The San Saba County Commissioners’ Court held a regular meeting on Tuesday, March 10th, in the County Judge’s Chambers. Judge Byron Theodosis called the meeting to order at 9:00 a.m. and welcomed everyone. Commissioner Kenley Kroll gave the invocation followedby everyone joining for the pledges to the American and Texas flags.
Donna Webb relayed to the Court that she is the new Editor of the San Saba News & Star and would not be reporting the Commissioners’ Court anymore. She introduced Alice Smith who will be reporting and have those duties. Onbehalfofthe Court, Judge Theodosis congratulated Donna on her promotion, thanked her for the reporting and welcomed Alice Smith.
David Williams, San Saba County Historical Commission Chairman, gave a short report on the Courthouse Re-Dedication Day, Thursday, March 5th. Judge Theodosis recognized Mr. Wilhams’ part in this historical event and on behalf of the Court, appreciated all that he did to help make this possible.
Marsha Hardy, County Emergency Management Coordinator, distributed a list of products from the Center for Biocide Chemistries to use regarding the Novel Coronavirus (COVID-19). Ms. Hardy emphasized the need to cough in a tissue or handkerchief, no shaking hands, wash hands frequently, be tested for the virus if you have been in contact with an infected person or place, and get medical help for signs of sickness.

Item 1. Approve or Correct Minutes of Previous Commissioners’ Court Meeting:
Commissioner Lusty stated he read the minutes and found no discrepancies.
Decision: The Court unanimously approved the Minutes of Previous Commissioners’ Court.
County Official and Departmental Reports:
Item 2. County/District Clerk, Kim Wells: Approve Subject to Audit or Reject Clerk’s Report:
Ms. Wells stated her office remains busy with the move and the recent election.
Decision: The Court unanimously approved the County/District Clerk’s Report, subject to audit.
Item 3. County Treasurer, Lois Van Beck: Approve Subject to Audit or Reject Treasurer’s Report:
Ms. Van Beck submitted her report, and in addition, reported additional payment for 3 temporary employees cleaning the courthouse.
Decision: The Court unanimously approved the County Treasurer’s Report, subject to audit.
Ms. Blossman was excused from today’s meeting because of hearings scheduled. However, a written report was available for the Court, including the following account information for the month of February 2020:

Decision: The Court unanimously approved the County Justice of the Peace Report, subject to audit.
Item 5. County Sheriff, David Jenkins and Jail: Approve Subject to Audit or Reject Sheriff’s Report:
Sheriff Jenkins stated his Department has been busy with the recent move to the Courthouse. Involved in a Capital Case and responding to calls in the area.
*Jail days for February 2020 were 485 with an average of 16.72 jail days of population.
Decision: The Court unanimously approved the County Sheriff’s Report.
Special Action Items (and Non-Action Items):
1. Discuss and Take Possible Action on Order Setting of the Constitutional County Court:
After a vote of 5 ayes and 0 nays, it is hereby ordered that: Pursuant to Article 5 Section 29, Texas Constitution, and subject to Section 26,002, Texas Government Code, the Constitutional County Court of San Saba County, Texas shall convene for the following permanent terms: Firstterm: Beginning November 1 and ending January 31. Second term: Beginning February 1 and ending April 30. Third term: Beginning May 1 and ending July 31. Fourth term: Beginning August 1 and ending October 31.
2. Approve or Reject Amendment to Interlocal Cooperation Agreement Between San Saba County and Burnet County For Jail Services Following 86th Legislative for New Standards to Accommodate Female Inmates Issued By The Commission on Jail Standards:
Decision: The Court unanimously approved the Amendment to Interlocal Cooperation Agreement between San Saba County and Burnet County for Jail Services following 86th Legislative for New Standards to Accommodate Female Inmates issued by The Commission on Jail Standards.
3. Accept or Reject CHC Appointment of Elizabeth McBee Pct. 4 to 2019 through 2020 Term:
Decision: The Court unanimously approved the Appointment of Elizabeth McBee to the San Saba County Historical Commission.
4. Take Possible Action Concerning Burn Ban (lifted as of 01-21-2020):
Decision: This item has been tabled until the next meeting.
5. Approve or Reject Proposed Amendments and/or Line Item Transfers:
Decision: County Treasurer Ms. Van Beck reported there are no Amendments or Line Item Transfers at this time.
6. Approve or Reject Proposed Accounts Payables:
Decision: The Court unanimously approved all bills for payment.
7. Discuss Next Commissioners’ Court Date and Time: The next Commissioners’
The next Commissioners’ Court will be held on Monday,
March 23rd, at 9 a.m. in the Commissioners’ Courtroom, 2nd Floor of the San Saba County Court House.
