The San Saba County Commissioners Court met on Monday, August 15th at 9 a.m. in the County Judge’s Chambers. County Judge, Byron Theodosis called the meeting to order and welcomed everyone to the Court. Commissioner, Rickey Lusty gave the invocation followed by everyone joining for the pledges to the American and Texas flags.
County Sheriff, Allen Brown, gave the following report:
1. The new jailer/dispatcher, Glen Rogers, is going thru training at this time.
2. Prisoner work crews are working at the school before school starts, on the roadways, and at the park.
3. In the process of taking applications for a deputy.
4. Calls about prowlers is being investigated.
5. There have been calls about missing or stolen cows.
6. One deputy is on light duty because of an injury and the two reserve deputies are scheduled.
7. A small hand held Intoxilizer will be used on a trial basis for 60-90 days.
8. Purchased a 2009 truck which has 8,000 miles and up-to-date equipment.
9. There have been complaints pertaining to the drought situation and a call about starving cattle is being investigated.
San Saba Volunteer Fire Department representative, Johnny Shahan informed the court that they needed to replace 8 SCBA bottles. They are a costly item so will order 4 at this time for approximately $2,000.00.
The following county official and departmental reports were approved:
a. County/District Clerk, Kim Wells’ report.
b. County Treasurer presented by Gayla Hawkins.
c. County Justice of the Peace, Les Dawson’s report.
d. The County Sheriff’s report. Kenley Kroll verified the jail report with an average daily occupancy of 11.19.
The Court received the following Departmental reports: County Judge, County Extension Agents, County Indigent Health Care Program, County Grant Writer, County EMS Billing, County Emergency Management Coordinator, County On-Site Sewage Facility Management Coordinator, County 9-1-1 Coordinator, and County Trapper.
Action was taken on the following items:
A. Approved Conservation Contract in Precinct 1.
B. Approved to authorize County Judge, Byron Theodosis to enter into contract with the Texas Department of Rural Affairs for STEP funds of $293,820.00 in support of North San Saba Water Supply Corporation.
C. Approved authorizing County Judge, Byron Theodosis to enter into a contract with Amazing Grants, Inc. for grant management services for the County’s 2011 Texas Community Development Block Grant award, contract #711026, on behalf of North San Saba Water Supply Corporation. Fees to be paid with grant funds.
D. Approved authorizing County Judge, Byron Theodosis to enter into a contract with Sealy Engineering, Inc. for project engineering for the County’s 2011 Texas Community Development Block Grant award, contract #711026, on behalf of North San Saba Water Supply Corporation. Fees to be paid with grant funds.
E. Approved Resolution designating individuals as authorized signators for the County’s 2011 TxCDBG STEP contract #711026.
F. Approved appointing Mary Kay Thomas the Labor Standards Officer for the County’s 2011 TxCDBG STEP contract #711026.
G. Approved Interlocal Agreement between Lubbock County, Texas, a political subdivision of the State of Texas, acting through the Regional Public Defender for Capital Cases, and San Saba County, Texas, a political subdivision of the State of Texas.
H. Approved the Texas Department of Family and Protective Services, Child Welfare Services Non-Financial Contract beginning FY12, Contract #23939561.
I. Reviewed 2011 Property Tax Rates in San Saba County, from the San Saba County Appraisal Tax Office.
J. Discussed a request for software for the County Attorney’s office.
K. The Burn Ban enacted on June 13th will stay in effect.
L. Approved to pay Accounts Payables presented by Treasurer, Gayla Hawkins.
M. Approved the minutes of the previous Commissioners Court meeting.
N. Set the next Commissioners Court to be Monday, August 29th at 9 a.m.
