The San Saba Commissioners’ Court met for a regular meeting on Monday, December 13th, in the Commissioners’ Courtroom. Judge Byron Theodosis called the meeting to order at 9:00 a.m. Commissioner Lusty gave the invocation and led everyone in the pledges to the American flag and the Texas flag.
Audience for Concerned Citizens For Public Comment:
Commissioner Lusty stated TxDOT requested a meeting with the Commissioners' Court to inform them of the progress on funding on the FM 45 Project. The meeting will take place next Monday, December 20th, at 10:00.
Action Items:
1. Approve or Correct and Approve Minutes of Previous Commissioners Court Meeting(s) County Official and Departmental Reports:
Decision: The Court unanimously approved the Minutes or Previous Commissioners Court Meeting(s).
2. County/District Clerk: Approve Subject to Audit or Reject Clerk's Report:
Decision: The Court unanimously approved the Clerk’s Report Subject to Audit.
3. County Treasurer: Approve Subject to Audit or Reject Treasurer's Report:
Ms. VanBeck reported that Benefits Day went well. There were 39 employees who signed up. She also updated the Court on new hires at the jail.
Decision: The Court unanimously approved the County Treasurer’s Report Subject to Audit.
4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:
The following information was provided by Ms. Blossman:
Total: $12,677.90 Community Service/Jail Credit: $150.00
Total to the Community: $7,674.94
Small Claims and Civil: $922.00
Decision: The Court unanimously approved the JP Report Subject to Audit.
5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report:
The jailbook total was 448 with an average of 14.93 days.
Decision: The Court voted unanimously to approve the Sheriff’s and Jail Report Subject to Audit.
Special Action Items (and Non-Action Items):
1. Discuss and Take Possible Action On Plans Under American Rescue Funds:
The Judge stated there are plans to use these funds for the VFD, EMS and Communication System. Ms. VanBeck stated the County is still waiting for further clarification on its use for the Emergency Operation System.
2. Discuss and Take Possible Action On San Saba County Subdivision Regulations:
Commissioner Lusty updated everyone on revisions and made sure everyone had a revised copy. The Court was very appreciative to Mr. Hanrahan and County Attorney Robinson for all their hard work.
Decision: After discussion, the Court voted unanimously to approve the revised the Saba County Subdivision Regulations.
3. Discuss and Take Possible Action on 2021 Fireworks Calendar:
Decision: This item died for lack of motion.
4. Discuss and Take Possible Action on COVID-19:
Ms. Hardy stated she is no longer getting weekly numbers but did give the Court the following statistics for San Saba County since the beginning of the COVID-19 pandemic: 687 - total cases; 328 probable cases; 29 fatalities; 10 current cases; 967 recovered.
The Thursday following this meeting was the last vaccine clinic of this year, but folks can still go to the pharmacies to get the shots. People can still get tested for COVID-19 at the EMS on M, W, F, from 10 a.m. to noon, at the MidCoast M-F in the afternoon with an appointment. She noted that the state coordinator brought three more cases of tests.
5. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban LIFTED As of 10-07-2021):
Decision: The Court voted 3-2 to reinstate the Burn Ban.
6. Approve or Reject Proposed Amendments and/or Line Item Transfers:
None.
7. Approve or Reject Proposed Accounts Payable:
Ms. VanBeck noted there was a payment for a settlement for an Estray Sale in the payables this time. The Sheriff agreed that it should be paid.
Decision: The Court unanimously approved the Proposed Accounts Payable.
8. Discuss Next Commissioners Court Date & Time:
The next Commissioners’ Court meeting will be held on Monday, December 20, 2021, at 10:00 a.m. in the Commissioners’ Courtroom.
