Commissioners’ Court holds regular meeting December 14th

The San Saba County Commissioners’ Court met for a regular meeting on Monday, December 14th, in the District Courtroom. Judge Byron Theodosis called the meeting to order at 9:04 a.m. and welcomed everyone in attendance.

Commissioner Rickey Lusty gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Audience for Concerned Citizens For Public Comment:

Mr. Lusty informed the court that there was no update on Regency Bridge. He was supposed to hear something the Friday before this meeting, but he did not. Action Items:

Action Items:

1. Approve or Correct and Approve Minutes of Previous Commissioners Court Meeting(s):

The Court was presented with two sets of minutes.

Decision: The Court unanimously approved both sets of minutes.

County Official and Departmental Reports:

2. County/District Clerk: Approve Subject to Audit or Reject Clerk’s Report:

Ms. Wells stated her office is staying busy with general business.

Decision: The Court unanimously approved the County/District Clerk’s Report Subject to Audit. 3. County Treasurer: Approve Subject to Audit or Reject Treasurer’s Report:

Decision: The Court unanimously approved the County Treasurer’s Report Subject to Audit.

4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:

Total: $8,749.60

Community Service/Jail Credit: $0

Total to the County: $5,201.91 Small Claims and Civil: $177.00

Decision: The Court unanimously approved the County JP’s Report.

5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff’s Jail Report:

The Sheriff stated there were 23 in custody, and he is waiting for some prisoners to be picked up. He said his office is really busy, and they will be behind for a long time. The following Jailbook numbers were given: Total - 564 with an average of 19.

Decision: The Court unanimously approved the County Sheriff and Jail Report Subject to Audit.

Special Action Items (and Non-Action Items):

1. Accept or Reject Resolution To Accept The FLIR Technology To Keep San Saba County Safe Project/Grant #4081701:

The Judge explained this is for cameras. The cameras work at night and in smokey situations; they look for body heat. Ten cameras will be for the police department.

Decision: The Court unanimously approved the Resolution To Accept The FLIR Technology To Keep San Saba County Safe Project/Grant #4081701.

2. Accept or Reject Order Prohibiting Certain Fireworks In Unincorporated Areas Of San Saba County, Texas.

Decision: No action was taken. The item dies for lack of motion.

3. Accept or Reject Order Prohibiting Outdoor Burning To Renew 90 Day Burn Ban In Effect As Of 09-30-2020 Thru December 29, 2020:

Decision: The Court unanimously approved renewing the 90 Day Burn Ban.

4. Accept or Reject Resolution Creating A Texas Rural Rail District:

Donnie Smith was present to answer any questions. The judge asked how this would be funded. Mr. Smith stated it would be funded by the shippers.

Decision: The Court unanimously approved the Resolution Creating a Texas Rural Rail District.

5. Discuss and Take Possible Action On COVID-19 Issues:

Ms. Hardy reported to the Court that the vaccine will be in two shots. She said that a person can have a rough couple of days after the first shot but not the second.

Ms. Hardy stated there was free rapid testing in San Saba the previous Thursday, and of the 35 tested, there were 27 negative results and 8 positive results. She reminded everyone no appointment is necessary and you don’t have to be symptomatic to be tested. You just come get in line. The next testing will be December 30th at the Civic Center from 1:00 p.m. to 4:30 p.m. The ones in the car that want to be tested must be sitting near a window.

Ms. Hardy noted that at the time of this meeting, San Saba county had 37 active cases, 266 recovered, and one hospitalized.

About the vaccine, she reported Baylor Scott & White is one of the vendors. Our county didn’t go for the Pfizer Vaccine because we have no cold storage/shipping capabilities. We are waiting on the Moderna Vaccine. She also stated the second shot has to be given 28 days after the first shot.

Mr. Robinson stated that there is no vaccine yet for children; it needs more testing. The Judge said the vaccine is also not for pregnant women because there is not enough information available to show if it would be safe or not.

6. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban IN EFFECT AS OF 09-30-2020 Thru December 29, 2020):

Decision: The Court unanimously agreed not to lift the burn ban.

7. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. Van Beck did not have any Line Item Transfers.

8. Approve or Reject Proposed Accounts Payable:

Decision: The Court unanimously approved the Accounts Payable report.

9. Discuss Next Commissioners Court Date & Time:

The next Commissioners’ Court meeting will be held Tuesday, December 29th, at 9:00 a.m. in the District Courtroom.

10. Adjourn:

Judge Theodosis adjourned the meeting at 9:51 a.m.
