The San Saba Commissioners’ Court met for a regular meeting on Monday, November 22nd, in the Commissioners’ Courtroom. In Judge Byron Theodosis’ absence, Commissioner Rickey Lusty called the meeting to order at 9:00 a.m. Commissioner Lusty gave the invocation and led everyone in the pledges to the American flag and the Texas flag.
Audience for Concerned Citizens For Public Comment:
Ms. VanBeck reminded everyone that “Benefits’ Day” for the employees is scheduled for December 17th at Pepperbelly’s. A headcount for the food is needed.
Special Action Items (and Non-Action Items):
1. Approve Resolution 30x30 Land Grab for San Saba County:
Decision: The item died for lack of motion.
2. Discuss and Take Possible Action On Plans Under American Rescue Funds:
Deputy Shaw gave an updated assessment on the new radio options.
Decision: The item was tabled.
3. Approve or Reject The San Saba County Cafeteria Plan:
Mr. Lusty noted this is something that is done every year. Ms. VanBeck stated this is related to an offering to the employees to pretax their health or supplement insurances.
Decision: The Court unanimously approved the San Saba County Cafeteria Plan.
4. Approve and Take Possible Action On Subdivision Plats With Steven Shipley:
Decision: The item died for lack of motion.
5. Discuss and Approve Agreement To House Inmates In Runnels County Jail:
Decision: The Court unanimously approved the Agreement To House Inmates In Runnels County Jail.
6. Discuss and Take Possible Action On Medical Costs Of Inmates Being Held In Coleman County:
Sheriff Cogdill from Coleman County addressed the Court with concerns about medical care costs for San Saba inmates that are being held in the Coleman County Jail. Payments to the attending physician at the jail for services to San Saba County inmates have not been paid due to procedure and paperwork differences between different health entities. There was discussion between the Sheriff of Coleman County, Sheriff Jenkins of San Saba, and Ms. VanBeck on how San Saba could help get these bills paid and what paperwork would be needed for our county to process them for Sheriff Cogdill. Sheriff Cogdill agreed to send the bills to Ms. VanBeck’s office for processing of payment.
Decision: The Court voted unanimously to pay the medical costs once the invoices are received from Coleman County.
7. Discuss For A Bond Election For The San Saba Jail:
Sheriff Jenkins explained the need for improvements to our jail facility situation and feels it needs to be taken to the citizens for a vote. He, as well as one of the Commissioners, have been approached by citizens who think a bond election would be a good idea. Another Commissioner has had negative feedback from citizens on having a bond election.
The Commissioners stated they needed more information on money involved. Sheriff Jenkins stated he would have the contractor come address the Court on specifics of what would be needed and the cost. It was mentioned that possibly a different contractor might could give a lower bid.
Sheriff Jenkins stated he would consider a petition and would be willing to get signatures to have the Bond Election if needed.
8. Consideration of Suspension of Existing Subdivision Platting Resolutions Pending Review and Adoption Of Subdivision Resolution Committee Final Recommendations:
Mr. Robinson gave the Commissioners a final redline policy revision for their review and their notes. He stated that everyone in the committee was on board. It was Mr. Robinson’s opinion that a brief moratorium should be put in place until the final resolution could be approved.
Decision: The Court voted to suspend this resolution pending the next meeting.
9. Discuss and Take Possible Action On COVID-19:
Ms. Hardy stated our COVID numbers seem to be going down. There were 250 that came to the vaccine clinic, some walk-in and some drive-thru. At this clinic, there was no 15-minute waiting period after the shot was received. There have been a variety of reactions reported from no reactions at all to making the person sick.
Ms. Hardy stated that the Moderna booster is a half-dose shot, and the Pfizer is a full-dose shot. She also said it is okay to cross the vaccines and get a different one for your booster.
December 16th will be the next vaccine clinic and will be far enough out for folks who got the first shot at the November clinic to get their second shot at this second clinic.
10. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban Lifted As of 10-07-2021):
Decision: This item was tabled.
11. Approve or Reject Proposed Amendments and/or Line Item Transfers:
There were none.
12. Approve or Reject Proposed Accounts Payable:
Decision: The Court unanimously approved the Proposed Accounts Payable.
13. Discuss Next Commissioners Court Date & Time:
The next Commissioners’ Court meeting will be held on Monday, December 13, 2021 at 9:00 a.m.
