    Several special presentations were made during the September 8, 2026, City Council meeting. Alonzo Jimenez was presented with the Employee of the Month award for September. His supervisor, Juan Montoya, was honored with the Supervisor of the Quarter for the Third Quarter of 2026. They both work in the Sanitation Department.

    Rhonda Killion, KSSB Chairperson, along with KSSB Members Kathleen Hawkins, Debbie Shahan, Sandra Vaughn, presented the 2026 Governor’s Community Achievement Award to the City Council and gave a general summary of KSSB events and about the program explaining this is the fourth year KSSB has received this award.

    Besides approving the normal consent agenda items, the City Council also approved several resolutions which waved the noise ordinance for the following:

    • September 26th at Mill Pond Park Gazebo

    • October 10th at Mill Pond Park Gazebo

    • October 10th at the Risien Park Pavilion

    • October 10th at the Joe Ragsdale Pavilion They also approved Interlocal Agreements between the City of San Saba and San Saba County for Dispatcher Services and for the Emergency Management Coordinator position and the contract with Municipal Judge Sharon Blossman. Temporary closure of Cherokee Street from East Wallace to East Commerce Street on September 25th from 1:30 p.m. to 4:00 p.m. was approved for the homecoming pep rally.

    The following Discussions / Action Items were approved:

    • Proposed budget for fiscal year beginning October 1, 2026 and ending September 30, 2027.

    • Levying a tax rate of $.340123 for the City of San Saba for 2026. This rate will raise more taxes for maintenance and operations than this rate raised last year.

    • Repealing all existing Law Enforcement Policies and Procedures and adopting a revised and replaced law Enforcement Policies and Procedures Manual which removed a policy in Chapter 4, Section 4.4 and Section 4.4 E.

    • Election of Places 1-4 of the Board ofTrustees for theTexas Municipal League Intergovernmental Risk Pool in accordance by majority vote with the will of the City of San Saba City Council as follows: Place 1: Kevin Clark, J.W. ‘Buzz’Fullen,JohnKinnaird,Carey D. Neal, Jr.

    Place 2: Albert Benefield, Emily Crawford,Anthony DeFrancisis Place 3: Corby Alexander, Jim Holgersson, Cecil A. Hutson, Jr., Andy Joslin, Ronda Perez, Garrett Spradling, Isaac Tawil, Alun Thomas Place 4: Austin Bleess, James Hotopp The following Places were chosen by the City of San Saba City Council as follows: Place 1-J.W. ‘Buzz’Fullen; Place 2-Emily Crawford; Place 3-Garrett Spradling; and Place 4-Austin Bleess.

    • Texas Department of Transportation Routine Airport Maintenance Program (RAMP) Grant Agreement.

    City Manager’s Report

    City Manager Scott Edmonson gave a brief report on the following activities in the City of San Saba:

    •Today at Commissioners Court Attorneys for the San Saba Central Appraisal District Linebarger presented the City with a check for about $8,500.00;

    • LCRAwill be here on October 14th to assess the San Saba Nature Park regarding dead limbs and trees;

    • Nate Sheets with the Agricultural Commission will be here on October 9th from 4:00pm to 6:00pm;

    • Regarding China Creek Road, Texas Department of Emergency Management is unable to help with resurfacing; however, FEMA allowed the City to file another project through them;

    • Scott Glaze called TxDot regarding the millings they have on FM 45 and they explained we would have to go through the County; waiting to see how much they may have available;

    • Meeting scheduled regarding the Golf Course on deadlines: Dove Project Golf Tournament September 12th, the 5thAnnual Ellenburger Cup Polo Match at Fleming Springs Ranch on September 12th; KSSB Golf Tournament October 3rd;

    •HomecomingSeptember25th;

    • St. Mary’s Fall Festival October 4th;

    • Clearview Family Resources Annual Fundraising event, October 5th.

    Other Reports

    Scott Glaze, Public Works Director, reported on the following: Extremely dry and need rain; a lot of water leaks and TxDOT helped with the large leak on Wallace, first time ever.

    As there was no further business, Alderman Robert Whitten made a motion to adjourn the meeting at 6:34 p.m.
