Catching up with the Commissioners

The Commissioners' Court meetings are opened with invocation and pledges to the American Flag and the Texas Flag.

The following information was provided by the County Clerk's meeting minutes.

The following items were approved:

• Minutes of Previous Commissioners Court meetings.

• Unclaimed Capital Credits for Counties to Receive Funds for F/Y 2024.

• Conservation Contract in Precinct No. 4 for Byron Theodosis for maintenance of existing roadway for access by emergency vehicles.

• Cybersecurity Course Enrollment for issued E-mail accounts as required by law.

• Line Item Transfers as presented by County Treasurer Lois VanBeck.

• Accounts Payable as presented.

• County/District Clerk's Report subject to audit.

• County Treasurer's Report subject to audit.

• Justice of the Peace Report subject to audit. The following information was included in JP Report: Total: $14,195.80 Community Service/ Jail Credit: $480.10 Total to the Community: $8,265.62 Small Claims and Civil: $809.00

• County Sheriff's Report subject to audit.

There was discussion on security cameras for San Saba Courthouse and to seek and advertise for bid proposals for system.

There was discussion on updating the Electronic Panel on the Courthouse Elevator. The County will advertise for bids for Electronic Panel for Elevator.

No change to the Burn Ban status. Burn Ban was lifted October 26, 2023.

The following information was provided by the County Clerk's meeting minutes.

The following items were approved:

• County Sheriff and Jail Book Report subject to audit.

• Donation of $20.00 from Donald Parks for Precinct No. 4.

• Conservation Contract in Precinct No. 3 for William and Teresa Price for maintenance of existing roadway by emergency vehicles.

• Conservation Contract in Precinct No. 3 for Colt Broyles for maintenance of existing roadway by emergency vehicles.

• Transfer of 2012 Chevrolet Pickup Four Wheel Drive from Sheriff's Office to Precinct No. 4 for $9,500.00.

• Line Item Transfers as presented by County Treasurer Lois VanBeck.

• Accounts Payable as presented.

No change to the Burn Ban status. Burn Ban was lifted October 26, 2023.

There was discussion on Hill-Top Preliminary Plat Application - contains 188 lots and San Saba County does not guarantee adquate water and roadways. Private roads and needs to drill more test wells. The Court voted unanimously to offer Subdivision Regulations as written.

June 7, 2023

The following information was provided Emergency Management Coordinator Marsha Hardy.

Judge Jody Fauley presented the CHC Distinguished Service Award F/Y 2023 for Outstanding Work to Jody and Lynn Blankenship of the County Historical Commission.

The Court considered for approval: Authorization to Procure Grant Pre-Application (Phase I), Application (Phase II), and Implementation Services for Texas Community Development Grant Program for 2025/2026 Community Development Fund (and all eligible activities per the application guidance) as Administered by the Texas Department of Agriculture. A presentation was give by Michael Sledge of GrantWorks. Phase 1 was approved by the Court.

• Justice of the Peace Report subject to audit.

• Bid of Sale for 1994 Flatbed Float Trailer, Pct. 1; accepted bid was from Sheldon Blackwell.

• Conservation Contract for Robert Berryhill, Precinct No. 4.

• Line Item Transfers as presented by County Treasurer Lois VanBeck.

• Accounts Payable as presented.

The use of ARPA Funds to Pay for Elevator Updates and Repairs was approved with an amendment to proposal from TKE to read final payment after completion, not prior to completion.

Action on Review of Property/ Equipment Insurance Quotes/ Lois VanBeck was tabled to allow Court to look over. Will be on the next Agenda for vote.

Update on Flood Recovery Status was given by Marsha Hardy: With assistance from Wyatt Deans [CLO] pertaining to the rainfall/flooding of May 3rd through 12th, 105 damage sites brought an estimation of approximately $ 1.4million, Texas Department of Emergency Management [TDEM] began to send us the FEMA PDA [Preliminary Damage Assessment] Guide, FEMA Public Assistance Guidance on Inundated and Submerged Roads {Policy FP 104-009-13}, copies of FEMAs Force Account Labor Summary Record, Materials Summary Record, Rented Equipment Summary Record, Contract Work Summary Record, ForceAccount Equipment Summary Record and Applicants Benefits Calculation Worksheet {for projects}. On June 4th, TDEM contacted us that “FEMA has validated $505,405 in damages which far surpasses your county threshold of $26,358”. On June 5th, we were contacted that FEMA validations for the received information has led our county to surpass our threshold which is required for inclusion into a FEMA proclamation. Then on June 6th, FEMA-4781 DR-Public Assistance Declaration [Added Counties] was published that included the counties of Coryell, Hamilton, Lampasas, Mills and San Saba. There was no Sheriff's Report as the Sheriff was not present at the meeting.
