Jimmy Allen selected as February’s Employee of the Month

San Saba City Council met February 11, 2025. After Mayor Ken Jordan opened the meeting, Alderman Shawn Oliver led the invocation and the pledges to the American and Texas Flags.

Public Hearing Items

1. Irma Cruz, IJBT, LP is requesting the San Saba City Council approve the purchase of a 20’x 115’platted unopened portion of Murray Street, San Saba, Texas located in the West Addition, east of 1501 W. Storey, San Saba, Texas property currently owned by Irma Cruz, IJBT, LP.

2. Deryl Hoyt, Jr. is requesting the San Saba City Council approve a Conditional Use Permit for property located at 503 E. Wallace, San Saba, Texas.

3. Deryl Hoyt, Jr. is requesting the San Saba City Council approve a Conditional Use Permit for property located at 103 N. Cherokee, San Saba, Texas.

Deryl Hoyt, Jr., addressed the City Council and explained that he is seeking a Conditional Use Permit for 503 E. Wallace to have living quarters or an Airbnb for this property that would convey to the next property owner if he decided to sell the property, the permit would convey to the new property owner. The building is 2,640 square ft. and 1,040 square ft. would be used for retail and the remaining 1,600 square ft. would be used for Airbnb/Rental.

Mr. Hoyt also explained that he is petitioning the City Council to approve a Conditional Use Permit for property located at 103 N. Cherokee. This property is currently being used as an Airbnb and the building is 1,380 square ft. He would like to have a Conditional Use Permit for this building to be used as retail or Airbnb that would convey to the next property owner if he decides to sell.

Jimmy Allen, Street Department Employee was selected as the Employee of the Month for February. Luis Rio, Street Department Supervisor, and Alderman Shawn Oliver presented Jimmy with a plaque with his name on it and a gift certificate to a local restaurant.

Consent Agenda Items

The City Council unanimously approved the following: minutes from the January 14, 2025, council meeting; payment of bills; approved Joint Election Agreement with SSISD; approved Calling and Giving Notice of Joint School & City Election; approved Order of Election.

The following items were all approved: 

1. Discuss, consider, and take possible action regarding Resolution No. 2025-02 requesting to apply for a Criminal Justice Grant authorized under Edward Byrne Memorial Justice Assistance Grant Program for the purchase of Bullet-Resistant Shields.

2. Discuss, consider, and take possible action regarding Resolution No. 2025-03 requesting to apply for an Office of the Governor, Public Safety Office, Criminal Justice Division Grant for the purchase of Rifle-Resistant Body Armor.

Discuss, consider, and take possible action regarding Ordinance No. 2025-01, an Ordinance of the City of San Saba, Texas, Modifying Chapter 3, Building Regulations, Article 3.02, Technical and Construction Codes and Standards, Division 2, Building Codes, Code of Ordinances of the City of San Saba in Order to Adopt 2021 Editions of: The International Building Code, The International Residential Code for One and Two-Family Dwellings, the International Mechanical Code, The International Plumbing Code, The International Fuel Gas Code, The International Existing Building Code, The International Property Maintenance Code, and the International Swimming Pool Code; Adopting the National Electrical Code; and Chapter 5, Fire Prevention and Protection, Article 5.02, Fire Code, Section 5.02.001, in Order to Adopt the 2021 Edition of the International Fire Code; Providing a Savings Clause; Providing a Severability Clause; and, Provide an Effective Date.

7. Discuss, consider, and take possible action regarding Resolution No. 2025-04, a Resolution of the City of San Saba, Texas in regard to a Finance Contract between the City of San Saba and Government Capital Corporation for the Purpose of Financing a “Backhoe/Loader”. This Resolution was unanimously approved.

8. Discuss, consider, and take possible action regarding Resolution No. 2025-05, a Resolution of the City of San Saba, Texas in regard to a Finance Contract between the City of San Saba and Government Capital Corporation for the Purpose of Financing an “Aluminum Trailer”. This Resolution was unanimously approved.

City Manager’s Report

Scott Edmonson, City Manager reported on the following activities in the City of San Saba:

• The Mill Pond Park Entrance swap has been completed. The City guys have removed the fence around the front entrance, and citizens have already made comments about how much better it looks.

• The Sidewalk Project is complete, and we will be meeting with the Contractor to go over the punch list.

• Norman and Scott have been working on improvements at the Police Department.

• The City received a letter from ONCOR, and they are requesting information for an Environmental review; met with LCRA and County Officials to go over this information.

• EDC has submitted Requests for Proposals regarding a Media Campaign.

• LCRA will be here in April for the Steps Forward Project; will be redoing the mulch for the playground equipment.

• Met with a firm regarding AMR Drive-by radio read devices for the Electric and Water Departments due to the availability to purchase the meters the City uses at this time.
