The San Saba County Commissioners’ Court holds regular meeting Monday, September 14th

The San Saba County Commissioners’ Court met for a regular meeting on Monday, September 14th, in the District Courtroom. Judge Byron Theodosis called the meeting to order at 9:03 a.m. and welcomed everyone in attendance.

Commissioner Rickey Lusty gave the invocation and led everyone in the pledges to the American flag and the Texas flag. PUBLIC HEARING F/Y 2020- 2021 BUDGET AND TAX RATE:

No public comments or questions.

Action Items:

1. Approve or Correct and Approve Minutes of Previous Commissioners’ Court Meeting(s):

Decision: The Court approved the Minutes of the Previous Commissioners’ Court Meeting.

County Offcial and Departmental Reports:

2. County/District Clerk: Approve Subject to Audit or Reject Clerk's Report.

Ms. Wells stated her offce is keeping busy and trying to get ready for the very busy three weeks of early voting coming up.

Decision: The Court unanimously approved the County/ District Court Clerk’s Report Subject to Audit.

3. County Treasurer: Approve Subject to Audit or Reject Treasurer's Report.

Ms. VanBeck explained a few things about the Treasurer's report. She stated that even though things may be tough for next year due to no tax increase, monies could be moved around, and all would be able to work out okay.

Decision: The Court unanimously approved the Treasurer's Report Subject to Audit.

4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report:

Ms. Blossman reported things are moving right along in her office. She provided a written report to the Court that included the following account information for the month of August 2020:

Total: $11,313.10

Community Service/Jail Credit: $332.80

Total to the County: $7,115.82

Small Claims and Civil: $197.00

Decision: The Court unanimously approved the JP Report Subject to Audit.

5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff's Jail Report.

Sheriff Jenkins stated there are 21 in custody now. He reported the jail book total to be 511 with an average of 16.48. He also reported on the agreement with Burnet County to house some of our prisoners. This item was discussed later in the meeting.

Decision: The Court unanimously approved the Sheriff and Jail Report Subject to Audit.

Non-Action Departmental Reports:

Special Action Items (and Non-Action Items):

1. Approve and Adopt Final Budget F/Y 2020-2021 As Proposed or Amended:

Decision: The Court voted unanimously to Approve and Adopt Final Budget F/Y 2020- 2021 As Proposed.

2. Approve and Adopt Tax Rate:

Decision: The Court voted unanimously to Approve and Adopt Tax Rate.

3. Discuss and Take Possible Action On Deferring Payroll Tax Obligations in Light of the COVID-19 Disaster:

Discussion: There was lengthy discussion on this matter. Several ideas were considered. The Court could not come to a consensus; therefore, no action was taken on this matter. The Judge stated that since the deadline to decide on this item was the date of this meeting, the item will die.

4. Approve or Reject Order of the San Saba County Commissioners’ Court Concerning the Regular Term of Court Fiscal Year 2021:

The Judge explained that this would keep the Commissioners’ Court meetings on the second and fourth Mondays of the Month for 2021 with possible exceptions when approved by the Court.

Decision: The Court voted to Approve Order of the San Saba County Commissioners’ Court Concerning the Regular Term of Court Fiscal Year 2021.

5. Discuss and Take Possible Action on Walking Bridge by the Wedding Oak, Pct. 1:

Decision: After discussion, the Court voted unanimously to close the Walking Bridge by the Wedding Oak, Pct. 1 due to safety concerns.

6. Approve or Reject 2021 Proposed San Saba County Fees:

Discussion: Copies of the fees were provided to the Commissioners. The Sheriff explained that the fees are comparable to surrounding counties.

Decision: After discussion, the Court voted unanimously to approve 2021 Proposed San Saba County Fees.

7. Discuss and Take Possible Action For The Sheriff to Automatically Apply Statutory $100 Per Day And The Additional $100 Per Day Credit For Labor To The Discharge Of The Sentence, Under Article 43.09, Code of Criminal Procedure:

Discussion: Ms. Blossman explained this will be applied as needed; it needs to be certified by the Court.

Decision: The Court voted unanimously to certify for the Sheriff to Automatically Apply Statutory $100 Per Day And The Additional $100 Per Day Credit For Labor To The Discharge Of The Sentence, Under Article 43.09, Code of Criminal Procedure.

8. Discuss and Take Possible Action On Renewal Of Tx Assoc. of County Health and Employee Benefit Package:

Discussion: Ms. VanBeck reported that renewing the current policy would be the best course of action. There would be no cost increase, and the benefits would remain the same.

Decision: The Court approved unanimously the Renewal Of Tx Assoc. of County Health and Employee Benefit Package.

9. Discuss, Accept or Reject Interlocal Agreement between San Saba County and Burnet County For Jail Services:

Discussion: Sheriff Jenkins explained that this is to help house our prisoners as the State is not taking any prisoners.

Decision: The Court voted unanimously to accept Interlocal Agreement between San Saba County and Burnet County For Jail Services.

10. Approve or Reject 33rd/424th Judicial District Courts Administrative Order Setting Compensation and Expenses Of Court Reporters:

Decision: After a short discussion, the Court voted unanimously to approve 33rd/424th Judicial District Courts Administrative Order Setting Compensation and Expenses Of Court Reporters.

11. Discuss and Take Possible Action On COVID - 19 Issues:

Discussion: The Judge stated he is grateful our county has had no deaths due to COVID-19; we have only had a few hospitalizations and only one at a time.

The Sheriff reported there have been no cases among the inmates.

The Judge encouraged everyone to be sure to wear a mask if unable to keep a six-foot distance from others. He reiterated that everyone should use good sense and protect others.

12. Take Possible Action Concerning Burn Ban (Current Status: Burn Ban Has Been LIFTED AS OF 09-09-2020):

Decision: The item was tabled.

13. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Discussion: Ms. VanBeck presented nine Line Item Transfers to the Court.

Decision: The Court voted unanimously to approve the nine Line Item Transfers.

14. Approve or Reject Proposed Accounts Payable:

Decision: The Court voted unanimously to approve the Accounts Payable Report.

15. Discuss Next Commissioners’ Court Date & Time:

The next Commissioners’ Court will be held Monday, September 28, 2020, at 9:00 a.m. in the District Courtroom.

16. Adjourn:

Judge Theodosis adjourned the meeting at 10:41 a.m.
