City Council honors Owen Parks' retirement

The San Saba City Council convened for a regular monthly meeting on Tuesday, March 17th, in the City Hall Council Chambers.

Mayor Kenneth Jordan called the meeting to Order at 6:00 p.m., announced a quorum present and welcomed everyone.

Alderman Marcus Amthor gave the Invocation followed by everyone joining for the pledges to the American and Texas flags.

CEREMONIAL PRESENTATIONS:

1. Employee of the Month award for March was presented to Richard Reynolds, employee at the Sanitation Department. His name was added to the 2020 Employee of the Month plaque, and he received a gift certificate to a local restaurant.

2. Supervisor of the 2020 First Quarter was presented to Denver Daniels, Electric Department Supervisor. His name was added to the 2020 Supervisor of the Quarter plaque, and he received a gift certificate to a local restaurant.

3. Owen Parks, Economic Development Committee Chairman and 20 year employee, was presented a plaque for his retirement and service by Mayor Ken Jordan. Sharing this momentous time with Mr. Parks was his wife Linda; daughter, Kelli Barker and husband Darrin Barker; grandson, JD Barker and wife Michelle, and great grandson, Brantley Barker.

Three Citizens signed up for Public Comments:

1. Mirla Reyes addressed the Council and voiced her concern about the Bluffton Street area where there is crime, apparent homeless people and strangers.

2. Mary Huron addressed the Council regarding the Bluffton Street area also, mentioning that it has changed in the last two years which is a safety issue and a dangerous place to live.

3. Greg Pannell, Dove Project Chief Financial Officer, gave Council members posters of the Second Annual Golf Tournament scheduled for Saturday, April 11th. Unfortunately, the Tournament will be postponed because of the virus. Mr. Pannell reported that the former nursing home property at 1405 W. Storey Street has been donated to the Dove Project. It is FOR SALE with the proceeds going to the Dove Project.

Seven Consent Agenda Items were approved:

1. Minutes from the February 10th, 2020 Council Meeting.

2. Payment of bills presented to City Council.

3. Proclamation declaring April 7th Mayor’s Day of Recognition for National Services.

4. Resolution No. 2020-07 a Resolution waiving Ordinance defining noise nuisances for March 21st, 2020 at Risien Park Pavilion.

5. Resolution No. 2020-08 a Resolution waiving Ordinance defining noise nuisances for March 21st, 2020 at Mill Pond Park Gazebo.

6. Resolution No. 2020-09 a Resolution waiving Ordinance defining noise nuisances for April 11th, 2020 at Mill Pond Park Gazebo.

7. Resolution No. 2020-10 a Resolution waiving Ordinance defining noise nuisances for March 28th, 2020 at Joe Ragsdale Pavilion.

Three Action Items were discussed and approved:

1. The Certification of Unopposed Candidates to re-elected City Council: Mayor, Kenneth G. Jordan; Aldermen, Oleta Behrens and Robert Whitten.

2. Resolution No. 2020-11 cancelling the City Council Election and accepting the Order of Cancellation for the May 2, 2020 City Council election declaring the unopposed candidates elected to office.

3. Ordinance No. 2020-02, an Ordinance of the City of San Saba, Texas, adding Chapter 3, Article 3.08, Signs, of the City of San Saba Code of Ordinance Regulating all Signs to Repeal and Replace Entirely such Regulations to Ensure all Provisions Comport with State Law; Possible Abatement of Abandoned or Obsolete Signs; Providing for Enforcement and Penalty Clauses; Providing for Open Meetings; Severability, and Effective Date Clauses; and Providing for Related Matters.

City Manager, Stan Weik reported the following:

1. In response to areas in the City of San Saba where there is trash, crime and unkept property, Mr. Weik met with the following community officials: County Judge, Byron Theodosis; Police Chief, Ray Riggs; Justice of The Peace, Sharon Blossman; and Attorney David Williams. Will pursue to identify drug problem, the homeless, the crime, unkept property of trash and enforce the law.

2. Water Wheel at the Park is up and running after repairs.

3. Masks available for employees for mostly off duty times; limiting access to City Office, mostly drive-thru access; testing kits for this area will be available by the end of this week; our county has no reported cases of the virus at this time; Scott & White Clinic at Marble Falls is set up for Drive-thru testing.

Mayor Jordan adjourned the meeting of the City Council at 6:53 p.m.

The following Council Members were in attendance: Mayor, Kenneth G. Jordan; Alderman, Shawn Oliver; Alderman, Oleta Behrens; Alderman Marcus Amthor; Alderman Michael Nelson; and City Manager, Stan Weik. Robert Whitten, Mayor Pro-Tem, was absent from the meeting.
