The San Saba City Council held a regular meeting on Tuesday, June 16th, in the City Hall Chambers. Mayor Ken Jordan called the Council to order at 6:00 p.m., announced a quorum, and welcomed everyone. Alderman Marcus Amthor gave the invocation and led everyone in the flag pledges.

The following Council members were in attendance: Kenneth G. Jordan, Mayor; Robert Whitten, Mayor Pro-Tem; Shawn Oliver, Alderman; Marcus Amthor, Alderman; Oleta Behrens, Alderman; and Stan Weik, City Manager. Michael Nelson, Alderman, did not attend this meeting.

Others present at this meeting included: Sabrina Maultsby, City Secretary; Charlene Lindsay, City Treasurer; Scott Glaze, City Public Works Director; Bruce Stewart, Maintenance Supervisor; Norman Pierce, Shop Maintenance; Ray Riggs, Police Chief; Jason Vogel, Animal Control Officer; Michael Wadsworth, Code Enforcement Officer; Luis Rios, Street Department Supervisor; Eugene Bessent, Parks Supervisor; Michael Whitley, Golf Supervisor; Billy Sutton, Golf Department Employee; David Jenkins, San Saba County Sheriff; Dwayne Shaw, San Saba County Chief Deputy; Becky Starr, Chief Jailer/Dispatcher; and Djuana Payton, San Saba News & Star Reporter.

PUBLIC COMMENTS: None. CEREMONIAL PRESENTATIONS:

1. “Employee of the Month” award for June 2020: Billy Sutton, City employee working at the Golf Course, received recognition as June’s Employee of the Month. Billy has 12 years of service. His name was engraved on a dedicated “Employee of the Month” plaque. In addition, Billy received a gift certificate to a local restaurant.

2. “Supervisor of the Second Quarter” of 2020: Bruce Stewart, Maintenance Supervisor, received recognition as Supervisor of the Second Quarter. Bruce has four years of service. His name was engraved on a dedicated “Supervisor of the Quarter” plaque. In addition, he received a gift certificate to a local restaurant.

CONSENT AGENDA ITEMS:

1. Minutes from the May 12, 2020 Council Meeting;

2. Payment of bills presented to City Council; and

3. Approve Resolution No. 2020-19, a Resolution waiving Ordinance defining noise nuisances for Elsa Zepeda, July 3, 2020 at Risien Park Pavilion.

Decision: The Council unanimously approved all of the above items.

DISCUSSION/ACTION ITEMS:

1. Discuss and Consider approval of Resolution No. 2020- 20, a Resolution regarding a Finance Contract for the Purpose of Financing a “Street Sweeper” for the Street Department:

Scott Glaze reported that the current street sweeper is 27 years old. This was already approved for the budget earlier in the year.

Decision: The Court unanimously approved Resolution No. 2020-20, regarding a Finance Contract for the Purpose of Financing a “Street Sweeper” for the Street Department.

2. Discuss and Consider approval of Resolution No. 2020- 21, a Resolution regarding a Finance Contract for the Purpose of Financing a “Lift Truck” for the Electric Department.

City Manager Stan Weik reported this was approved during the budget process.

Decision: The Court unanimously approved Resolution No. 2020-21, regarding a Finance Contract for the Purpose of Financing a “Lift Truck” for the Electric Department.

3. Discuss and Consider approval of Resolution No. 2020- 22, a Resolution Temporarily Changing the 400 Block of East Commerce Street to a One-Way Street Traveling from West to East, Omitting all West Bound Traffic, Due to Safety Issues.

City Manager Stan Weik reported that Stan Bagley approached the City concerned for safety. There is loading on both sides of the street in that block. Fortunately, there have been no accidents.

Mr. Weik also noted that Chief Riggs agrees with the decision of a one-way street for this block. There will be temporary one-way signs put up on both ends of the block. This will be temporary as long as Lowe’s Grocery Store is located there.

Decision: The Court unanimously approved Resolution No. 2020-22, a Resolution Temporarily Changing the 400 Block of East Commerce Street to a One-Way Street Traveling from West to East Omitting all West Bound Traffic, Due to Safety Issues. (6/23 note: This order has been signed, but one-way signs have not been strategically decided on yet.)

4. Discuss and Consider Approval of the Depository Bid for the fiscal year beginning October 1, 2020 through September 30, 2025 for the City of San Saba and San Saba Economic Development Commission.

Mr. Weik stated that every five years the City has to get bids for our financial services. The City received only two bids: City National Bank and Commercial National Bank, the two banks we currently use for our accounts.

Decision: The Court unanimously approved the Depository Bid for the fiscal year beginning October 1, 2020 through September 30, 2025 for the City of San Saba and San Saba Economic Development Commission.

5. Discuss and Consider approval of Resolution No. 2020-23, a Resolution regarding a Finance Contract for the Purpose of an Emergency Purchase, Financing a “Toro Greensmaster TriFlex 3300,” for the Golf Department.

It was reported that the Golf Course has old equipment. This request was going to be made at a future time for next year’s budget. However, the mower they now have literally fell apart this week while using it. Payments on the new mower will not start until October and will be considered next year’s budget. The cost would be $35,000 with five-year financing. The annual payments would be approximately $5,921.

Decision: The Court unanimously approved Resolution No. 2020-23, a Resolution regarding a Finance Contract for the Purpose of an Emergency Purchase, Financing a “Toro Greensmaster TriFlex 3300,” for the Golf Department.

CITY MANAGER’S REPORT:

City Manager Stan Weik relayed the following:

• The City Council meeting and Budget Workshop have been moved from July 14th to July 13th due to possible lack of a quorum.

• Cow Camp was this past weekend. It was a good event and went well.

• Guys and Dolls Golf Tournament was on June 6th and 7th and was a success.

• Diez y Seis de Septiembre Celebration in Risien Park is Saturday, September 12th, from 11:00 a.m. to 11:00 p.m. and is hosted by St. Mary’s Catholic Church. The entry fee is $5.00 per person; children 10 and under free. This event is to celebrate independence from Spain to include Mexico, and at that time Texas was also a part of that region.

• San Saba County now has their second COVID-19 case - on a ranch in Cherokee. The ranch owner is also isolated. Since it is not in the City, no measures by the City will be taken.

The first COVID-19 case in our county is still considered active, and the person has not been released to return to work. Once they have two consecutive negative test results, they will be permitted to return to work.

OTHER REPORTS:

Scott Glaze gave updates on the Public Works department:

• The Golf Course is amazing right now.

• The Nature Park is pristine and beautiful.

• Mill Pond had improvements to help with algae and moss at the beach. The jets are helping with that.

• Twenty-eight blocks in San Saba have been chip-sealed this year.

Mayor Ken Jordon adjourned the meeting at 6:20 p.m.
