Commissioners’ Court holds regular meeting, May 17th

The San Saba Commissioners’ Court met for a regular meeting on Monday, May 17th, in the Commissioners’ Courtroom. Judge Byron Theodosis called the meeting to order at 9:00 a.m. Commissioner Kenley Kroll gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Audience for Concerned Citizens for Public Comment:

It was reported that Regency Bridge repairs are all finished. It was closed for eight months and took two and a half days to repair. Action Items:

1. Approve or Correct and Approve Minutes of Previous Commissioners’ Court:

Decision: The Court unanimously approved the Minutes of the Previous Commissioners' Court. Meeting(s) County Official and Departmental Reports:

2. County/District Clerk: Approve Subject to Audit or Reject Clerk's Report:

Ms. Wells stated her office is staying busy, and land is selling like crazy.

Decision: The Court unanimously approved the County/District Court Clerk’s Report Subject to Audit.

3. County Treasurer: Approve Subject to Audit or Reject Treasurer's Report:

In addition to her report, Ms. Van Beck provided the Court with a fact sheet on the Coronavirus funds that are available, what they can and cannot be used for.

Decision: After discussion, the Court unanimously approved the Treasurer's Report Subject to Audit.

4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:

Ms. Blossman provided the following account information for the month of April 2021:

Total: $18,746.90

Community Service/Jail Credit: $3,018.40

Total to the County: $ 9,654.19

Small Claims and Civil: $839.00

Decision: The Court unanimously approved the JP Report Subject to Audit.

5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report:

The jail total was 313 with an average of 10.43 days.

Decision: The Court unanimously approved the County Sheriff's Jail Report Subject to Audit. Special Action Items (and Non-Action Items):

1. Award Presentation For Zero Lost Time Safety Presented by Larry Bacasico of TAC:

Mr. Bacasico presented San Saba County with the 2020 TACS RMP Zero Lost Time Safety Award on behalf of the Texas Association of Counties Risk Management Pool. He stated this award was created to recognize TAC RMP Workers’ Compensation program participants whose employees have experienced no lost work days during the coverage year. He also noted that this accomplishment is next to impossible. Mr. Bacasico thanked the Court and the taxpayers of San Saba County and stated that keeping the Workers Comp costs down translates to lower insurance rates and to lower taxes.

2. Discuss and Take Possible Action On State Agency Lease Agreement - Health and Human Services and Department of State Health Services:

The Judge expressed concern that this is a 10-year lease, and we would not be able to adjust the rent for 10 years. It was noted that the subject of rent should be able to be visited every three to four years.

Decision: The item was tabled.

3. Accept or Reject 2021 Proclamation Declaring May as Elder Abuse Prevention Awareness Month:

Decision: The Court voted unanimously to accept 2021 Proclamation Declaring May as Elder Abuse Prevention Awareness Month.

4. Accept Donation From Martin Earthworks, LLC of $200 For Utilities For Pct. 3:

This company used the school’s water when working on the school. This is to help cover the utilities used.

Decision: The Court voted unanimously to accept the Donation From Martin Earthworks, LLC of $200 For Utilities For Pct. 3.

5. Discuss and Take Possible Action on COVID-19:

Ms. Hardy stated that as of Friday preceding this meeting, San Saba county had one active case. We do have one person in the hospital from complications caused by COVID. The Judge asked Ms. Hardy if our low numbers were due to the fact that we are no longer testing here. She noted that even when we were testing, our numbers were on a steady decrease.

Ms. VanBeck asked about information on when boosters might possibly be needed. Ms. Hardy stated there is lots of discussion on that; ideas are six months to a year. There is also some talk of possibly adding the COVID vaccine to the yearly flu shot into one shot.

Ms. Hardy noted you can still get vaccines at Baylor Scott and White clinic here, as well as Everett’s Pharmacy.

6. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban LIFTED As of 01-04-2021):

Decision: This item was tabled.

7. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. VanBeck presented three Line Item Transfers.

Decision: The Court unanimously approved the three Line Item Transfers.

8. Approve or Reject Proposed Accounts Payable;

Decision: The Court unanimously approved the Proposed Accounts Payable.

9. Discuss Next Commissioners Court Date & Time:

The next Commissioners’ Court will be held Thursday, May 27th, at 9:00 a.m. in the Commissioners' Courtroom.

Judge Theodosis adjourned the meeting at 9:50 a.m.
