In the interest of providing voters with an opportunity to learn more about their candidates for local offices, The San Saba News & Star recently mailed a questionnaire to all candidates in the San Saba School Board and San Saba City Council elections.
All candidates were asked the following questions.
1) Please tell us a little about yourself and your background.
2) What qualifications do you feel you would bring to this office?
3) What do you see as the main issues or problems facing the school district or city at this time?
San Saba ISD School Board CandidatesAngela Johnson -
I served on the school board from 2007-2010. During that time, I made it a priority to attend all meetings, training and continuing education. I know the importance of make conservative financial decisions in these times but also understand the demands of state mandates within our local budget. I am committed to the upbringing of our children and serve as a leader in the AWANA'S program at First Baptist Church. I hope to be an avenue for SSISD staff, students and community to bring opinions and concerns to the table. I take serious the responsibility of a board member and as I did before, strive to make the best decisions.
In tough times, we still need to find a way to provide the very best opportunities of education and experiences for our small town children before set free in this world, be it college or the work force. San Saba is stuck in the middle of needing our fare share from the state and the compromise of funding from the local level. The flaws in our State's finance system and mandated programs without funding make keeping up with growth, technology and retaining qualified teachers very challenging. I graduated from SSHS in 1996, attended Angelo State University and received my BA in Sociology and a minor in Psychology in 1999. I obtained my Master’s of Science Degree from Sul Ross State University while employed with the Tom Green County Juvenile Probation Department. Continuing my career in the corrections field, a position for employment with the Texas Youth Commission arose and my husband Brad, also a native of San Saba, and I were able to move back to our hometown. In 2002, I was hired as a Program Administrator for TYC. In 2005, Brad and I opened Everett’s Furniture & Emporium. We have two wonderful children: Jaycie, age 7 and Jason, age 3. We are active members of SS First United Methodist Church and I serve as a Director for the SS Chamber of Commerce. I strongly believe that through my personal experiences related to my work history, as a current business owner and as a parent that I have encountered many situations that enhance my ability to serve as a member of the SSISD School Board. I understand the importance of being conservative and having worked for county and state agencies in a supervisory position I have dealt with numerous financial matters. As a local business owner, I understand the concerns of taxpayers and want our tax dollars to be spent wisely. As a parent, I want my children and the children of our community to be provided with an excellent education, but first and foremost, a safe and clean learning environment. I am dependable, dedicated and honest and will make decisions by being firm, fair and consistent. I have a genuine concern for the children of this community and want to ensure that our school is dedicated to "our future." One of the main issues facing the school board is the financial constraint placed on the district due to the numerous budget cuts. Another issue of importance is the SSISD Expansion Project. The constituents of this county will have an opportunity to vote on this expansion project on the May 14
th
election ballot. The campus improvements that are mandated by state requirements must be made in order to comply with certain laws in Texas. As a new member of the SSISD School Board, I commit to work diligently to pursue innovative ideas with regard to funding for facility improvements.Scott Meador - My name is Scott Meador. I am a candidate for the San Saba School Board. I ask that you vote for me. My wife Shelia, children Meredith and Abigail moved to San Saba two years ago from Sugarland. Ironically, there were already folks living here with the last name Meador. Although we are not related, we sure like their last name.
We are active in our church, involved in the Band and Dilloette booster clubs, volunteer for school activities, work skate nights at the Civic Center and I currently serve on the board of the San Saba Festival Association.
I have significant concern for the education, safety and well being of our students. We have some extraordinary young people in our schools, they need the best education we can provide them. We have a talented group of teachers, administrators and school district personnel. I applaud their efforts, but they need our help as we address the national and statewide budget cuts causing adjustments in staffing, curriculum, and programs.
There is a bond election before the district for major school improvements that must pass. Why? Student safety, security, outdated buildings and timely financing of the bond. The financial impact on individuals is minor compared to the impact the improvements will provide. Better schools equate to a stronger invitation to families who want to move to smaller communities like San Saba.
In closing, this is not a time for anyone living within the District to be uninformed, indifferent or passive. Children attending our schools are the future of San Saba, their education must be a priority. Thank you for considering me when you vote, I would be honored to serve you on the school board. Shawn Oliver - I am a current city alderman and the Mayor Pro Tem. I have lived in San Saba for 39 years. I graduated from SSHS in 1982 and Angelo State University in 1986. I have been married to my wife Nancy for 24 years and we have 3 children, Hayden (19), Haylee (18) and Holt (13). I am a business owner of Oliver Pecan Co. Inc., Oliver Agri Services and Cen Tex Fertilizer. I am currently President of the San Saba Pecan Growers and serve on the board of the San Saba Pecan Jam Festival, the Community Foundation and the San Saba Airport Advisory Board. I have also served as a director of the Chamber of Commerce.
As a current city alderman I know how the city operates and what goes into the decision making process. The city is a multi million-dollar business and it takes a businessman, with common sense to be able to make difficult decisions that affect our community. I also work well and connect with people from all walks of life. I love San Saba and will always do what is best for our community.
San Saba is a growing community of hard working and dedicated people. The infrastructure of a growing town is always going to be an issue. We must continue to draw businesses to our community, which provide jobs to our citizens. By providing infrastructure and opportunity by our growth (while protecting the heritage & uniqueness of San Saba) our children and grandchildren will be able to live here and thrive. Peeler - My wife, Gray-Leigh and I operate the JG & Wilson Sisters Ranch located East of Cherokee on Highway 501. I attended The University of Texas and graduated with a degree in accounting from The University of North Texas. I served in the United States Air Force. My business background is 30+ years in the securities business, specializing in Institutional Sales of Municipal and Corporate Bonds.
My desire to represent the citizens of San Saba with fair and consistent leadership. My focus on being detailed and upfront. My experience in the Public Finance Arena.

Some of the issues I see the council facing are many of the same issues the nation is facing. We are in a lax economy where unemployment is running very high and may continue to do so. I think the time has come to tighten our belts and be more conservative on spending whether that be local, state or federal. The business people cannot continue to be strapped with higher fees and more regulations and be expected to stay in business. Also, the individual homeowners need to be remembered each and every time an increase in fees or taxes are discussed in order to keep the cost down for them. There may be other issues or problems that need to be addressed as time prevails, but to me, the "cost of living" issue outweighs the others.Javier Baez - My name is Javier Baez and I have lived in San Saba County for most of my life. Economic development is very important for this community whether it is through improving infrastructure and making sure that tax payer's money is being spent wisely. Further, the issues and concerns that come before the council must be discussed in an open environment as they are now, so that everyone affected will have a say in their own community. All decisions possible must be held in open session so that there is no doubt as to the transparency of every meeting.Travis Shaw - I have lived in San Saba all my life with exception of attending North Texas State University in Denton. I graduated from North Texas in 1965 with a Bachelors Degree in Business. I am married to Tama Shaw. We have two sons, both married and living in Waco. I have been involved in Agriculture all my life, raising cattle and hogs and farming, but primarily harvesting and buying pecans. I am currently retired but do work at the Post Office as a substitute rural mail carrier.
Being a San Saba resident for these many years gives me an insight as to the needs of the citizens of San Saba. I understand finance and the importance of balancing a budget. I am well known by many San Saba folk and I feel they would be comfortable coming to me with issues and concerns. I previously served on the City Council and therefore have first hand knowledge of how the Council works.

The economic impact of budget cuts that are taking place in our National & State Governments. The demands of our local government to meet and deliver acceptable levels of services. The importance to prepare and implement plans to advance our city in areas such as efficient resource use, community participation, preservation of local culture and economic development.
Marvin Riggs
- It is now time for election for city council. I am again asking for your vote of confidence for this position. For those that do not know me, I am a lifelong resident of San Saba and a business owner, and have always cared about our city. In past years I have been dedicated to vote and serve to keep our city's financial business balanced. Also voting to make the best decisions that would benefit and improve our city. Through the past years, I have voted to provide benefits and salaries for our employees that reflect the care for our city.
I appreciate each individual that will take time to voice their recommendations for improvement and as your city councilman, I will be there to listen and be your voice.
Mark Amthor
- My name is Mark Amthor and I am running for the position of councilman with the City of San Saba. My wife's name is Cathy and we have two children and five grandchildren. I was raised working in the construction business which I still do at present.
I served on the city council in the early eighties, then held the position of Mayor from 1991 to 2001. They both were great experiences and I made many good friends.
Some of the issues I see the council facing are many of the same issues the nation is facing. We are in a lax economy where unemployment is running very high and may continue to do so. I think the time has come to tighten our belts and be more conservative on spending whether that be local, state or federal. The business people cannot continue to be strapped with higher fees and more regulations and be expected to stay in business. Also, the individual homeowners need to be remembered each and every time an increase in fees or taxes are discussed in order to keep the cost down for them. There may be other issues or problems that need to be addressed as time prevails, but to me, the "cost of living" issue outweighs the others.
Javier Baez -
My name is Javier Baez and I have lived in San Saba County for most of my life. I have been married to my wife Elia for fourteen years and we have three children, Javier (10), Gilberto (8) and Daniella (1). I am self-employed and the owner of Baez Construction and Baez House Rentals. I have two sisters and one brother. In 1992, I graduated from Menard High School.
I believe that significant qualifications that I bring to the City Council are that I am bilingual and have a good relationship with the majority of the citizens of San Saba. I am a business owner and know what it takes to stay within a budget.
I believe at this time, one of the main issues that the City is facing is getting tourists back in the city. Economic development is very important for this community whether it is through improving infrastructure and making sure that tax payer's money is being spent wisely. Further, the issues and concerns that come before the council must be discussed in an open environment as they are now, so that everyone affected will have a say in their own community. All decisions possible must be held in open session so that there is no doubt as to the transparency of every meeting.
Travis Shaw -
I have lived in San Saba all my life with exception of attending North Texas State University in Denton. I graduated from North Texas in 1965 with a Bachelors Degree in Business. I am married to Tama Shaw. We have two sons, both married and living in Waco. I have been involved in Agriculture all my life, raising cattle and hogs and farming, but primarily harvesting and buying pecans. I am currently retired but do work at the Post Office as a substitute rural mail carrier.
Being a San Saba resident for these many years gives me an insight as to the needs of the citizens of San Saba. I understand finance and the importance of balancing a budget. I am well known by many San Saba folk and I feel they would be comfortable coming to me with issues and concerns. I previously served on the City Council and therefore have first hand knowledge of how the Council works.
The main problem facing the city is old infrastructure, i.e., deteriorating streets, old sewer and water mains. Not only do they need to be repaired, a lot need to be replaced.
