Commissioners' Court holds regular meeting, February 7th

The San Saba Commissioners’ Court met for a regular meeting on Monday, February 7th, in the Commissioners’ Courtroom. Judge Byron Theodosis called the meeting to order at 9:00 a.m. Commissioner Lusty gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

Action Items:

1. Approve or Correct and Approve Minutes of Previous Commissioners’ Court Meeting(s):

Decision: The Court voted unanimously to approve the Minutes of the Previous Commissioners’ Court Meeting(s).

County Official and Departmental Reports:

2. County/District Clerk: Approve Subject to Audit or Reject Clerk's Report:

Decision: The Court voted unanimously to approve the County/District Clerk’s Report Subject to Audit.

3. County Treasurer: Approve Subject to Audit or Reject Treasurer's Report:

Decision: The Court voted unanimously to approve the County Treasurer’s Report Subject to Audit.

4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:

Decision: The Court voted unanimously to approve the County JP Report Subject to Audit.

5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report:

The jail book total was 497 with an average of 16.03 days.

Decision: The Court voted unanimously to approve the County Sheriff’s Jail Report.

Special Action Items (and Non-Action Items):

1. Discuss and Take Possible Action on Stephen Shipley's Subdivision Plat:

Mr. Robinson updated the Court, answered questions, and said Mr. Shipley is taking steps for his subdivision. Marcus Horner and Chad May were there on behalf of Mr. Shipley and asked about next steps needed to be taken.

2. Consider and Approve, Approve With Conditions or Deny Plat Application Of The Whitten Subdivision:

There was a lengthy discussion, some of which had to do with roads. Commissioner Lebow said he thought he should abstain from the actual vote since a family member of his was putting in the road. Mr. Robinson gave suggestions to the Court so Mr. Whitten could proceed and yet still follow the regulations.

Decision: The Court voted to approve the Plat Application of the Whitten Subdivision with the conditions that are to be met within 30 days - that all requested appendices will be provided, that the road will be tentatively accepted, and that there will be a maintenance bond to take care of road maintenance for two years as per regulations. At that time, the Court will consider final acceptance of the roadway. The vote was three to one in favor of approval, with one abstention.

3. Consider and Possibly Approve Changes To The San Saba County Subdivision Rules and Regulations:

Mr. Robinson stated he looked at Gillespie County for the suggestions he presented to the Court. There was discussion, and he answered the Court's questions.

Decision: The Court voted unanimously to approve the suggested changes to the San Saba County Subdivision Rules and Regulations with one change on p. 18.

4. Approve or Reject Order Prohibiting Certain Fireworks In Unincorporated Areas of San Saba County:

This item died for lack of motion.

5. Discuss and Take Possible Action on COVID-19:

This item was skipped as Ms. Hardy was unable to attend the meeting.

6. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban IN EFFECT As of 12-13-2021) Expires 03 13 2022:

Decision: The Court voted unanimously to lift the Burn Ban for one week. On February 14, 2022, the Burn Ban will be reinstated.

7. Approve or Reject Proposed Amendments and/or Line Item Transfers:

None.

8. Approve or Reject Proposed Accounts Payable:

Decision: The Court voted unanimously to approve the Proposed Accounts Payable.

9. Discuss Next Commissioners’ Court Date & Time:

The next Commissioners’ Court will be held on Monday, March 7, 2022, at 9:00 a.m. in the Commissioner’s Courtroom. It was decided the Commissioners would not meet on the previously scheduled date of February 14, 2022.

10. Adjourn:

Judge Theodosis adjourned the meeting at 10:40 a.m.
