The San Saba City Council held a regular meeting on Monday, December 14th, in the City Hall Chambers. Mayor Ken Jordan called the Council to order at 6:00 p.m. and welcomed everyone. Alderman Michael Nelson gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

The following Council members were in attendance: Kenneth Jordan, Mayor; Oleta Behrens, Alderman; Robert Whitten, Mayor Pro-Tem; Marcus Amthor, Alderman; Shawn Oliver, Alderman; Michael Nelson, Alderman; and Stan Weik, City Manager.

Others present at this meeting included: Sabrina Maultsby, City Secretary; Charlene Lindsay, Finance Director; Scott Glaze, Public Works Director; Bridgett Macedo, Utilities Department Supervisor; Zane Churchill, Utilities Department Employee; Kevin Shahan, CPA; Jason Phillips, San Saba Economic Development Corporation; and Djuana Payton, San Saba News & Star.

CEREMONIAL PRESENTATIONS:

1. Employee of the Month award for December, 2020

“Employee of the Month” Award for December 2020: Zane Churchill, Utilities Department Employee, received recognition as December’s Employee of the Month. Her supervisor, Bridgett Macedo, stated Zane has been with the department for eight years and has done a good job. Mr. Weik told the Council that Zane has done a tremendous job. He stated she works the window a lot, and they get a lot of compliments on her. She is a great addition to the front office and a tremendous team player. Zane’s name was engraved on a dedicated “Employee of the Month” plaque. In addition, she received a gift certificate to a local restaurant.

2. Supervisor of the 4th Quarter 2020

This award will be given out later as this supervisor had to work and was not able to attend this meeting.

CONSENT AGENDA ITEMS:

1. Minutes from the November 10, 2020 Council Meeting

2. Payment of bills presented to City Council

3. Approve Resolution No. 2020-42 reappointing four members (Gail Bruner, Debbie Shahan, Karoline Jordan, and Sandra Vaughn) of the Keep San Saba Beautiful Commission, term up for renewal, expiring January 2023. 4. Approve Resolution No. 2020-43 reappointing three members (Martha Leigh Whitten, Rick Baskin, Jason Phillips) of the San Saba Economic Development Corporation up for renewal for terms expiring January 2023.

5. Approve Resolution No. 2020-44 reappointing five members (Cathy Amthor, Kynda Jordan, Debbie Shahan, Kevin Shahan, and Shawn Oliver) of the City of San Saba Parks Committee up for renewal for terms expiring December 2022.

6. Approve Resolution No. 2020-45 reappointing one member (Linda Parks) of the City of San Saba Planning and Zoning Commission up for renewal for term expiring January 2024.

7. Approve changing the Council meeting dates in January, February, and March to second Monday; Monday, January 11, 2021; Monday, February 8th, 2021; Monday, March 8th, 2021.

Decision: The Council unanimously approved all of the above items.

DISCUSSION/ACTION ITEMS:

1. Discuss and consider approval of Financial Audit. Kevin Shahan will be present to answer questions.

Mr. Shahan gave a comprehensive presentation on the Financial Audit.

Decision: The Council unanimously approved the Financial Audit.

2. Discuss and Consider approval of Resolution No. 2020- 46, a Resolution of the City of San Saba, Texas, regarding a Contract for the purpose of Financing a "Sewer Cleaner."

Mr. Weik stated this item was approved in the budget. However, due to the large dollar amount, it has to be voted on by the Council. The cost is $412,350 to be paid in 10 annual payments.

A question was asked regarding the time table for getting the equipment. Mr. Scott Glaze told the Council the equipment is in San Antonio and ready for transport.

Decision: The Council unanimously approved Resolution No. 2020-46, a Resolution of the City of San Saba, Texas, regarding a Contract for the purpose of Financing a "Sewer Cleaner."

3. Discuss and Consider approval of Resolution No. 2020- 47, a Resolution of the City of San Saba, Texas, Expressing Support for House Bill No. 233 Being Proposed by Representative Andrew Murr during the 87th Legislative Session,

Mr. Weik stated that in the past, many cities, including San Saba, had an ordinance that required all buildings to have a rock or stucco storefront, no metal front. There was a law passed saying cities didn’t have the right to require that. This House Bill will undo that law.

Decision: The Council unanimously approved Resolution No. 2020-47, a Resolution of the City of San Saba, Texas, Expressing Support for House Bill No. 233 Being Proposed by Representative Andrew Murr during the 87th Legislative Session.

CITY MANAGER’S REPORT:

Mr. Weik reported the following to the Council:

• Thank you to Heath Eckermann for the Nativity Scene in front of the Courthouse and to the Judge and the Commissioners’ Court for permission to display it. All comments have been positive, and many have been going by for pictures of it and with it.

• The Mill Pond Park has more lights than ever. Lots of people are out walking through the paths.

• The Ministerial Alliance handed out goodie bags to the children; they are trying to put Christ back in Christmas.

• The new street sweeper is doing a good job. The old one is also being used due to the streets having so many leaves.

• There have been multiple calls from citizens complaining about the Internet Cafe.

• Mr. Glaze said the utilities are doing well.

Mayor Ken Jordan adjourned the meeting at 7:02 p.m.
