Reavis and Bessent recognized at Dec. City Council Meeting

    The following information was provided by City Secretary Sabrina Maultsby.

    In the absence of Mayor Jordan and Mayor ProTem Whitten, appointed Mayor Pro-Tem Shawn Oliver called the December meeting to order, announced a quorum present, and Alderman Michael Nelson led the invocation and pledges.

    There were no public comments.

    Presentations

    Kolby Reavis who works in the Parks Department was named Employee of the Month for December.

    Parks Department Supervisor Eugene Bessent was honored with Supervisor of the Quarter award for the Fourth Quarter of 2024.

    Judge Sharon Blossman issued the Statement of Officer and Oath of Office installing Steven Newkirk as the new Police Chief for the City of San Saba. Chief Newkirk’s wife, Kristy Newkirk pinned him.

    Consent Agenda Items

    The following items were approved: minutes from the November 12, 2024, Council Meeting; Payment of Bills; Resolution No. 2024-38 reappointing four members (Marcie Butler, Sandra Vaughn, Debbie Shahan, and Cissy Williams) of the Keep San Saba Beautiful Commission, term up for renewal, January 2027; Resolution No. 2024-39 reappointing three members (Martha Leigh Whitten, Rick Baskin, and Clay Nettleship) of the San Saba Economic Development Corporation up for renewal for terms expiring January 2027; Resolution No. 2024-40 reappointing five members (Cathy Amthor, Kynda Jordan, Debbie Shahan, Kevin Shahan, and Shawn Oliver) of the City of San Saba Parks Committee up for renewal term expiring December 2026; Resolution No. 2024-41 a resolution reappointing three members (Kevin Shahan, Gail Bruner, and Joanne Weik) of the City of San Saba Planning and Zoning Commission up for renewal, term expiring January 2028.

    Discussion/Action Items 

    1. Discuss, consider, and take possible action regarding Ordinance No. 2024-19, and Ordinance of the City of San Saba, Texas, Granting ATMOS Energy Corporation, a Texas and Virginia Corporation, its Successors and Assigns, a Franchise to Construct, Maintain, and Operate Pipelines and Equipment in the City of San Saba, San Saba County, Texas, for the Transportation, Delivery, Sale, and Distribution of Gas In, Out of, and Through said City for all Purposes; Providing for the Payment of a Fee or Charge for the Use of the Public Rights-of-Ways; and Providing that such Fee Shall be in Lieu of Other Fees and Charges, Excepting Ad Valorem Taxes; and Repealing all Previous Gas Franchise Ordinances.

    Ordinance No. 2024-19 was unanimously approved.

    City Manager’s Report 

    City Manager Scott Edmonson gave a brief report on the following activities in the City of San Saba: Electrical work on the South side of Commerce is complete in regard to the Sidewalk Project; a wreck on Wallace Street on December 4th at Pepperbelly’s involving a truck pulling a trailer that knocked down one of the light posts and one of the large planters; everyone is preparing for Sip N Stroll and the parade this upcoming weekend; the Wastewater Department had a recent inspection at the Wastewater Treatment Plant and working with the Engineers.

    There were no other reports. The meeting was adjourned, and everyone was invited to stay for refreshments in honor of the installation of the new Chief of Police, Steven Newkirk.
