Commissioners’ Court holds regular meeting, October 25th

The San Saba Commissioners’ Court met for a regular meeting on Tuesday, October 25th, in the Commissioners’ Courtroom. In Judge Byron Theodosis’ absence, Commissioner Ricky Lusty called the meeting to order at 9:02 a.m. Commissioner Kenley Kroll gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Audience for Concerned Citizens For Public Comment:

Mr. Randy Robinson, County Attorney, informed the Court he had been working with the committee on the subdivision regulations, and Mr. Larry Hanrahan will go through the technical aspects of the quazi-subdivision. They are progressing well on it and will have a rough draft to present to the Court in the future. Mr. Lusty thanked Mr. Robinson for their work.

Special Action Items (and Non-Action Items):

1. TDCJ Introduction Of New Warden Veronica Lilly At The San Saba Unit And Update Emergency Response Agreement With Outside Resources (i.e., Sheriff, Precincts, County/District Clerk, Fire Dept.):

Warden Veronica Lilly introduced herself along with Tara Seider of TDCJ to the Commissioners. She asked if any landowners around the facility had changed. The Commissioners exchanged email addresses with her so they could get her the information she needed.

2. Approve Bond/Oath Of Office For Tax Assessor and Collector F/Y 2021 thru 2024 Term:

Decision: The Commissioners’ Court unanimously approved the Bond/Oath Of Office For Tax Assessor and Collector F/Y 2021 thru 2024 Term.

3. Approve Resolution 30x30 Land Grab for San Saba County:

Decision: This item was tabled.

4. Approve Resolution To Appoint An Individual To the Board of Directors Of The San Saba Central Appraisal District For 2022 and 2023 Term:

Commissioner Lusty is currently serving, and his term is up in January of 2022.

Decision: The Court voted unanimously to put Commissioner Lusty back on the board.

5. Approve Conservation Work Contract for James and Sharon Conyers Pct. 4:

Commissioner Pool stated this road needs to be improved for emergency access.

Decision: The Court voted unanimously to approve the Conservation Work Contract for James and Sharon Conyers Pct. 4.

6. Approve or Reject Interlocal Agreement For County Jail Functions Between Brown County and San Saba County:

Mr. Robinson had amended the contract to clarify definition.

Decision: The Court voted unanimously to approve the Interlocal Agreement For County Jail Functions Between Brown County and San Saba County as amended.

7. Discuss and Take Possible Action On Plans Under American Rescue Funds:

Mr. Jody Fauley stated that Mills County is in the process of creating a Child Welfare Board for their own county. The San Saba Commissioners' Court will get more information as to when Mills County Child Welfare Board is established and ready to proceed.

9. Discuss and Take Possible Action On I11 Pro Cell Phones for San Saba County:

Ms. VanBeck stated that the company, First Net, informed us the old cell phones will soon be obsolete and will need to be replaced. The company will replace the phones at no charge, but cases will have to be purchased if needed. She noted there is a company that will purchase the old cell phones. Ms. VanBeck also said this is a good time to evaluate each cell phone line to see if all of them are still needed.

10. Discuss and Take Possible Action On COVID-19:

Ms. Hardy informed the court of the booster clinics on November 18th and December 16th. These will be drive-thru clinics at the Civic Center. She encouraged everyone to use Sign-up Genius if possible, or call her at 325-372- 8570 to sign up or if there are any questions.

11. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban Lifted As of 10-07- 2021):

Decision: This item was tabled.

12. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. VanBeck presented one line item transfer.

Decision: The Court unanimously approved the one Line Item Transfer.

13. Approve or Reject Proposed Accounts Payable:

Decision: The Court unanimously approved the Proposed Accounts Payable.

14. Discuss Next Commissioners’ Court Date & Time:

The next Commissioners’ Court meeting will be held on Monday, November 8, 2021, at 9:00 in the Commissioners’ Courtroom.
