The San Saba City Council held a regular meeting on Tuesday, October 13th, in the City Hall Chambers. Mayor Ken Jordan called the Council to order at 6:00 p.m., announced a quorum, and welcomed everyone. The Mayor gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

The following Council Members were in attendance: Kenneth Jordan, Mayor; Shawn Oliver, Alderman; Robert Whitten, Mayor Pro-Tem; Oleta Behrens, Alderman; and Stan Weik, City Manager. Marcus Amthor, Alderman, and Michael Nelson, Alderman, did not attend the meeting.

Among others present were: Sabrina Maultsby, City Secretary; Charlene Lindsay, Finance Director; Scott Glaze, Public Works Director; Bridgett Macedo, Utility Billing Coordinator; Shayna Norris, Utility Clerk; Michael Wadsworth, Code Enforcement Offcer; Sarah Saldivar, EDC/KSSB Director; Joanne Weik, Citizen; Albert Stowell, Citizen; Evelyn Macedo, Citizen; Angie Chandler, Dove Project Executive Director; Briana Woolsey, Dove Project Outreach Coordinator; and Djuana Payton, San Saba News & Star Reporter.

PUBLIC HEARING

The City of San Saba will hold a public hearing at 6:00 p.m. on October 13, 2020, at City Hall, 303 S. Clear Street, San Saba, Texas, to receive comments from the Public regarding the following:

1. Bridgett Macedo is requesting that the Planning & Zoning Commission and the San Saba City Council approve a variance to the zoning ordinance in regard to the City of San Saba's minimum building line setback requirements for property located at 305 North 9th Street, San Saba, Texas, Legal Description, Highland Addition, Block 1, Pt. 56x120 0.154 Ac., from twentyfive (25) ft. to ten (10) ft. in order to construct a new carport for the existing structure, zoned Single-Family Residence District (R-2).

The Planning and Zoning Commission met in Open Session on October 7, 2020 and voted with a 4 to 0 Vote in favor of approving this Zoning Variance. The City encourages citizens to make their views known at this public hearing.

No public comments.

Mayor Jordan closed the Public hearing.

PUBLIC COMMENTS: None.

PRESENTATIONS:

1. "Employee of the Month" Award for October 2020: Shayna Norris, Utility Clerk, received recognition as October’s Employee of the Month. Her supervisor, Bridgett Macedo, stated Shayna has been with the City for six years and does a good job. Shayna’s name was engraved on a dedicated “Employee of the Month” plaque. In addition, she received a gift certificate to a local restaurant.

2. Dove Project - Presentation for Domestic Violence Awareness Month.

Briana Woolsey, the Outreach Coordinator for the Dove Project in San Saba, reported to the City Council that October is Domestic Violence Awareness Month. She gave the yearly update and ended her presentation with the following: We are fighting this battle every day and greatly appreciate this community and all of the support shown for our cause, and we ask for continued prayers for the shelter, staff, and victims we serve.

CONSENT AGENDA ITEMS:

1. Minutes from the September 8, 2020 Council Meeting and the September 22nd Special Called Meeting.

2. Payment of bills presented to City Council.

3. Approve 2021 Holiday Schedule for the City of San Saba

4. Approve Resolution No 2020-36 appointing Nikki Darnold to the San Saba Keep San Saba Beautiful Commission, replacing Board Member Anna Wilson, term expiring January, 2022

5. Approve Resolution No 2020-37 authorizing the City to enter into an agreement with TXDOT for the closure of Wallace Street on December 12, 2020 to accommodate the Christmas Parade

Decision: The Council unanimously approved all of the above items.

DISCUSSION/ACTION ITEMS:

1. Discuss and Consider approving Ordinance No 2020-15, an Ordinance Granting a Variance to the Existing Zoning Boundaries within the City of San Saba Texas in regard to the minimum baseline yard requirements, for property located at 305 North 9th Street, San Saba, Texas, Legal Description, Highland Addition, Block 1, Pt 56x120 0154 Ac, from twenty five (25) ft to ten (10) ft in order to construct a new carport for the existing structure, zoned Single-Family Residence District (R-2)

2. Discuss and Consider approval of the 2020-2021 Budget for the San Saba County Chamber of Commerce concerning the use of funds from the Hotel/Motel Occupancy Tax submitted by Dora Miller, Chamber President

Mr Weik explained that the Chamber of Commerce presents a budget for approval every year However, with the COVID-19 pandemic, office hours of the Chamber have been very different and limited this year He suggested that this item be tabled until a representative from the Chamber of Commerce could be there to help clarify the budget in greater detail

Decision: The item was tabled

CITY MANAGER’S REPORT:

Mr Weik gave reports on the following to the Council:

The new street sweeper is out sweeping and is a fantastic unit!

The street going into Mill Pond by the bridge has been closed, and it looks great with grass already growing over it The walkway looks really nice and will have a tunnel decorated with Christmas lights.

A fried chicken chain has approached the City about a possible location in San Saba.

A box has been put in at the Plaza for the water meters on Commerce Street We are waiting on construction to put up the water lines..

The new restaurant menu looks fantastic with a variety of seafood and steaks.

The Golf Course continues to get better and is close to record breaking financially The RV Park and Golf Course are doing well.

Mayor Ken Jordan adjourned the meeting at 6:43 p.m.
