accounts Payable Report.

Item 8. Discuss Next Commissioners’ Court Date & Time:

The next Commissioners’ Court meeting will be held Monday, July 13, 2020, at 9:00 a.m. in the courtroom upstairs instead of the Judge’s chambers to allow for social distancing.

Item 9. Adjourn: Judge Theodosis adjourned the meeting at 10:50 a.m.

Wednesday, July 1st:

The San Saba County Commissioners’ Court met for an emergency meeting on Wednesday, July 1, 2020, in the Judge’s chambers. Judge Byron Theodosis called the meeting to order at 11:00 a.m. and gave the invocation.

Special Action Items (and Non-Action Items):

Item 1. Approve the Purchase of Prisoner Transport Van for Sheriff’s Department:

The van was purchased in Brady from the dealership and has a 10-prisoner capacity.

Decision: The Court unanimously approved the Purchase of Prisoner Transport Van for Sheriff’s Department.

Judge Theodosis adjourned the meeting at 11:15.
