The San Saba City Council held a Public Hearing on Tuesday, November 13th at 6:00 p.m. at the City Hall Council Chambers prior to the Regular Session. The Public Hearing pertained to the purpose of reviewing the City’s performance on a recently completed TxCDBG grant, Contract No. 710839. All citizens, particularly low and moderate income residents, were encouraged to attend. There were no citizens in attendance for the Public Hearing. Mayor Ken Jordan closed the Public Hearing. Electric Department Supervisor, Denver Daniel, and Lineman Mike Argote gave an extensive report on the electrical problems at 190 East back to Mill Pond Park. The arms and insulators were broken; some destroyed by lightning and others crumbling. They proposed new insulators that will be more efficient and replacement of arms by the Tech-line Construction Company. Daniel also reported that the department will be putting up new Christmas lights; meter readings are in progress; will be taking care of electric needs for a new laundromat that will be opening soon; in the process of controlling fire ants that have been a problem; contracted tree trimming by McCoy Tree Service again this year; will install a beacon light at the Airport; replaced an electric pole which was struck by an 18 wheeler near Sonic. Mayor Jordan announced a quorum present for the Regular Meeting. Alderman Charlie Peeler gave the Invocation followed by everyone joining for the pledges to the American and Texas flags.The Employee of the Month Award was presented to Paul Gast. The Supervisor of the Quarter Award was presented to City Secretary, Gale Ivy. Their names were added to the plaques; they were given a $25 gift certificate at a local restaurant and a day off with pay.The following Consent Agenda Items were approved:1. Minutes from the October 9th Council Meeting.2. Payment of bills presented to Council.Action was taken on the following items:A. Approved Resolution NO. 2012-33 for budget amendments FY 2011-2012.B. Approved Ordinance NO. 2012-13 to permanently close a section of Thornton Street and transfer property to Timothy and Debra Uli in exchange for a parcel of land on the north side of 107 N. Harkey.C. Approved new leases with SSISD for track and athletic fields in Mill Pond Park.D. Approved Ordinance No. 2012-14 authorizing and ordering the issuance of City of San Saba tax notes, series 2012, presented by Christian Merritt for Government Capitol; an “historic loan rate” of 2.35% interest for seven years.E. Approved a short term loan from a local bank to reimburse Keith Harris for golf inventory; loan to be paid and part of tax notes from Ordinance No. 2012-14. F. Approved to change council meetings from Tuesday to Monday for the months of December 2012, January 2013 and February 2013 to allow for attendance at school athletic events.G. Set a Special Called Meeting for Friday, November 16th at 11:45 a.m. to designate a planning/management consultant and a consulting engineer for the implementation of a Texas Community Development Block Grant program. City Manager, Stan Weik reported on the following:a. The Parks Committee meets every 4th Monday of the month.b. The Streets Committee meets every first Monday of the month.c. The City employees' Christmas party will be December 7th.d. Read an article pertaining to nuisance dogs.e. Received a Texas Department of Health Services rabies report for our area that also commended the new San Saba County Friends For Animals organization.f. TXDOT will be implementing street and light improvements in front of the Courthouse.g. City employee Leo Sanchez is recuperating from foot surgery.h. Encouraged everyone to go to the Senior Center and see all the improvements that organizations in the community have worked together to produce. During his report, Weik introduced Chuck Jennings, the new Golf Pro, who started work on October 16th at the Golf Course.Scott Glaze, Director of the Public Works Department, showed a video of the new Risien Park Pool that can be used for baptism; the new water cannon at work spraying to great distances; the Senior Center improvements in progress; electric outage work; rock wall being installed at Risien Park; and the Keep San Saba Beautiful Cleanup.Mayor Jordan adjourned the meeting at 7:25 p.m.
