The San Saba County Commissioners’ Court met for a regular meeting on Monday, January 19th, in the District Courtroom. Judge Byron Theodosis called the meeting to order at 9:00 a.m. Commissioner Kenley Kroll gave the invocation and led everyone in pledges to the American flag and the Texas flag.

Audience for Concerned Citizens For Public Comment:

Mr. Lusty updated the Court on Regency Bridge. It seems the original engineer to give the bid has now retired. The next engineer on the list has presented a very detailed proposal that was very high. Because the terms have changed so much, it is now being verified if TxDOT will pay for the materials.

Judge Theodosis stated he will contact the insurance company to see what they will pay.

1. Approve or Correct and Approve Minutes of Previous Commissioners Court Meeting(s):

Decision: The Court unanimously approved the minutes from the previous Commissioners Court Meeting.

County Official and Departmental Reports:

1. County/District Clerk: Approve Subject to Audit or Reject Clerk's Report:

Ms. Wells stated her office is staying busy with normal business.

Decision: The Court unanimously approved the County Clerk’s Report Subject to Audit.

2. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report:

The Jail Book total was 748 with an average of 24.

Decision: The Court unanimously approved the County Sheriff and Jail Report Subject to Audit.

Special Action Items (and Non-Action Items):

Discuss and Take Possible Action On The Purchase of 2015 Ford F150 VIN #1065 For Pct. 4 From the Sheriff's Department:

Decision: The Court unanimously approved the purchase of 2015 Ford F150 VIN #1065 For Pct. 4 From the Sheriff's Department.

2. Discuss and Take Possible Action On Adding A New Position To The Sheriff's Office:

Decision: After a lengthy discussion, the motion died for lack of a second.

3. Discuss, Accept or Reject NUNC PRO TUNC Resolution Confirming Conveyance Or Hangar Building:

The Judge explained this is a clerical revision by the court from 2017. A citizen built a hangar and donated it to the County. However, he has been billed for the taxes since then and has been paying them even though he is not liable for them. Mr. Robinson explained the deed needed to be corrected so the citizen won’t be taxed.

Decision: The Court unanimously approved the NUNC PRO TUNC Resolution Confirming Conveyance Of Hangar Building.

4. Discuss and Take Possible Action For Additional Courthouse Security Precautions for January 19 - January 22, 2021:

The Judge stated there have been several concerns about safety at the Courthouse during inauguration time. All doors but the East Entrance will be locked. All employees with a key are to use other doors besides the East Entrance. There will be a deputy posted at the East Entrance, and that will be paid for by courtroom securities.

Decision: The Court unanimously approved Additional Courthouse Security Precautions for January 19 - January 22, 2021.

5. Discuss and Take Possible Action On COVID-19:

Marsha Hardy, Emergency Management Coordinator, was not in attendance at the meeting. The Judge stated he had received his first vaccine shot and has had no symptoms. He reminded the Court that no one can be forced to get the vaccine, but he highly recommended that everyone get it. Mr. Robinson thanked Judge Theodosis for all he has done to get the vaccines available here in San Saba. It was discussed how the pandemic hurts everyone economically.

6. Take Possible Action Concerning Burn Ban (Current Status: Lifted As Of 01-04-2021):

The Judge had received a message from Ms. Hardy stating there were concerns from citizens wanting the Burn Ban reinstated. Elm Grove Fire Department had requested that the Burn Ban be reinstated. The Judge stated a Burn Ban would show everyone how serious our situation is.

Decision: The motion was defeated.

7. Approve or Reject Proposed Amendments and/or Line Item Transfers:

None.

8. Approve or Reject Proposed Accounts Payable:

Decision: The Court voted unanimously to approve the Proposed Accounts Payable.

9. Discuss Next Commissioners Court Date & Time:

The next Commissioners’ Court will be held Tuesday, February 6th, at 9:00 a.m. in the District Court Room.

10. Adjourn:

Judge Theodosis adjourned the meeting at 10:06 a.m.
