County Commissioners’ Court holds regular meeting on Thursday, May 14th

On Thursday, May 14th, the County Commissioners’ Court held a regular meeting via Zoom platform. Judge Byron Theodosis called the meeting to order at 2:03 p.m. and welcomed everyone in attendance. Commissioner Rickey Lusty gave the invocation. The pledges to the flags were skipped.

County Official and Departmental Reports:

Item 1. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff’s Jail Report

Mr. Kroll stated they were going through the old seed container lot. There was a leak, and they are getting it cleaned out. Jailbook total is 398 with an average of 13.27.

Decision: The Court unanimously approved the Sheriff’s and Jail Report, subject to audit.

Special Action Items (and Non-Action Items):

1. Discuss and Take Possible Action on Resolution For San Saba County to Join The Regional Public Defender’s Office, Presented by Michelle Moore;

Ms. Moore explained the way the grant works: the state would provide about 80% for set-up of the offices, and they would give us about 50% every year from then on while the office is still active. Ms. Moore stated she submitted the application as the deadline to do so was May 11. The council members still had financial concerns and did not want to act on this item especially since County Attorney, Randy Robinson was not present.

Decision: This item was tabled.

2. Discuss and Take Possible Action On The Purchase of A Skidsteer by Pct.4;

Commissioner Pool informed the court that the cost of the Skidstter was $30,000, and the money is in contingency.

No action was needed by the court.

3. Approve Donation Of $506.00 By Travis F. Gunn For Culvert Reimbursement For Pct. 3;

Mr. Kroll reported the county is putting in a culvert on the county road going into Mr. Gunn’s property, and he has reimbursed us for the Culvert.

Decision: The Court unanimously approved the donation.

4. Discuss and Take Possible Action on COVID 19 Issues;

Ms. Hardy stated she received verification on Tuesday all 11 people that were tested for COVID-19 at the Mobile Testing site received negative test results. No future testing dates have been decided. Governor Abbott had announced he would like all nursing home staff and patients tested. They are working on the process and how it is going to be done.

Other discussion - NONE.

5. Discuss and Take Possible Action on EMS Issues;

The Judge noted we received a contract from Hamilton and will probably be changing as soon as he consults with the county attorney. Some changes may be made to the contract. He stated we have been very happy with Lifeguard but likes the advantages of Hamilton. The Judge also stated he has been authorized by the Court to make this change to Hamilton.

6. Discuss and Take Possible Action on Conditions determined by The Texas Forest Service for Memorial Day to Regulate the Use of Certain Fireworks;

Decision: This item was tabled.

7. Take Possible Action Concerning Burn Ban (Current Status: Enacted As Of 01-21-2020);

Decision: After discussion, the Court unanimously decided to reinstate the burn ban.

8. Approve or Reject Proposed Amendments and/or Line Item Transfers;

Ms. Van Beck presented one line item transfer.

Decision: The Court unanimously approved the one Line Item Transfer as presented by Ms. Van Beck.

9. Approve or Reject Proposed Accounts Payable;

Decision: The Court unanimously approved the Accounts Payable Report, subject to audit.

10. Discuss Next Commission-ers Court Date & Time;

The next Commissioners’ Court meeting will be held Monday, June 8, 2020, at 9:00 a.m.

11.
