Commissioners’ Court met for a regular meeting, June 27th

The San Saba Commissioners’ Court met for a regular meeting on Monday, June 27th, in the Commissioners’ Courtroom. Judge Byron Theodosis called the meeting to order at 9:00 a.m. Commissioner Lusty gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Audience for Concerned Citizens For Public Comment:

Kevin Shahan handed out financial statements to the Court and gave a short presentation. He noted that the controls are set and are being followed. He concluded his presentation by stating the County is in better shape this year than previously. Judge Theodosis thanked Mr. Shahan for his work and his time.

County Official and Departmental Reports:

1. County Sheriff And Jail: Approve Subject to Audit or Reject Sheriff’s Jail Report:

The Jail Book Total was 387 with an average of 12.58.

Decision: The Court voted unanimously to approve the Sheriff’s Jail Report Subject to Audit.

Special Action Items (and Non-Action Items):

1. Presentation on Status of The Matterhorn Pipeline – Cheyne Winslow:

Mr. Winslow from Matterhorn Pipeline gave handouts to the Court and anyone present who wanted one. His presentation included the following topics: “Where we’ve been, where we are, and where we’re headed” in this project. The current project involves 66 landowners.

There were questions asked and some concerns voiced because of pipelines in the past. Ms. Evans, Lead Council for Matterhorn, was also present to answer questions.

2. Approve or Reject Abandoning 1240+\-ft of CR272 West, Pct. 2:

Decision: The item died for lack of motion.

3. Discuss and Take Possible Action On County Insurance Renewal Presented by John Baskin:

Mr. Rick Baskin was present to answer questions.

Decision: After a short discussion, the Court voted to renew County insurance with Baskin Insurance Agency.

4. Discuss and Take Possible Action On Sale Of Courthouse Annex Building Including Lease Contract Renewal with State of Texas:

Decision: After a short discussion, the Court voted unanimously to put up for bids on the Courthouse Annex Building.

5. Approve Interlocal Agreement Between San Saba County and Burnet County For Jail Services:

Judge Theodosis and Sheriff Jenkins both recommended this Interlocal Agreement.

Decision: The Court voted unanimously to approve the Interlocal Agreement Between San Saba County and Burnet County For Jail Services.

6. Approve Order on Using The De Minimis Rate Due to Continuing Crisis With COVID-19:

Judge gave credit to Candy and Lois for their work on this item of interest. (Ms. VanBeck explained this is an alternate formula that could be used when calculating the tax rate.) The Judge stated it does not look like we would need this, but this approval would open the possibility if needed.

Decision: The Court voted unanimously to approve Order on Using The De Minimis Rate Due to Continuing Crisis With COVID-19 if needed.

7. Consider and Possibly Approve Subdivision Plat for Rocky Hollow Phase II:

Mr. May from Lone Star Land Partners presented his information for Rocky Hollow Phase II. Randy Robinson, County Attorney, recommended the Court approve the plat.

Decision: The Court voted unanimously to approve the Subdivision Plat for Rocky Hollow Phase ll.

8. Discuss and Take Possible Action On FEMA Grant Status:

Ms. Hardy was not present at the meeting. No action was taken on this item.

9. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban In EFFECT 06 12 2022

Decision: This item was tabled.

10. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. VanBeck presented one line item transfer.

Decision: The Court voted unanimously to approve the one line item transfer.

11. Approve or Reject Proposed Accounts Payable:

Decision: The Court voted unanimously to approve the Proposed Accounts Payable.

12. Discuss Next Commissioners’ Court Date & Time:

The next Commissioners’ Court will be held on Monday, July 11th, at 9:00 a.m.

13. Adjourn:

Judge Theodosis adjourned the meeting at 10:30 a.m.
