The San Saba Commissioners’ Court met for a regular meeting on Monday, June 6th, in the Commissioners’ Courtroom. Judge Byron Theodosis called the meeting to order at 8:55 a.m. Commissioner Kroll gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Audience for Concerned Citizens For Public Comment: None.

Action Items: 1. Approve or Correct and Approve Minutes of Previous Commissioners’ Court Meeting(s):

Decision: The Court unanimously approved the Minutes of the Previous Commissioners’ Court Meeting.

County Official and Departmental Reports: 2. County/District Clerk: Approve Subject to Audit or Reject Clerk’s Report:

Ms. Wells stated that even though the elections are over, her office is still busy.

Decision: The Court unanimously approved the County/District Clerk’s Report Subject to Audit.

3. County Treasurer: Approve Subject to Audit or Reject Treasurer’s Report: Ms. VanBeck told the Court

Ms. VanBeck told the Court about three new accounts in her written report. She also informed the Court of two new hires: Brian Rice, part-time deputy; and Reid Daly, full-time deputy.

Decision: The Court unanimously approved the Treasurer’s Report Subject to Audit.

4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:

The following information was provided by Ms. Blossman:

Total: $10,868.35

Community Service/Jail Credit: $300.00

Total to the Community: $6,490.69

Small Claims and Civil: $1,072.00

Decision: The Court voted unanimously to approve the County JP report Subject to Audit.

5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff’s Jail Report:

Decision: The Court voted unanimously to approve the Sheriff’s Report Subject to Audit. No jail numbers were given; they were reported at the last meeting.

Special Action Items (and Non-Action Items):

1. Budget Discussion F/Y 2022 2023:

County Attorney Robinson addressed the Court on this item. There was discussion about changes in charges for appraisals. There was also discussion about inflation and the effect it has had on everyone.

2. Discuss and Take Possible Action On County Insurance Renewal Presented By John Baskin:

Decision: After some discussion and questions, this item was tabled pending further information on questions.

3. Approve or Reject Abandoning 1240+/-ft of CR272 West, Pct. 2:

Decision: This item was tabled.

4. Discuss and Take Possible Action San Saba County Sheriff’s Office to Assist The City of Richland Springs with Municipal Law Enforcement Services:

Decision: The Court gave unanimous approval of the San Saba Sheriff’s Office assisting the City of Richland Springs with Municipal Law Enforcement Services pending approval by the City of Richland Springs and review of their ordinances.

5. Discuss and Take Possible Action On Letter To Texas Comptroller Of Public Accounts Re: Unclaimed Property Capital Credits For Counties:

The Judge explained this is something that is voted on every year.

Decision: The Court voted unanimously to send the Letter to the Texas Comptroller of Public Accounts Regarding Unclaimed Property Capital Credits for Counties.

6. Discuss and Take Possible Action On Order Prohibiting Certain Fireworks In Unincorporated Areas Of San Saba County:

There was a short discussion.

Decision: This item dies for lack of motion.

7. Discuss and Take Possible Action On FEMA Grant Status:

Ms. Hardy updated the Court and noted all paperwork has been turned in, and all questions asked of us have been answered.

8. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban IN EFFECT 05 09 2022 Expires 08 08 22):

Decision: After discussion, the Court voted unanimously to lift the Burn Ban effective Monday, 6-6-2022, until Sunday, 6-12-2022, at 11:59 p.m. At midnight on Sunday night, 6-12-2022, the Burn Ban will be reinstated.

A word from the Sheriff's Department: If you burn trash, grass, etc., on your property and someone else's property is damaged, a civil suit can be filed. If it is in violation of a Burn Ban, it is a criminal act.

9. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. VanBeck presented two Line Item Transfers.

Decision: The Court voted unanimously to approve the two Line Item Transfers.

10. Approve or Reject Proposed Accounts Payable:

Decision: The Court voted unanimously to approve the Proposed Accounts Payable.

11. Discuss Next Commissioners’ Court Date & Time:

The next Commissioners’ Court will be held, Monday, June 27, 2022, at 9:00 a.m. in the Commissioners’ Courtroom.

12. Adjourn:

Judge Byron Theodosis adjourned the meeting at 10:15 a.m.
