City Council holds regular meeting; recognizes October’s Employee of the Month

The San Saba City Council held a regular meeting on Tuesday, October 12th, in the City Hall Chambers. Mayor Ken Jordan called the Council to order at 6:00 p.m. and welcomed everyone. Mayor Jordan gave the invocation and led everyone in the pledges to the American flag and the Texas flag.

The following Council members were in attendance: Mayor Ken Jordan; Robert Whitten, Mayor Pro-Tem; Michael Nelson, Alderman; Oleta Behrens, Alderman; and Scott Edmonson, City Manager. Marcus Amthor, Alderman; and Shawn Oliver, Alderman, were not present at this meeting. Others present at this meeting were: Sabrina Maultsby, City Secretary; Charlene Lindsay, Finance Director; Scott Glaze, Public Works Director; Michael Wadsworth, Code Enforcement Officer; John Bauer, San Saba Police Chief; and Ken Coignet, Public Management.

Open Public Hearings -

Mayor Ken Jordan opened the Public Hearing at 6:02 p.m.

PUBLIC HEARING

1) The City of San Saba, Texas will hold a Public Hearing to review the performance under its Texas Community Development Program Contract #7219114 with the Office of Rural Affairs, Texas Department of Agriculture, in which funds were used to develop a comprehensive plan for the City. The planning activities included mapping and text along with goals and objectives in the areas of housing, population, land use, economic development, water system, wastewater system, electric system, recreation and open space, capital improvements program, subdivision regulations and zoning ordinance. The documents are available for review at City Hall during normal business hours Monday through Friday. The City encourages citizens to make their views known at this public hearing.

Ken Coignet with Public Management addressed the City Council and explained that as part of the Planning Grant, TxCDBG requires that several workshops are held prior to the final Public hearing. We have done this for the past several meetings that have involved the City Council, Planning and Zoning, Public Management, and Jacob and Martin where the public has input into the development of the Plan. The Plan and maps were left at City Hall and available for viewing.

PRESENTATIONS:

1. "Employee of the Month" award for October:

Shayna Norris, Billing Clerk in the Utilities Department, received recognition as October Employee of the Month.Shayna’s name was engraved on a dedicated “Employee of the Month” plaque. In addition, she received a gift certificate to a local restaurant.

CONSENT AGENDA ITEMS:

1. Minutes from the September 14th, 2021 Council Meeting.

2. Payment of bills presented to the City Council.

3. Approve 2022 Holiday Schedule for the City of San Saba.

4. Approve Resolution No. 2021-43 authorizing the City to enter into an agreement with TXDOT for the closure of Wallace Street on December 11, 2021 to accommodate the Christmas Parade.

Decision: The Council unanimously approved all of the above items.

DISCUSSION/ACTION ITEMS:

1. Discuss and Consider, Approving Resolution No. 2021-44, a Resolution of the City of San Saba, Texas, Accepting the City of San Saba Comprehensive Plan and Finding and Determining that the Meeting at which this Resolution was Passed was open to the Public as Required by Law.

Decision: The Council unanimously approved Resolution No. 2021-44.

2. Discuss, Consider, and Approve Resolution No. 2021-45, a Resolution of the City of San Saba, Texas designating authorized signatories for the American Rescue Plan - 2021 Grant Contract No. TX4312.

Decision: The Council unanimously approved Resolution No. 2021-45.

3. Discuss, Consider, and Approve Resolution No. 2021-46, a Resolution of the City of San Saba, Texas adopting policies in connection with the American Rescue Plan program.

Decision: The Council unanimously approved Resolution No. 2021-46.

4. Discuss, Consider, and Approve Resolution No. 2021-47, a Resolution of the City of San Saba, Texas regarding a Finance Contract between the City of San Saba and Government Capital Corporation for the purpose of an Emergency Purchase of a “Police Vehicle.”

Decision: The Council unanimously approved Resolution No. 2021-47.

City Manager's Report

City Manager Scott Edmonson reported on the following activities in the City of San Saba:

• Reminded the Supervisors at the last staff meeting there are a lot of equipment payments due in October and November, so use good judgment with future purchases;

• Also told staff to take COVID-19 precautions; we can't afford to share it;

• KSSB City-wide cleanup is October 23rd;

• Storage Tank Improvements Bid Opening on Friday at 10:30 a.m. and will meet with the Engineers after the Bid Opening;
