S. A. Baxter was born May 15, 1931. He attended John Tarleton Agricultural College and served in the US Army from 1952 to 1954.

In 1960, he began improving ranch quarter horses. He purchased a registered stallion named PAUL B. He continued that endeavor for the next 53 years, and in 2011, he was honored by the American Quarter Horse Association. S. A. registered at least one horse per year from 1960 through 2010.

In 2015, Mr. Baxter was honored with the Nita Stewart Haley Memorial library award which recognizes talented cow men for their remarkable talent, spirit, and devotion to horsemanship. He was one of the founding directors and president of the Central Texas Cutting Horse Association and president of QHBA for five years. Mr. Baxter has devoted his life to raising quality cattle and horses.

He retired in 2021 and is now enjoying a well-deserved rest, but he still enjoys reflecting on the good times with friends.
