Commissioner Court holds Regular Meeting Monday, August 24th

The San Saba County Commissioners' Court met for a regular meeting on Monday, August 24th, in the District Courtroom. Judge Byron Theodosis called the meeting to order at 9:03 a.m. and welcomed everyone in attendance. Commissioner Kenley Kroll gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

PUBLIC HEARING F/Y 2020 2021 BUDGET AND TAX RATE

Special Action Items (and Non-Action Items):

1. Discussion of Budget F/Y 2020-2021:

The Judge reported the Budget had been posted online. The printed Budget and Tax Rate were made available to the Court.

2. Discussion of Tax Rate F/Y 2020-2021:

The Judge noted the Tax Rate is the same as last year.

3. Discuss and Make Possible Changes to Proposed Budget and Tax Rate F/Y 2020-2021:

Decision: No changes were made to the Proposed Budget or Tax Rate.

4. Approve and Adopt Final Budget F/Y 2020-2021 As Proposed or Amended:

Decision: The Court voted unanimously to Approve and Adopt Final Budget F/Y 2020 -2021 As Proposed. 5. Approve and Adopt Tax Rate:

Decision: The Court unanimously voted to Approve and Adopt the Tax Rate.

6. If Budget and Tax Rate have not been Adopted it Will Be Considered and Adopted on August 31, 2020 at 9a.m. District Courtroom, Saba, Texas:

The Budget and Tax Rate were adopted; therefore no action was needed.

7. Approve Emergency Medical Services Interlocal Agreement Between San Saba County, San Saba City and Richland Springs:

Discussion: The Judge stated we were blessed to have Lifeguard, and they were very good. Now, our services are significantly increased with Hamilton, and we are blessed in that. Hamilton is able to take advantage of funds because they are nonprofit.

Decision: The Court voted unanimously to approve Emergency Medical Services Interlocal Agreement Between San Saba County, San Saba City and Richland Springs.

8. Discuss and Take Possible Action On Deferring Payroll Tax Obligations in Light of the COVID-19 Disaster:

Decision: After a lengthy discussion, the item was tabled until the next meeting.

9. Discuss and Take Possible Action on COVID-19:

Discussion: Ms. Hardy reported that San Saba County has had no COVID-19 related deaths. Most of the hospitalizations have been due to breathing issues, and most of those had some underlying health issues. The hospitalizations have been different people each time. At the time of this meeting, there were 44 cases in the county with nine active cases.

Ms. VanBeck asked if the cases were in a particular part of the county. Ms. Hardy stated they were not; they’re spread out. She also reported the ages of San Saba County residents with COVID-19 range from 12 - 79 with the largest number of them in their 30’s to their 50’s. School has not been part of these numbers so far.

Ms. Hardy stated that in the county, we have had three rodeos, and all schools have now started. She said that hopefully our numbers stay at a slow pace of increase.

We had four cases added this past Saturday morning (8-22- 2020), and that was the largest one-day increase. Ms. Hardy did tell the Court that the reporting by the state is about eight people behind.

Ms. Hardy also told the Court people in San Saba are doing better at wearing masks. She stated the schools have worked out a plan: if a family went out of the country prior to school, there was a 14-day quarantine; if they went out of the state, there was a 10-day quarantine.

10. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban is in EFFECT As Of July 7, 2020; Expires October 5, 2020):

Decision: The item was tabled. 11. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. VanBeck presented four Line Item Transfers.

Decision: The Court voted unanimously to approve the four Line Item Transfers.

12. Approve or Reject Proposed Accounts Payable:

Decision: The Court voted unanimously to approve the Accounts Payable Report.

13. Discuss Next Commissioners Court Date & Time:

The next Commissioners’ Court will be held Monday, September 14, 2020, at 9:00 a.m. in the District Courtroom.

14. Adjourn;

Judge Theodosis adjourned the meeting at 10:01 a.m.
