County Commissioners' Court holds regular meeting Monday, May 4th

The San Saba County Commissioners’ Court met for a regular meeting on Monday, May 4, 2020, via Zoom platform in the County Judge’s Chambers. After a slight delay for technical difficulties, Judge Byron Theodosis called the meeting to order at approximately 9:15 a.m. and welcomed those in attendance via Zoom.

Commissioner Kenley Kroll gave the invocation. The pledges to the American and Texas flags were skipped due to the delay in getting started.

Action Items:

Item 1. Approve or Correct and Approve Minutes of Previous Commissioners’ Court Meeting(s):

Three sets of minutes were presented.

Decision: The Court unanimously approved the Minutes of Previous Commissioners’ Court Meetings.

County Official and Departmental Reports:

Item 2. County/District Clerk: Approve Subject to Audit or Reject Clerk’s Report: Ms. Wells stated they were staying busy.

Decision: The Court unanimously approved the County/ District Clerk’s Report, subject to audit.

Item 3. County Treasurer: Approve Subject to Audit or Reject Treasurer’s Report: Ms. Van Beck stated sales and license plate fees were down which was expected due to COVID-19.

Decision: The Court unanimously approved the Treasurer’s Report, subject to audit.

Item 4. County Justice of the Peace: Approve Subject to Audit or Reject JP Report: Judge Blossman stated things were going fine.

Decision: The Court unanimously approved the JP’s Report, subject to audit.

Item 5. County Sheriff and Jail: Approve Subject to Audit or Reject Sheriff’s Jail Report:

Sheriff Jenkins stated the information was not ready for the meeting, so it would need to be tabled.

Decision: This item was tabled until the next scheduled meeting.

Special Action Items (and Non-Action Items):

Item 1. Discuss and Take Possible Action on Resolution for San Saba County to Join the Regional Public Defender’s Office, Presented by Michelle Moore:

Michelle Moore, Chief Public Defender from Burnett County, explained this would be an opportunity to expand to a multi-county Public Defender’s Office. There is a grant possibly available that would pay 80% for the first year with long term possibilities. She also stated you could exit the program at any time.

County Attorney Randy Robinson brought up two concerns: cost to us if grant runs out of money, and local control. Other concerns were also brought up, and time was requested to further study the item.

Decision: This item was tabled.

Item 2. Discuss and Take Possible Action on COVID-19 Issues:

Discussion: The Judge shared concerns about signing the Attestation form because of the legal wording. The signing of this form would allow businesses to open up to 50% occupancy rather than the current 25% occupancy limit. The Commissioners shared his concerns and agreed they are not ready to totally open up for business.

Item 3. Discuss and Take Possible Action on EMS:

Decision: After discussion, this item was tabled.

Item 4. Take Possible Action Concerning Burn Ban (Current status: Lifted as of 01-21-2020):

Decision: After discussion, this item was tabled.

Item 5. Approve or Reject Proposed Amendments and/or Line Item Transfers:

Ms. Van Beck presented two Line Item Transfers.

Decision: The Court unanimously approved the two Line Item Transfers as presented by Ms. Van Beck.

Item 6. Approve or Reject Proposed Accounts Payable:

Decision: The Court unanimously approved the Accounts Payable Report, subject to audit.

Item 7. Discuss Next Commissioners’ Court Date and Time:

The next Commissioners’ Court meeting will be held Thursday, May 14, 2020, at 2:00 p.m.

Item 8. Adjourn:

Judge Theodosis adjourned the meeting at approximately 9:55 a.m.
