Eight new businesses reported at City Council meeting

The San Saba City Council conducted a Public Hearing prior to their regular monthly meeting on Tuesday, October 11th at 6 p.m. in the City Hall Council Chambers. Mayor, Ken Jordan called the meeting to order and announced a quorum present. Mark Amthor gave the invocation followed by everyone joining for the pledges to the American and Texas flags.The Public Hearing was to receive comments for or against a condemnation on a mobile home located at 1212 S. Bluffton Street. The Planning & Zoning Commission met in Open Session regarding this matter on October 3rd to consider this Variance. Being that there was no one present for comments, Mayor Jordan adjourned the Public Hearing.The Employee of the Month Award was presented to the City office staff: Susie Jimenez, Sabrina Maultsby and Sabrina Berryhill. Their names will be added to the plaque, they received a gift certificate to a local restaurant and a day off with pay.There was a presentation from a local businessman to provide a recreation sport (paddle boats, kayaks, bicycle rentals) at City owned property at Mill Pond Park. The council will get more details and information and possibly vote on the matter at the next meeting.Leigh Ann Glaze, Superintendent of San Saba Independent School District, gave a presentation regarding the upcoming school bond election. Superintendent Glaze distributed a booklet that detailed “The Need,” “The Solution,” “The Election” and compared the cost of renovation versus new construction. School Board President, Kim Kirk was also present.The Council approved the following Consent Agenda items:1. Minutes from the September 13th Council Meetings.2. Payment of bills presented to Council.3. 2012 Holiday schedule for the City of San Saba.4. Resolution No. 2011-16 waiving an ordinance defining noise nuisances for October 22nd at Risien Park for the Pecan Jam Festival.5. Resolution No. 2011-21 waiving an ordinance defining noise nuisances for November 5th at the Pavilion at Risien Park.6. Resolution No. 2011-23 waiving an ordinance defining noise nuisances for October 15th at 204 S. Fourth Street in San Saba.Discussion/Action Items:A. After discussion, no action was taken for a request by a local businessman for a payment plan to repay and a reduction in delinquent property taxes owed to the city.B. Approved Ordinance No. 2011-09 condemning mobile home located at 1212 S. Bluffton Street.C. Discussed regulations and fees for allowing vendors to sell or provide a service in the city parks.D. Council will continue to pursue (Letter of Intent) the request from the City of Goldthwaite concerning the purchase of water from San Saba at the lower end of Mill Creek. E. Approved Resolution No. 2011-22 to purchase a track loader machine for the Street De-partment at the delivery price of $45,000. which is in the budget.F. Approved to contract the construction of foundation of the new Volunteer Fire Department building to Cattle Construction Co. for $65,850.00 (funds available). Cattle Construction Co. is highly recommended, recently worked at the new LCRA Park and presented the lowest bid.G. Approved Ordinance No. 2011-10 to temporarily close Fourth Street between Commerce and Dry Streets from the hours of 5 p.m. to 11 p.m. on October 15th. Councilman Charlie Peeler abstained.H. The November Council meeting will be held Monday, November 7th at 6:30 p.m. instead of November 8th. City Manager, Stan Weik gave the following report: The recent rain was great; however, it produced flooding problems on some streets; the large trailer used for transport to the trash site overturned and it is possible it is damaged beyond repair; improvements to Mill Pond are continuing; the new LCRA Park will be open very soon; the sewer project is 85% completed; a deer problem at the Golf Course will be investigated by the game warden; ferral hogs have caused damage and they are being trapped. Susie Jimenez, Director of Keep San Saba Beautiful gave a report on the group's plans for the Keep San Saba Beautiful Cleanup Party on Saturday, October 15th.Tony Guidroz, Tourism/Economic Development Director, reported that there will be antique cars on the Square, Sunday, October 16th; The Pecan Jam will have vendors, music, food and much more. Tony submitted the following EDC update:a. Completed 1st grant application for the LCRA Community Development Partnership Program for $25,000 to help resurface the recreation complex/civic center floor, paint, replace interior doors and baseboards. Applications will be reviewed and approved on Nov. 2nd.b. August 22 - hosted “An Evening With The Texas State Small Business Development Center” with 22 attending and 9 potential future businesses for San Saba.c. Requested an Economic Impact Study for the City of San Saba in regards to the LCRA Park. Inspection of the park will be October 25th.d. Working with the new San Saba Youth Sports and Recreation Association.e. Attended a DDCT (District Development Council of Texas) Meeting at the Central Texas Council of Governments office in Belton. DDCT has received a $93,000 grant that will be distributed to low income, under served regions which San Saba qualifies and will apply for part of this grant.f. San Saba is the newest member (47th) of the Texas Midwest Community Network. The annual conference will be in Abilene on October 19th.g. Ads for the Pecan Jam have been put on 9 radio stations.h. An ad for WATER will be in the January 2012 edition of Site Selection Magazine.i. Preparing for Hunter’s Welcome Weekend November 5th - 6th.j. Attended the 50th anniversary TEDC Conference in Fort Worth on October 4-7.k. Welcomed 8 new businesses: Bon Ami Bistro, Coats Taxidermy, Sheppards Taxidermy, Heritage Funeral Home, Blaylock Funeral Home, Up A Creek Adventure Tours, Bar D Brewhouse and Delta Red Firearms Training Facility. l. Meetings are scheduled in the next two weeks with more prospective new businesses.Scott Glaze, Director of Public Works Department showed the following video: new Baptismal at Mill Creek; improvements at sewage treatment facility; water problems caused by heavy rains; beautiful landscaping rock work at LCRA Park; revamping/preserving the old swimming pool at Risien, no plans for swimming.Mayor Jordan adjourned the business meeting with a short break before an Executive Session.ommended on a vote of 7-0 to approve this condemnation.
