City's Employee of the Month ~ Brandon Verette

Brandon Verette was honored as Employee of the Month for April 2025 at the City Council meeting held on April 8th. Brandon is the newest employee in the Electric Department. Electric Department Supervisor Denver Daniel, presented him with the award. Mr. Daniel said he is really happy Brandon is in the electric department and wishes he had Brandon on his team a long time ago. Brandon has been with the city for two years but just transferred to the electric department nine months ago.

In Mayor Ken Jordan’s absence, Mayor Pro-Tem Robert Whitten presented a Certificate of Recognition for Outstanding Recycling Efforts in 2024 to Juan Montoya, Sanitation Department Supervisor, and to the City of San Saba.

The certificate explained that the City of San Saba had been granted to KTR partner. (KTR = Keep Texas Recycling) It also listed this information: 

2024 Recycling Results: 102.89 Total Tons Recycled 

Environmental Savings: 1,749 Trees, 421,849 KWHrs. of Electricity, 720,230 Gallons of Water, 340 Yards of Landfill Space, 6,173 lbs of Air Pollution, and $3,087 Estimated Landfill Fees.

The City Council unanimously approved the March 11, 2025 meeting minutes and payment of bills as well as the following:

• Resolution No. 2025-11: waive noise ordinance on April 12, 2025, at Mill Pond Park Gazebo for Maria Alvarado

• Resolution No. 2025-12: waive noise ordinance on April 26, 2025, at Mill Pond Park Gazebo for the Catholic Church

• Resolution No. 2025-13: waive noise ordinance on May 3, 2025, at Mill Pond Park Gazebo for Christina Robles

• Resolution No. 2025-14: waive noise ordinance on April 26, 2025, at Risien Park for the Catkins Ball

• Resolution No. 2025-15: waive noise ordinance on April 26, 2025, at the Joe Ragsdale Pavilion for the Kelly Reunion/ Flossie Woodward.

The following Discussion/Action Items were unanimously approved: 

Resolution No. 2025-16 authorizing the creation of the Central Texas 9-1-1 Emergency Communications District.

City Manager Scott Edmonson explained this is through the Central Texas Council of Governments. Currently, everyone is charged $.50 on their phone bill, that goes to Austin, and then Austin distributes that back out. However, sometimes it is not all distributed back to the counties. By creating this District, CTCOG will get the entire $.50 which has a lot of benefits. CTCOG will know how much money they have coming in, which will help with planning upgrades and equipment instead of waiting to see how much they will get from the state. All cities and counties in CTCOG are asked to pass this resolution so they can move forward.

Ordinance No. 2025-04 Amending Chapter 3, Building Regulations, Article 3.02, Technical and Construction Codes and Standards, Division 7, Section 3.02.381 in Order to Adopt the 2023 Edition of the National Electrical Code; Providing a Savings Clause; Providing a Severability Clause; and Provide an Effective date.

City Manager Edmonson explained that the building codes were updated at the last meeting. He realized this also needed to be updated and was not included in that item in the last meeting.

Ordinance No. 2025-05 Directing the Revocation of a Determination to Sell a Closed, Vacated, and Abandoned Portion of Murray Street and Directing the Sale to Another Individual; Making Findings of Fact; Providing for an Effective Date and Open Meetings Clauses; and Providing for Related Matters.

The City Manager explained that this is a follow-up ordinance to the one approved at the February 11th meeting approving a sale of a portion of Murray Street to the IJPT, limited partnership for Irma Cruz.

There was a question on one detail in the paperwork given to the council, and the item was corrected.

City Manager’s Report: 

City Manager Scott Edmonson congratulated Wayne Yarbrough for passing his code enforcement test in the previous week.

The City Manager gave the updates: April 9th 11:00 a.m. at Mill Pond Park is the Go Blue Day ceremony; LCRA Steps Forward program at Mill Pond Park on Friday (will put in new material in playground); Sidewalk project ramps are in and look good; Clean-up Day went well but didn’t have as much turnout as previous Clean-up Day events (there was discussion on how to improve it); Pecan Bottom Festival the previous weekend was at the mercy of the weather (many vendors and entertainers said they would return next year); Scouts are to have annual get-together the upcoming weekend so parks will be busy; 4-Man Scramble (first golf tournament of the year) also this upcoming weekend; getting ready for Catkins ball at end of month; trying to come up with landscape ideas for area by Visitor’s Center.

Other Reports:

Public Works Director Scott Glaze presented the council with a the following reports:

• Luis sends his thanks to the council for approving the backhoe, and he is very thankful for it. Mr.Glaze said it was much needed.

• Upgrades on the bathrooms at the baseball field are almost completed - retaped with float and repainted.

• ‘Entrance to the park’ improvements are going well, and many in the community are commenting on that.

Mayor Pro-Tem Whitten reported he received a call from Brad Williams; they got the grant from the LCRA, and now new lights can be put up at the Rodeo Arena. They will be here in May.

With no other reports to be made, Mayor Pro-Tem Whitten adjourned the regular meeting, and the Council went into their Budget Workshop.
