The San Saba City Council met on Tuesday, September 14th at 6 p.m. in the City Hall Council Chambers. Mayor Ken Jordan called the meeting to order and welcomed everyone to the meeting. Alderman Marvin Riggs gave the invocation followed by everyone joining for the pledges to the American and Texas flags.
David Butler, ALCO Store Manager, addressed the council with the information that the newly constructed store on the west end of town will hold their Grand Opening October 13th. A special invitation will be sent to the Council and others in the community to join in the celebration. Butler expressed appreciation for the opportunity to be involved in the community and serve shoppers with ALCO’s services.
Richard Reynolds was presented the award for the employee of the month for September and his name added to the plaque. He has been an employee for a little over two years and will receive a $25 gift certificate at a local restaurant and a day off with pay.
Malissa Mims, Director of the Dove Project gave an update for the services that is provided. The program is going well with funding and is giving help and information.
The following items were approved by all Council members:
1. Minutes from the August 10th, 17th, and 24th Council Meetings.
2. Payment of bills presented to the Council.
3. Resolution No. 2010-29 authorizing the City to enter into an agreement with TxDOT for the closure of Wallace Street on December 11th to accommodate the Christmas Parade.
4. Updated contract with Municipal Judge Leslie Dawson.
5. Resolution 2010-20 accepting the proposed budget for the 2010-2011 Fiscal Year.
6. Ordinance No. 2010-12 levying a tax rate of $.31942 for the City of San Saba.
7. Ordinance No. 2010-13 restricting sale or delivery of K-2 smoking materials ( synthetic marijuana) to individuals below the age of twenty-one in the city of San Saba.
8. Ordinance No. 2010-14 - new rates for Atmos Energy Corp. was accepted. Mark McEwin, Atmos Energy Corp. representative, was available for information or questions.
The Council discussed a request by Duckwall-Alco Stores, Inc. to appeal San Saba’s imposed $5,025 nonrefundable utility deposit that they paid before construction of the store. The matter was tabled until the next Council meeting.
The following reports and information was given:
A. Stan Weik, City Manager, reported on Risien Park work; new parking lot at golf course; Hoerster Clinic needs a new roof and estimates are being considered; bids are being taken for a Grinding Machine; no new information regarding the Water Park Law Suit; Mesquite Fuel representatives will meet with Wayne Yarbrough, Supervisor of the Water Department September 15th.
B. Clifton Ott, Streets Department Supervisor, reported on his crew working at the Golf Course parking lot; a major pump was rebuilt; helping other departments; parking spaces around the Courthouse will be marked; there is major water flow problems on some side streets after hard rains.
C. Golf Course Pro, Keith Harris, reported on the activities at the Golf Course; lots of golf and some tournaments going on; the recent storm damaged some trees; Harris gave his appreciation for all the improvements at the Golf Course.
D. Tony Guidroz, Tourism/Developement Director, gave a list of activities through the end of the year; looking forward to the Open House at ALCO on October 13th; there will be good participation at the next Golf Course Tournament in October; a new Bird & Nature Club is accepting members; the weekend of Nov. 5th and 6th will welcome hunters to the area with activities; the EMS will have a Steak Supper at the Methodist Church on October 22 and will need the community's support.
Scott Glaze, Director of Operations, showed a video of the following: new sign, paving parking lot and removing a large tree at the Golf Course; major leak where a homeowner tried to do repair work that is not recommended or accepted; transfer sight improvements; street maintenance; improvements at Risien Park; huge sink hole where an old cistern existed at a residence; removal of a tree that fell on the roof of a local church; dam leak at Mill Pond; preparing a used trailer to haul cardboard.
Mayor Jordan adjourned the meeting.
