Body

Judge Sharon Blossman administered the Oath of Office to the Newly Officials: Ken Jordan as Mayor, Robert Whitten as Alderman, and Oleta Behrens as Alderman.

After they took the Oath of office, she presented them with a Certificate of Election.

Alderman Robert Whitten was once again unanimously elected to serve Mayor Pro-Tem.

Public Hearing items:

1. James B. and Heloise H. Lebow are requesting that the San Saba City Council approve to permanently close for public use and purchase an Alleyway located within the City, approximately 1,000 square foot and bordered on the West side by Lots 1, 2, 3, and 4 of Block 6 of the Lindley Addition and bordered on the East side by Lots 1, 2, 3, and 4 of Block 13 of the Lindley Addition, is approximately one hundred (100) feet in length by ten (10) feet in width.

2. Kevin L. and Monica M. Shahan are requesting that the San Saba City Council approve to permanently close for public use and purchase an Alleyway located within the City, approximately 240 square foot being a portion bordered on the North side of the South ½ Block 63 of the Harwood & Fentress Addition, is approximately sixty (600 feet in length by four (4) feet in width.

The City encourages citizens to make their views known at this public hearing. No one came forward to make comment at the Public Hearing. The Public Hearing was closed.

Ceremonial Presentations: Lucas Watson with the Street Department was named Employee of the Month for May of 2024.

Mayor Jordan read a Proclamation recognizing May 12th – May 18th as San Saba Police Week.

The following Consent Agenda Items were approved: 

1. Minutes from the April 9th, 2024, Council Meeting 

2. Payment of bills presented to City Council 

3. Approve Resolution No. 2024-12 a Resolution to waive an ordinance defining noise nuisances on May 18, 2024, at Mill Pond Gazebo for Christina Tovias.

4. Approve Resolution No. 2024-13 a Resolution waiving Ordinance defining noise nuisances on May 16th, May 17th, and May 18th, 2024, at Risien Park for Cow Camp Cook-off.

5. Approve Resolution No. 2024-14 a Resolution waiving Ordinance defining noise nuisances on May 24th, May 25th, and May 26th, 2024, at Risien Park Pavilion for Charles Collins.

6. Approve Resolution No. 2024-15 a Resolution to waive an ordinance defining noise nuisances on May 25, 2024, at Mill Pond Gazebo for Martha Sanchez.

The following Discussion/ Actions Items were approved:

• Budget Calendar for the 2024-2025 Fiscal Year

Ordinance No. 2024-03 approving the purchase and closing of Ordinance No. 202403, an Ordinance of the City of San Saba, Texas approving the purchase and closing of a 20’x106’ platted unopened portion of alleyway, located in a part of Block 1 of the Harwood and Fentress Addition, East to West, between West Wallace and West Commerce Streets requested by Alan Trotter.

City Manager Scott Edmonson informed the Council that this has already been approved. It need the final 'okay' now that Mr. Trotter has all the paperwork completed.

Ordinance No. 2024-04, an Ordinance of the City of San Saba, Texas approving the purchase and closing of a 10’x100’ platted unopened portion of alleyway, bordered on the West side by Lots 1, 2, 3, and 4 of Block 6 of the Lindley Addition and bordered on the East side by Lots 1, 2, 3, and 4 of Block 13 of the Lindley Addition, is approximately one hundred (100) feet in length by ten (10) feet in width requested by James B. Lebow and Heloise H. Lebow.

City Manager Edmonson reported the Lebows own the property on both sides, and he did not see any problems.

Ordinance No. 2024-05, an Ordinance of the City of San Saba, Texas approving the purchase and closing of a 60’x4’ platted unopened portion of alleyway, bordered on the North side of the South ½ Block 63 of the Harwood & Fentress Addition, is approximately sixty (60) feet in length by four (4) feet in width requested by Kevin L. and Monica M. Shahan.

City Manger Edmonson noted this is the area behind Mr. Shahan's new office and it will be used for utilities. The Shahans own part of it, and the neighbor has no objections.

City Manager's Report

• So close to having the Stan Weik Memorial Splash Pad ready. The sign is up; the rules sign is up. We had an ADA compliance visit, and we are just waiting on the compliance letter.

The Texas Parks and Wildlife Department will be here May 28th, at 10 a.m. for a Ribbon Cutting Ceremony. The Weik family will be here.

• Bids opened this morning on the downtown sidewalk project.

• Very thankful to the Lord for the rains, but there were some drainage problems and flooding. The City crews did a good job of keeping the ditches open and clear. There was some storm water in the sewage system. They fixed streets last week, and then the rains came and washed part of the repairs away.

• KSSB replaced the downtown flowers. They also have a Kids Nature Kamp coming up at the end of the month.

• Golf Course took out the back nine to get it cleared out. There were about 20 people in there helping. They got the sprigs in, and luckily, it survived the rain. It looks like it will be about six weeks for it to be playable.

• Atmos wants to come in and redo the line from Wallace to Commerce. We're glad we didn't fix that area of street yet.

Police Chief John Bauer reported they have all new body cameras. They come on automatically and are synced with high-tech computers with license plate readers and can alert officers of issues with the plates. Chief Bauer described this as a 'tremendous asset' and time saver.
