The San Saba County Commissioners Court held a regular meeting on Monday, March 23rd, in the Courtroom on the 2nd floor of the Courthouse.
County Judge Byron Theodosis called the Court to order at 9:00 a.m. and welcomed everyone. Commissioner Rickey Lusty gave the invocation followed by everyone joining for the pledges to the American and Texas flags.
County Clerk Kim Wells was not able to attend the court because of work, so there was a delay in the court procedure to wait for the arrival of Sally Gibson from the County Clerk’s office. During the delay, there were informal discussions on how the community is dealing with the virus and the loss by fire of our only full market grocery store.
Special Action Items:
Item 1. Discuss and Take Possible Action on Partnership of Equipment Within the Pcts.
Decision: This item was tabled so that proper identification of the Equipment can be presented.
Item 2. Discuss and Take Possible Action on Selling Old Equipment from Sheriff’s Department.
Decision: Chief Deputy Dwayne Shaw confirmed that the Sheriff’s Department will take proper procedure to sell old equipment in a storage unit building. This item was unanimously approved.
Item 3a. Discuss and Take Possible Action on the Impact of COVID-19 to San Saba County.
Discussion: The Court was given copies of a letter to The Honorable Governor Greg Abbott dated March 20, 2020 from San Saba County Judge Byron Theodosis requesting a declaration for a state of emergency. San Saba County is facing threats to life and health due to the COVID-19 threat as well as the loss of the only full market grocery store by fire in the county.
Decision: The Court unanimously approved the letter to Governor Greg Abbott and to provide what is needed.
Item 3 b. Letter from The Honorable Governor Greg Abbott; pursuant to his powers: Executive Order No. GA-08 relating to COVID-19 preparedness and mitigation.
Discussion: The Court discussed the 4 Executive Orders that will be in full force until 11:50 p.m. April 3, 2020.
Decision: The Court unanimously approved the executive order.
Item 4. Take Possible Action Concerning Burn Ban (Lifted as of 01-21-2020).
Decision: This item has been tabled until the next meeting.
Item 5. Approve or Reject Proposed Amendments and/or Line Item Transfers:
Decision: There were no Proposed Amendments or Line Item Transfers.
Item 6. Approve or Reject Proposed Accounts Payable:
Decision: All accounts payables were approved except an item in the amount of $61.00 for the County Sheriff’s Dept.
Item 7. Discuss Next Commissioners Court Date & Time.
Decision: The next Commissioners Court will not be held until Judge Theodosis schedules it and notifies everyone.
Sheriff Dept. Report by Chief Deputy Dwayne Shaw:
1. Arrested individuals are given a questionnaire to help identify COVID-19.
2. The Department received a $200 donation from a grateful individual whose son was assisted by a deputy.
3. They are limiting serving certain offenses because of the virus.
4. There is an influx of civil calls.
5. The hard drive crashed on a computer.
Judge Theodosis adjourned the court at approximately 9:40 a.m.
