City Council holds regular session Tuesday, April 14th

The San Saba City Council held a Regular Session on Tuesday, April 14th, at 6:00 p.m. in the Council Chambers. The meeting was conducted by ZOOM telephone conference in order to adhere to the public health goal called "social distancing" to slow the spread of the coronavirus (COVID-19). There was no public access to the location. Notice of the meeting and agenda were posted online at <www.sansabatexas.com>.

Call to Order –

Mayor Ken Jordan called the meeting to order at 6:00 p.m. He welcomed the Council members, as well as those via ZOOM, and read the notice of complying with the order of the office of the Governor of the State of Texas.

Roll Call was conducted by Sabrina Maultsby, City Secretary, with the following members answering "aye": Kenneth Jordan, Mayor; Robert Whitten, Mayor Pro-Tem; and Aldermen as follows: Shawn Oliver, Marcus Amthor, Michael Nelson and Oleta Behrens.

Invocation and Pledges –

Alderman Shawn Oliver gave the invocation, followed by everyone joining for the pledges to the American and Texas flags.

Public Hearing –

Mayor Jordan opened the Public Hearing to receive comments on the following:

1. Zoning Change to the City of San Saba's Ordinance for property located at 809 W. Gulf Street, San Saba, Texas, and Legal Description, Riverside Addition, Block 1, Lot 8, 110'x47' x 99.5'x46.5' currently zoned Light Industrial (L-1) to be rezoned to Commercial (C-2):

There were no comments at this time from Council members and the City Secretary, Sabrina Maultsby, reported no comments from public on line.

Mayor Jordan closed the Public Hearing and opened the Regular Meeting of the City Council.

Ceremonial Presentations/ Presentations –

The Employee of the Month award for April 2020 was announced to be Chris Stewart. Mr. Stewart is a 15-year employee and works at the golf course. He will have his name engraved on the Employee of the Month plaque and receive a gift certificate to a local restaurant.

Consent Agenda Items –

Mayor Jordan read the following Consent Agenda Items:

1. Minutes from the March 17, 2020 Regular Called City Council Meeting and Minutes from the April 2, 2020 Emergency Special Meeting. 2. Payment of bills presented

2. Payment of bills presented to City Council.

3. Approve Proclamation declaring April Child Abuse Prevention Month to support Child Abuse Prevention and ratifying April 1st as the recognition start date.

4. Approve Resolution No. 2020-12, a Resolution which authorizes the City to enter into an agreement with TXDOT for the closure of Wallace Street for Rodeo Parade on June 13, 2020 at 10:00 a.m.

5. Approve Resolution No. 2020-13, a Resolution closing the 300 and 400 blocks of East Wallace Street to Parking, one hour prior and during the annual Rodeo Parade in June and Christmas Parade in December.

There being no questions or discussions, all Council members declared "aye" to the five Consent Agenda Items above and unanimously passed.

Discussion/Action Items –

1. Discuss/Consider approval of Ordinance No. 2020-04, an Ordinance of the City of San Saba, Texas amending the Boundaries of a Zoning District within the City of San Saba, Texas for property located at 809 W. Gulf Street currently zoned Light Industrial (L-1) to be rezoned to Commercial (C-2).

City Manager, Stan Weik, explained that the owners of this property want to put in a gym. Landowners in the area were contacted and they all were in favor of this change. After discussion, all Council members declared "aye" to this change and it was passed with an unanimous vote.

2. Discuss/Consider approval of Resolution No. 2020-14, a Resolution of the City of San Saba, Texas approving the Current Planning Grant Limited English Proficiency Plan.

Discussion/Decision:

City Manager, Stan Weik, explained that this was the procedure needed to apply for the Grant. After no further discussion, the item was passed with an unanimous vote of "aye" from all Council members.

City Manger's Report –

City Manager, Stan Weik, reported the following:

1. Mr. Weik has 'toured' the town and wanted to compliment the residents of San Saba because the vast majority are abiding by the rules during this time of social distancing and other regulations.

2. There were 75-100 cars at the Sunrise Service on Easter morning at Mill Pond. People heard the service on their radios by area pastors through The Ministerial Alliance. It was appreciated by the announcement to honk your horn to thank the City Council. There was indeed a lot of honking.

3. The Golf Course is closed to the general public. Private members are allowed and abiding by rules for distancing and one person per golf cart, except family members.

4. The fire at our Lowe's store was tragic for our town but how fortunate to have it open within a week from the fire at a different location. Their gas station is open again and at $1.49 a gallon. The demo on the store will start tomorrow.

5. The stores and restaurants that are able to be open are applying the rules and providing needed supplies.

6. The City departments will be working on their budgets and finalized in three months.

Mayor Jordan adjourned the meeting at 6:19 p.m.
