Batchelor and Mann receive honors at July 11th City Council meeting

Eric Batchelor, Police Officer, was selected as the Employee of the Month for June. Alderman Shawn Oliver and Chief John Bauer presented Eric with a plaque with his name on it and a gift certificate to a local restaurant.

Cody Mann, Water/Wastewater Employee, was selected as the Employee of the Month for July.Alderman Shawn Oliver and Jesse Hunt, Water/Wastewater Supervisor, presented Cody with a plaque with his name on it and a gift certificate to a local restaurant.

At 6:00 p.m. Mayor Jordan called the meeting to order, announced a quorum present, and Alderman Shawn Oliver gave the invocation and pledges.

Consent Agenda

The City Council unanimously approved the following: Minutes from the June 12, 2023 Council meeting and the June 27, 2023 Special Called Meeting and Budget Workshop; payment of bills; approved Resolution No. 2023-20 a Resolution to waive an Ordinance defining noise nuisances for July 15, 2023 at the Joe Ragsdale Pavilion for Tony Barrio; approved Resolution No. 2023-21 a Resolution to waive an Ordinance defining noise nuisances for July 15, 2023 at Risien Park Pavilion for Joanna Garcia; approved Resolution No. 2023-22 a Resolution to waive an Ordinance defining noise nuisances for July 15, 2023 at the Mill Pond Park Gazebo for Angelica Ramirez; approved Resolution No. 2023-23 a Resolution to waive an Ordinance defining noise nuisances for July 22, 2023 at the Mill Pond Park Gazebo for Marisol Perez; approved Resolution No. 2023-24 a Resolution to waive an Ordinance defining noise nuisances for July 29, 2023 at the Mill Pond Park Gazebo for Jamie Davila; approved Resolution No. 2023-25, a Resolution which authorizes the City to enter into an agreement with TxDOT for the closure of Wallace Street for the Rodeo Parade scheduled for August 19, 2023 at 10:00 a.m.; approved Resolution No. 202326 a Resolution closing the 300 and 400 blocks of E. Wallace Street to Parking one hour prior and during the annual Rodeo Parade scheduled for August and Christmas Parade in December.

Discussion/Action Items The only discussion/action item was to Discuss, consider, and approve moving forward with option number one (1), option number two (2), or option number three (3) regarding previous employee Farrel Whitley as presented by Susan Wells Kissko with the San Saba Garden Club at the June 12th, 2023, City Council meeting. Alderman Michael Nelson made a motion to Approve Option Number One (1) renaming the portion of Commerce Street from Mill Street to S. Thomas Stewart Drive in honor of Farrel Whitley as presented by the San Saba Garden Club, seconded by Alderman Oleta Behrens, and was unanimously approved by all.

City Manager’s Report

City Manager Scott Edmonson gave a brief report on the following activities in the City of San Saba:

• Due to the extreme heat, have been making sure the employees stay hydrated;

• The pumps at Mill Pond Park have been down, replaced the first pump that sprays up in the middle and it is more for aesthetics, then the second pump went out that sprays water near the beach area and had it replaced, received a lot of negative comments on Social Media;

• Staff Party in June at the Golf Course went well, it was extremely hot, but everyone had a great time;

• We have scheduled a meeting tomorrow morning at 10:00 a.m. with Keller Construction regarding the streets;

• The City received a DRP Grant regarding new sidewalks in front of Bagley's, Deeds, and down the side of Albert Stowell's building, Jacob and Martin Engineers were here assessing the project;

• KSSB Golf Tournament on July 22nd;

• Amending the Firearms Ordinance, but will need to send it to the Attorney for approval;

• It is to be determined when we will switch over to Verizon from West Central Wireless and everyone will be getting new phones;

• The Civic Center will need to increase the budget by $20,000.00 for foam spray insulation due to the extreme heat and not being able to cool the building down.

Scott Glaze, Public Works Director reported:

• Repairing a lot of water and service leaks; found a telephone line that had bore through a sewer pipe;

• Eugene had a close call in a meter box regarding a Copperhead snake; Meter reading starts this week and cautioned the guys to be aware.

Michael Wadsworth, Code Enforcement Officer reported:

• Chase Pecan had their first pour at 2:00 a.m.;

• The old trailer house on Lewis sold at an auction this last week and Donny Smith bought it, says he is going to fix it up;

• New ATMOS gas lines for Chase Pecan are almost complete.

As there was no further discussion, the meeting adjourned at 6:19 p.m. and went directly into the Budget Workshop.

• The Budget Workshop began, and County Judge Jody Fauley was unable to attend due to a Family Court Case and rescheduled for the next Budget Workshop scheduled for July 25th;

• Police Chief, John Bauer presented the 2023-2024 budget for the Police Department, (Expenses);

• Juan Montoya, Garbage Department Supervisor presented the budget for the Garbage Department, (Expenses).

No final decisions were made regarding budgets at this meeting.

The next Budget Workshop is scheduled for Tuesday, July 25, 2023, following the City Council Meeting that begins at 6:00 p.m.
