The City Council of the City of San Saba convened for a regular meeting on Tuesday, September 9th at 6 p.m. in the City Hall Council Chambers. Mayor Ken Jordan called the meeting to order followed by the invocation and pledge to the American and Texas flags.

Lela Mae Gatliff signed up for public comment regarding the Pecan Trade Day the 1st Saturday of each month. Another citizen who did not sign up added a few comments.

The “Joe Ragsdale Employee of the Month” award for September was presented to Junior Harrell, a city employee that has earned this award for his diligent, faithful and good work.

Every three months there will be a Supervisor of the Quarter Award. Scott Glaze received this first award and is well deserving of this honor.

Mayor Jordan was given a framed certificate that was awarded by Governor Perry for the Visionary Committee of San Saba County. Mayor Jordan received this award, acknowledging the many people in the area (40 to 50 people) who are involved in this worthy project that will benefit not only the present but the future.

The Council approved the minutes from the August 12 and August 26 Council meetings and the payment of bills that were presented to them.

After discussion, action was taken on the following items:

1. Resolution 2008-23 approved the proposed budget for the 2008-2009 Fiscal Year.

2. Resolution 2008-24 was approved permitting a variance of Ordinance No. 1967-4 (an ordinance defining noise nuisances) for a residential wedding.

3. Approved Ordinance No. 2008-21 Industrial Wastewater Ordinance. Industrial customers will be monitored for 6 months and fees will be adjusted accordingly. The purpose of the ordinance is to maintain the flow in the sewer lines.

4. Approved Ordinance No. 2008-24 levying a tax rate for the City of San Saba. The tax rate is 31.924 cents, the same as 2007-2008

5. Approved Ordinance No. 2008-25 setting fees for various city services and consolidating those fees.

6. Discussed the request for Hill Country Bible Church to rent the Civic Center for Sunday morning services for one year beginning January, 2009. The church has rented the Center for 1 1/2 years every Wednesday evening. Wallace Killman and Trey McDuff addressed the council in behalf of the Church. The Council approved a three month rental beginning January 2009 and will review and consider extending the time after the three month period. A committee of Martha Leigh Whitten, Tony Guidroz, Oleta Behrens and Scott Glaze were appointed to review this and get other information.

7. Dorothy McKendry requests payment of expenses related to the accident of her mother, Dorothy Cahoon at the city pool on June 4, 2008. Mrs. Cahoon was injured when she fell and Ms. McKendry left her job to take care of her mother.The medical expenses have been paid by Cahoon’s insurance and the city was not held liable in the incident. Ms. McKendry’s expenses and missed wages were not paid by insurance and is the issue. After discussion, the matter was tabled until next month to get legal advise and more facts.

Stan Weik, City Manager, gave the following report:

a. The electric line work was delayed because the workers were needed to help with the Louisiana hurricane needs.

b. The new signs have been installed at the entrances of San Saba.

c. Extended water lines to the new plant on the west end of town and put up barriers so there would be no unnessesary tresspassing.

d. The exterior of the city office building is in the process of being painted.

Tony Guidroz, EDC/Tourism Coordinator, reported the following:

1. Making arrangements for skating on Friday nights at Civic Center after football season.

2. Gypsy Motor Cycle Club will hold a conference here next year on Memorial Day

3. There were 21 vendors for the Pecan Trade Days Saturday, September 6th - about a 60% increase from last month.

4. Movie in the Park Saturday, September 13th is Nims Island.

5. Airstream Club will meet here in our Park October 15-19 with approximately 40 people.

6. Model A Cars will be here October 24 & 25 from 8 a.m. to noon.

7. On October 31st, the San Saba Volunteer Fire Department will sponsor the Hunters Welcome Day with sausage wraps from 11 a.m. to 1p.m. and a Steak Supper from 4:30 p.m. till gone. They will need community support.

8. There will be a City Wide Garage Sale at the Civic Center on November 1st, beginning at 8 a.m. Also on November 1st, Hamrick's Automotive will hold a Hunter's Appreciation at 10 a.m.

Tony gave Stan Weik and City Council members the fall publication of The Hill Country Magazine.

The magazine has articles about San Saba and there will be more articles in the next addition. The San Saba News and Star has the Magazine for sale in their office. Tony ended his report by urging people to visit the web site: tourtexas.com

Stan Weik, City Manager, presented the magazine In Legal Front that has an article about The Dove Project of San Saba. Stan reported that the firm that we have contacted to sell or take back the water park equipment has re-hired their attorney and has again communicated with us.

Buddy Whitley reported that the survey is complete and the information received qualifies the City for the grant for the Water Treatment plant.

Roger Verette reported that the new Digger Truck is working good - especially on the rocky ground.

Scott Glaze showed a short video of the following:

loading at the trash site; street improvements by school; new

water line extension at west end of town; installation of garden club ramp and handrails; new Digger Truck digging ground for new signs.

Mayor Jordan adjourned the meeting and after a short break, the council went to Executive Session.
