The San Saba City Council held a regular meeting on Tuesday, July 13th, in the City Hall Chambers. Mayor Ken Jordan called the Council to order at 6:00 p.m. Alderman Robert Whitten gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

PUBLIC HEARING:

Mayor Jordan opened the Public Hearing at 6:00 p.m. this date to receive comments from the public regarding the following:

1) Joseph (Billy) Sutton has asked the Planning & Zoning Commission and the San Saba City Council to approve a change in zoning for property, located in the Riverside Addition, Block Number 4, Lots 4, 5, 6, 11, and 12, and a 100’x20’ portion of alleyway located between Lots 11 and 12, and Lots 5 and 6, from (I-1) Light Industrial to (R-2) One Family Residential.

The Planning and Zoning Commission met in Open Session on June 16, 2021 and voted 4 to 0 Vote in favor of approving this change in zoning. The City encourages citizens to make their views known at this public hearing.

Mr. Sutton signed up to speak at this meeting if the Council had questions or concerns regarding this Zoning Change. No other Public members were present.

CLOSE PUBLIC HEARING:

The Public Hearing was closed at 6:01 p.m.

PUBLIC COMMENTS:

Greg Pannell, Jerry Blankenship, and Lynn Blankenship, Board Members of the San Saba Museum, signed up to speak on behalf of the future plans of the Museum. They approached the Council asking the Council and City to modify the Lease hold (footage to be leased) to 20 or 25 feet past the planned edge. Ms. Blankenship explained that David Williams and Stan Weik had discussed this prior to their passing, but nothing is available in writing. Museum members will also need help moving things such as the electricity, etc., and financial assistance could be used as in-kind support for the grant. The museum members are very appreciative of the money the City currently provides.

A Schematic Proposal for the Museum Addition was provided to the Council and City showing the updated version and future plans were discussed. They also asked if the City would support using Jacob & Martin, Engineers for the core samples. Mayor Jordan and City Manager Edmonson said they would discuss this request.

Mr. Pannell and Mr. and Mrs. Blankenship all thanked the Council and City and said they would keep them updated.

CEREMONIAL PRESENTATIONS/PRESENTATIONS:

"Employee of the Month” award for July, 2021:

Paul Alcorn, Sanitation Department Employee, was selected as the Employee of the Month for July. Alderman Robert Whitten and Juan Montoya, Sanitation Department Supervisor, presented Paul with a plaque with his name on it and a gift certificate to a local restaurant.

CONSENT AGENDA:

On a motion by Alderman Shawn Oliver, seconded by Alderman Oleta Behrens, Council unanimously approved the following:

1. Minutes from the June 8, 2021 Council meeting and the June 29, 2021 Budget Workshop; 2. Payment of bills presented to City Council;

3. Approve Resolution No. 2021-23 a Resolution to waive an Ordinance defining noise nuisances for Janie Vasquez on July 31, 2021 at Risien Park Pavilion;

4. Approve Resolution No. 2021-24, a Resolution to waive an Ordinance defining noise nuisances for Hilary Morales on July 31, 2021 at Mill Pond Gazebo;

5. Approve Resolution No. 2021-25, a Resolution approving the resignation of Keep San Saba Beautiful Commission member Karoline Jordan and appointing Cissy Williams;

6. Approve Resolution No. 2021-26 a Resolution approving the resignation of EDC Board member Jason Phillips and appointing Clay Nettleship.

DISCUSSION/ACTION ITEMS:

The first action item was to Discuss and Consider Approval of Ordinance No. 2021-06, an Ordinance of the City of San Saba, Texas, approving a zoning change to the City of San Saba’s zoning Ordinance for property located in the Riverside Addition, Block Number 4, Lots 4, 5, 6, 11, and 12, and a 100’x20’ portion of alleyway located between Lots 11 and 12, and Lots 5 and 6, from (I-1) Light Industrial to (R-2) One Family Residential.

On a motion by Alderman Michael Nelson, seconded by Alderman Oleta Behrens, Ordinance No. 2021-06 was unanimously approved and passed with a 5 to 0 Vote.

The second action item was to Discuss and Consider approving Resolution No. 2021-27, a Resolution which authorizes the City to enter into an agreement with TXDOT for the Closure of Wallace Street for Rodeo Parade scheduled for August 21, 2021 at 10:00 a.m.

Alderman Robert Whitten made a motion to approve Resolution 2021-27, seconded by Alderman Marcus Amthor. Resolution No. 2021-27 was unanimously passed.

The third action item was to Discuss and Consider Approval of Resolution No. 2021-28, a Resolution of the City of San Saba, Texas, closing the 300 and 400 blocks of East Wallace Street to Parking, one hour prior and during the annual Rodeo Parade for August and Christmas Parade in December.

On a motion by Alderman Shawn Oliver, seconded by Alderman Marcus Amthor, Resolution No. 2021-28 was unanimously approved and passed. The fourth action item was to Discuss and Take Action to award a contract to George Amthor for Park Surveying, related to Local Park Grant No. 54-00020.

Marcus Amthor abstained from the vote. On a motion by Alderman Robert Whitten, seconded by Alderman Michael Nelson, Council unanimously approved to award a contract to George Amthor for Park Surveying related to Local Park Grant No. 54-00020.

The fifth action item was to Discuss and Consider Approving Agreement for Professional Engineering Services between the City of San Saba and Jacob & Martin, LLC for San Saba Street Improvements.

Alderman Marcus Amthor made a motion to approve the Agreement for Professional Engineering Services between the City of San Saba and Jacob & Martin, LLC for San Saba Street Improvements, seconded by Alderman Shawn Oliver, and was unanimously approved.

CITY MANAGER’S REPORT:

City Manager, Scott Edmonson reported on the following activities in the City of San Saba:

• At the last meeting, we discussed the cost per block for streets and the cost for installing new RV spots. We are working on this for Budget purposes;

• Attended CTCOG SWAC meeting in Belton. We may be looking to do a Hazard Waste cleanup next year and the cost will be about $10,000.00;

• In regard to the Chief resigning, we have put a job posting on the TML website and have about 8 applications;

• Scott Glaze and I met with the Chamber to discuss the 4th of July Extravaganza Event to see what could be done differently next year to improve;

• Met with KSSB to look at the wall for the LCRA Grant;

• KSSB Secretary/Treasurer, Sarah Saldivar said that KTB would be naming a Beautify Texas award after Stan at the State level; and

• Ken Coignet with Public Management sent plans regarding the Disc Golf that we are looking to implement on the City’s property on the west end of the city.

OTHER REPORTS:

Scott Glaze and Scott Edmonson provided a slide show of the five plus inches of rain the city received and the damage that was done to our roads. It looked like a roaring river coming off the hill behind the Housing Authority and more damage to the road between the Westside Park and the Housing Authority. There was so much water coming off the dam at Mill Pond Park that it was running around on the east side and coming down the hill pulling up the asphalt. The City departments did their best to help out the citizens with water issues, trying to reroute and fix what they could.

Michael Wadsworth updated the Council on Family Dollar Tree. He spoke with Don and it is looking like the opening date will be September 9th.

Lowe’s Grocery is targeting to open mid-August. Lowe’s is possibly pouring the concrete in front of the store tomorrow. The concrete inside the store is polished and looks great.

As there was no further discussion, the meeting adjourned at 6:43 p.m.

Council members took a brief recess before beginning the Budget Workshop for the 2021-2022 Fiscal Year. Eugene Bessent, Parks Department Supervisor, presented the Budget for the Parks Department (Expenses).

The next Budget Workshop is scheduled for Tuesday, July 27, 2021.

The Budget Workshop adjourned at 6:49 p.m.
