Stephen Lozano is a lifelong resident of Central Texas, born and raised in the Travis and Hays County area. Coming from a proud law enforcement family— his father a retired Texas State Trooper and his grandfather a retired Harlingen Police Captain—Stephen has continued the legacy of public service with dedication and integrity.
Stephen pursued his education in Criminal Justice and Broadband Communications at Ashworth College and Arapahoe College. He began his law enforcement career in 2001 in corrections and has spent the past 15 years serving with the Pflugerville Police Department.
During his tenure in Pflugerville, Stephen served in multiple divisions and bureaus. Notably, he established the city's Commercial Vehicle Enforcement Division, which operates under the authority of the State of Texas and the Code of Federal Regulations (Title 49). His leadership and expertise in this specialized area earned him multiple state awards and certifications. He was also selected by the Texas Department of Public Safety to train newly certified Texas State Troopers and officers from other municipal agencies.
Stephen rose through the ranks from Corporal to Sergeant, eventually joining the Pflugerville Police Department’s Command Staff as a Lieutenant. In this role, he managed a wide range of bureaus, including Patrol, Traffic, Logistics, Events, Police Fleet, Street Crimes/Narcotics, and Code Enforcement.

• Risk and Liability Stephen has extensive experience in managing large-scale public events, coordinating efforts with stakeholders, community members, multiple city departments (from Streets to Wastewater), and regional emergency response teams to ensure public safety and operational efficiency.
As an instructor, Stephen has taught a variety of law enforcement courses covering topics such as the Transportation Code, Arrest, Search and Seizure, Code of Criminal Procedure, and Emergency Vehicle Operations. His instruction has benefited both academy cadets and tenured officers.
In August 2021, Stephen earned the prestigious FBI Law Enforcement Executive Development Trilogy Award, which emphasizes executive-level leadership and management skills.
