San Saba City Council held their October meeting on the 14th in the Council Chambers. No one signed up for Public Comment.
Zane Churchill, Finance Assistant, was selected as the Employee of the Month for October. Charlene Lindsay, Supervisor, and Mayor Pro-Tem Marcus Amthor presented Zane with a plaque with her name on it and a gift certificate to a local restaurant.
Linebarger Attorney Carrie Pickering was unable to attend and present Tax Sale Excess Proceeds in the amount of $1,294.68 to the City of San Saba.

The following were unanimously approved: minutes from the September 9th, 2025, Regular City Council Meeting; payment of bills; approved Resolution No. 2025-40 authorizing the City to enter into an agreement with TxDOT for the closure of Wallace Street on December 13, 2025, to accommodate the Christmas Parade; and approved Resolution No. 2025-41 a Resolution closing the 300 and 400 blocks of East Wallace Street to parking one hour prior and during the Annual Christmas Parade on December 13, 2025; Approved Resolution No. 2025-42 waiving noise ordinance on October 18th, 2025, for Gloria Gonzales at Risien Park Pavilion; and Approved Resolution No. 2025-43 waiving noise ordinance on November 8th, 2025, for Rojelio Rocha at Risien Park West Slab.
Discussion/Action Items
1. The 2026 Holiday Schedule for the City of San Saba was unanimously approved.
2. Resolution No. 2025-44 regarding a Finance Contract between the City of San Saba and Government Capital Corporation for the Purpose of Financing “Golf Course Equipment” was unanimously approved.
3. Resolution No. 2025-45 to waive an ordinance defining noise nuisances requested by Joanne Weik regarding “San Saba Strong Fest” event on December 6th, 2025, at Mill Pond Park was unanimously approved.
4. Ordinance No. 2025-10 temporarily closing a portion of Thomas Stewart Drive located in Mill Pond Park from the Christmas Computer Building to the intersection of Church Street and Thomas Stewart Drive on December 6, 2025, from 7:00 a.m. to 1:00 a.m. for the “San Saba Strong Fest” disaster relief event was unanimously approved.
5. Discussion and consideration regarding the selling of and installation of Memorial Brick Pavers at the Garden Club to raise funds for repairs and restoration of the Garden Club due to the July 4th Flood. City Manager’s Report
City Manager Scott Edmonson gave a brief report on the following activities in the City of San Saba: The San Saba River Golf Course & RV Park is up and operational; Cart Paths at the Golf Course are done, slow process; A lot of FEMA meetings; Permits issued – 34 Construction Permits, Three Electrical Permits, One Plumbing Permit; there were originally 60 homes Marsha Hardy had listed and she sent out a letter to the people that had not applied; April 26th is the LCRA Steps Forward Project, and KSSB is already working on that; attending an EDC Workshop on Thursday in Richardson; the Parks Department is working on the Christmas Lights; Sip N Stroll and the Christmas Parade is on December 13th; the City’s Employee Christmas Party will be December 10th; July 4th Fireworks display has been rescheduled to Veteran’s Day; there is still one position open in the Police Department, and the Code Enforcement position is open.
Other Reports
Public Works Supervisor Scott Glaze reported that there is a lot of work documenting FEMA; Cart paths look great; Golf RV Park is 90% full; the city-wide cleanup is this Saturday.
Michael Whitley, Golf Supervisor, reported they are installing the Green T-Boxes and making sure they are installed correctly.
